02.03.01 - Technical Advisory Review Team CITY OF BOYNTON BEACH, FLORIDA ADMINISTRATIVE POLICY MANUAL CHAPTER: 02 General Organization of the City POLICY No. 02.03.01 SECTION: 03 Development Review Process PAGE: 1 of 2 SUBJECT: 01 Technical Advisory Review Team REPLACES APM 02.03.01 -TECHNICAL REVIEW BOARD The Technical Advisory Review Team or “TART” (f.k.a. TRC) consists of employees who are responsible for applying and/or enforcing various codes and regulations of the city, and who represent the following departments/divisions: Building, Development, Engineering, Fire, Planning & Zoning, Police, Public Works, Recreation and Parks, and Utilities (LDR Chapter 1, Article VIII). The TART shall be responsible for reviewing site plans for new development or the major modifications of existing development (excluding single-family or two-family dwellings); in order to coordinate the technical advice and expertise of the members of the TART (Section 1 of Article VIII). The Planning & Zoning Division will generate annually the project review schedule, arranging TART meetings for selected Tuesday’s of each month, and shall disperse a copy to each member of the TART. Notwithstanding the established schedule, the TART shall be available to meet every Tuesday of each month, in the event that a TART meeting is rescheduled, or if additional TART meetings are needed for a project. THE TART REVIEW PROCESS SHALL BE AS FOLLOWS: 1. Once determined complete, copies of the plans submitted by the applicant will be distributed to the TART within 3 days from the date the plans are found complete; 2. First (1st) review -The TART shall be responsible for reviewing the plans and forwarding comments to the Planning & Zoning Division within the time period established at time of distribution; 3. The Planning and Zoning Division shall consolidate all TART comments and forward them to applicant; The applicant shall have the plans revised and take other actions necessary to satisfy TART comments. The revised plans shall be delivered to the Planning & Zoning Division prior to the scheduled TART meeting, or brought directly to the meeting; 1 2 4. Second (2nd) review -During or following the TART meeting, each TART member shall update their respective comments and forward them to the Planning and Zoning Division within the time period announced by the Planning & Zoning Director or designee; and 5. The Planning and Zoning Division consolidates all TART comments and if there are no major outstanding issues, the analysis is completed, and report prepared and delivered to the Advisory Board for review. Applicant unprepared for TART meeting If the applicant is not prepared for the scheduled TART meeting, the applicant shall provide advance notice to the Planning and Zoning Division, simultaneously informing them of the anticipated date for TART review. Deviation from the scheduled TART meeting date may prevent the project from being reviewed as scheduled by the Advisory Board and City Commission. Additional TART meetings Outstanding major issues or further plan revisions shall be subsequently reviewed by selected TART members or at one (1) or more additional TART meetings as deemed necessary by the Planning and Zoning Director or designee. Additional reviews will be numbered accordingly (3rd, 4th, 5th, etc.). Each TART member will tabulate the fee for their additional review time using their respective hourly wage plus benefits (30%), and deliver this fee to the Planning & Zoning Division. The Planning & Zoning Division will forward the tabulations to the applicant for remittance. TART meeting attendance All TART members should arrive at the TART meeting at the specified time. If a regular TART member cannot attend the meeting, an alternate should be appointed to attend the meeting who has the ability to offer input and the authority to make applicable comments and recommendations. If there is no one available to attend the meeting, arrangements will be made with the Planning & Zoning Division to coordinate the individual review of the revised plans, and delivery of revised comments. In summary, the development review process commences with the filing of an application and includes complete review of the plans, generation of written comments, and convening of one (1) or more TART meeting.
