R94-/~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, ADOPTING AND RATIFYING THE JOB DESCRIPTION OF DIRECTOR OF DEVELOPMENT FOR THE CITY OF BOYNTON BEACH AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Boynton Beach, Florida upon recommendation of the City Manager, has supported the reorganization of the Engineering and Building Departments of the City effective October 1, 1994; and WHEREAS, the City Commission of the City of Boynton Beach, Florida, upon recommendation of staff, hereby adopts and ratifys the job description of Director of Development, which combines the position of City Engineer and Building Official. Des-9/29/94 58O DIRECTOR OF DEVELOPMENT NATURE OF WORK This is a highly responsible technical, administrative and supervisory work directing the activities and operations of the Development Department. An employee in this class is responsible for the application of engineering and construction skills and knowledge of mtmficipal projects; for formulating and carrying out all technical details and phases of engineering and building projects; and for supervising employees assigned to the Development Department. Work is performed under the dictates of the engineering and building professions and is subject to review and guidance by the City Manager. ILLUSTRATIVE TASKS (These examples are intended only as illustrations of the various types of work performed in this classification. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment for this position.) Reviews each new edition of the model (Standard) building, plumbing, gas and mechanical codes and the National Electrical Code to determine its suitability to local requirements; prepares addendum in the form of ordinances to adopt these model codes appropriately amended to meet local conditions. Determines the requirements for codes and ordinances in the Development Division and areas of responsibility where such do not exist or are inadequate and prepares proposed ordinances in detail to cover the requirements. Confers with architects, engineers, developers, owners and contractors concerning interpretation/application of the City's engineering/building related codes during both the planning and construction phases of developments, large and small. Reads, understands, interprets and applies the provisions of the various codes and ordinances pertaining to building, zoning, occupational licensing, engineering, etc. Understands the standard principle and practices of the building/engineering industry applicable to municipal situations. Reads, understands and interprets plans, drawings, blueprints, specifications and related construction documents and identifies them to construction in progress. Organizes, supervises and coordinates the work of technical, administrative and clerical personnel performing varied code preparation, interpretation and enforcement tasks. Director of Development Page 2 of 4 Applies for permits; completes state and federal regulatory forms. Communicates effectively, both verbally and in writing; prepares concise accurate records and reports. Accepts responsibility for actions and/or accomplishments of both unit and self. Sets appropriate deadlines for work activities; meets deadlines to coincide with organizational needs and goals. Complies with all established policies and procedures of the City including all safety policies and procedures; reports accidents and incidents accordingly. Prepares and makes cost estimates of municipal projects. Prepares drawing and specifications for various public service projects, serves in an advisory capacity on various planning projects, including new city buildings, remodeling of city buildings, parks, playgrounds, streets, cemeteries, etc., assists in planning of any and all expansion. Prepares cost estimates of amounts to contractors on a percentage of work done basis Maintains certification and demonstrates proficiency in specialized areas necessary for current assignment, Keeps abreast of current standards, regulations, investigations, etc., to remain current in specific field. Follows expectations regarding the ethical conduct of profession and position. Delegates authority and responsibility to subordinates with appropriate guidelines and follow up; ensures subordinates follow established procedures. Establishes and maintains an effective working relationship with supervisors, subordinates, employees and other agencies and departments. Maintains a positive, professional impression when dealing with the general public. Responds to complaints and questions, meets with public to review complaints/problems; contacts regulatory agencies when necessary. Determines long and short-range goals for department; prioritizes goals; establishes budget and resource allocations for goal accomplishment. EDUCATION AND JOB RELATED EXPERIENCE:. Graduation from an accredited college or university with a degree or major course work in Engineering and/or Construction and a minimum of five (5) years related experience in local, county or state government or an equivalent combination of training and experience. Registration as a Professional Engineer in the State of Florida and in conformance with Florida State Statute 471.003 within six (6) months of appointment. Certification as a Building Official/Department Director under the current program of Certification of the Building Officials' Association of Florida within six (6) months of appointment. Possession of a valid Florida driver's license within thirty (30) days of appointment. PHYSICAL DEMANDS: Degree of physical demands (strength) usually associated with this classification: Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work. Types of Physical Demands usually associated with this classification: Talking, Hearing, Seeing: (Talking - Expressing or exchanging ideas by means of spoken word). (Heating - Perceiving nature of sounds by ear). (Seeing - The ability to perceive the nature of objects by the eye). (Handling - Seizing, holding, grasping, turning, or otherwise working with hand or hands (fingering not involved). (Fingering - picking, pinching, or otherwise working with fingers primarily (rather than with whole hand or arm as in handling). (Feeling - Perceiving attributes of objects such as size, shape, temperature, or texture by means of receptors in skin, particularly those of finger tips). ENVIRONMENTAL CONDITIONS: Physical Surroundings usually associated with classification: The Worker is Subject to Inside Environmental Conditions: Protection from weather conditions but not necessarily from temperature changes.
