RlO- 1'-/1 2 3 A RESOLUTION OF THE CITY COMMISSION OF THE 4 CITY OF BOYNTON BEACH, FLORIDA, SUPPORTING 5 FULL FUNDING OF THE ENERGY EFFICIENCY AND 6 CONSERV A TION BLOCK GRANTS; AND PROVIDING 7 AN EFFECTIVE DATE. 8 9 WHEREAS, the nation faces unprecedented energy challenges, including escalating 10 energy costs and overdependence on foreign oil; and 11 12 WHEREAS, investment in energy efficiency and renewable energy is critical to 13 position America to be competitive in the global economy, enhance American energy 14 independence, build sustainable communities, and create new local jobs; and 15 16 WHEREAS, commercial, residential and public buildings are responsible for more than 17 40 percent of greenhouse gas emissions nationwide and local governments are best suited to 18 strengthen building codes, foster community-scale renewable energy, and create other 19 programs and incentives to increase efficiency and reduce energy use in buildings; and 20 21 WHEREAS, the transportation sector produces one third of greenhouse gas emissions 22 and cities and counties can substantially reduce emissions and vehicle miles traveled by 23 promoting public transit, converting municipal fleets to alternative fuels and more fuel efficient 24 vehicles, and conducting more effective land use and transportation planning; and 25 26 WHEREAS, the Energy Independence and Security Act of 2007 (P.L.II0-140) 27 established a new Energy Efficiency and Conservation Block Grant program at the U.S. 28 Department of Energy, authorizing $2 billion annually in formula grants to cities, counties, and 29 states to develop and implement energy efficiency strategies; and 30 31 WHEREAS, the American Reinvestment and Recovery Act (ARRA) provided $3.2 32 billion for the Energy Efficiency and Conservation Block Grant program to help communities 33 decrease energy use, curb greenhouse gas emissions, and create jobs; and 34 35 WHEREAS, local governments are successfully utilizing their ARRA Energy 36 Efficiency and Conservation Block Grant funds; and 37 38 WHEREAS, the U.S. Conference of Mayors, the National League of Cities, and the 39 National Association of Counties have adopted resolutions and policies supporting full funding 40 for the Energy Efficiency and Conservation Block Grants; 41 42 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF 43 THE CITY OF BOYNTON BEACH, FLORIDA, THAT: S \CA\RESO\Legislalive AClions\Energy Efficiency Granl.doc 1 11 I 1 Section 1. Each Whereas clause set forth above is hereby ratified as being true and 2 correct and incorporated herein by this reference. 3 4 Section 2. The City of Boynton Beach supports the Energy Block Grants Work! 5 campaign and will work to demonstrate to the White House, U.S. Department of Energy and 6 Congress that we are effectively using our energy block grant to decrease energy use, curb 7 greenhouse gas emissions, and create jobs. 8 9 Section 3. The City of Boynton Beach urges President Obama and Congress to 10 fully fund the Energy Efficiency and Conservation Block Grant program in FY 2012. 11 12 Section 4.
