RlO- 3 4 5 A RESOLUTION OF THE CITY OF BOYNTON BEACH, 6 FLORIDA, EXPRESSING SUPPORT FOR THE FLORIDA 7 DEPARTMENT OF TRANSPORTATION'S SFEC CORRIDOR 8 PROJECT (FROM JUPITER TO MIAMI) AND ITS AFFILIATED 9 REGIONAL AND COUNTY TRANSPORTATION AGENCIES; 10 ACKNOWLEDGING POTENTIAL STATION LOCA TIONS; 11, ACKNOWLEDGING THE CITY OF BOYNTON BEACH'S 12 COMMITMENT TO THE PROJECT TO ENHANCE MOBILITY 13 IN THE SOUTHEAST FLORIDA REGION. 14 15 WHEREAS the FEC Railway corridor was historically operated as a passenger rail 16 line along Florida's east coast, traversing the Southeast Florida Region; and 17 18 WHEREAS, cities along Florida's east coast historically developed around train 19 stations along the FEC railroad: and 20 21 WHEREAS, modem cities along Florida's east coast are currently implementing 22 programs to redevelop historic downtowns built around train stations; and 23 24 WHEREAS, the public policy Eastward Ho!, developed by the Governor's 25 Commission for a Sustainable South Florida, provides guidance for improving quality of life 26 and managing growth including the redevelopment of eastern Miami-Dade, Broward, and 27 Palm Beach Counties; and 28 29 WHEREAS, improved mobility is highly desired in the Southeast Florida Region 30 and throughout the State of Florida; and 31 32 WHEREAS, transit, including rail transit, is a key component of improved mobility, 33 especially between cities and throughout the Southeast Florida Region; and 34 35 WHEREAS, the reintroduction of passenger service along Florida's east coast 36 would provide near-term jobs and economic stimulus for Florida's residents and businesses; 37 and 38 39 WHEREAS, the reduction of Vehicle Miles Traveled (VMT) and changes to the 40 distribution of trips by transportation mode would reduce fuel consumption and the amounts 41 of pollutants emitted in the Southeast Florida Region; and 42 43 WHEREAS, an integrated system of transit services is needed for existing and 44 future travel markets including long-distance travel served by the SFRC/Tri-Rai1 Commuter 45 Rail System, moderate-distance travel served by transit in the eastern FEC Railway 46 Corridor, and local travel in the urban centers by local circulator services; I 1 WHEREAS, the FEC Railway Corridor right-of-way represents a unique and strategic transportation corridor that provides vital freight and transportation rail services to and from South Florida; and WHEREAS, the 2006 Florida Rail Plan identifies passenger transit along the FEC Railway corridor as a potential "Coastal Route" for new passenger rail service in the State of Florida; and 10 WHEREAS, the 2008 SFRT A Strategic Regional Transit Plan, outlined transit II corridor expansion alternatives including the FEC Railway Corridor; and 12 13 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF 14 THE CITY OF BOYNTON BEACH, FLORIDA THAT: 15 Section 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as 16 being true and correct and are hereby made a specific part of this Resolution upon adoption 17 hereof. 18 19 Section 2. Working with the Florida Department of Transportation, local 20 governments, and other appropriate public agencies, a Locally-Preferred Alternative will be 21 recommended to the Boards of the southeast Florida Metropolitan Planning Organizations 22 (MPOs), the South East Florida Transportation Council (SEFTC), and the Governing Board 23 of the South Florida Regional Transportation Authority (SFRT A) for endorsement/adoption. 24 25 Section 3. The City of Boynton Beach agrees with the proposed transit station 26 locations, as identified through a collaborative, public process in Phase 2 of this Study, 27 particularly as they pertain to this jurisdiction, as appropriate. 28 29 Section 4. Working with the Florida Department of Transportation and other 30 appropriate agencies, the City of Boynton Beach agrees to support complementary land use 31 policies, land development regulations, and economic development activities consistent 32 with the Federal Transit Administration New Starts Development Process. 33 34 Section 5. The FDOT, on behalf of all state stakeholders is encouraged to 35 actively pursue obtaining shared access to the current FEC Railway Corridor with the 36 purposes of reintroducing passenger transit services within the FEC Railway Corridor. 37 38 Section 6. The City of Boynton Beach City Clerk is hereby authorized to 39 forward a copy of this resolution to all appropriate public agencies including County 40 commissions and officials involved in regional transit planning, the SFRT A and its 41 membership, the Florida League of Cities, the Florida Association of Counties, local 42 governments, and Chambers of Commerce within the South Florida area, CSX 43 Transportation, Flagler Development Group, Florida East Coast Railway, L.L.C, and 44 aviation and sea port agency officials. 45 I 1 Section 7.
