04.01.04-Employee Technical Certification Page 1 of 3 CITY OF BOYNTON BEACH, FLORIDA ADMINISTRATIVE POLICY MANUAL CHAPTER: 04 Organizational & Strategic Development Policy No. 04.01.04 SECTION: 01 Organization & Strategic Development Policies Page 1 of 3 SUBJECT: 04 Employee Technical Certification PURPOSE AND SCOPE: The purpose of this policy is to establish a set of guidelines for employees wishing to obtain technical certifications through the City’s education program. SCOPE: This policy applies to employees who are not members of a collective bargaining unit who acquire technical certification in any area which exceeds the sum of $500.00 tuition cost per year. Employees who are bound by a union contract will follow the provisions laid out in their contract. POLICY: 1. Employees may apply to attend training classes in a program leading to a technical certification by completing the attached application form, and by obtaining the approval of their supervisor and department Director. Acceptable programs must relate to the department’s goals and objectives. Approval will be subject to Department Director discretion and funding availability. 2. Application to attend classes, workshops or seminars leading to a technical certification must be submitted at least 60 days before the start of the program. 3. Travel and check requests for all expenses associated with the class must be submitted to the Department Director for approval on the appropriate forms at least two weeks before the start of the program. 4. Expense reports related to the cost of the training must be submitted with original receipts for the director’s signature. A copy of the report and supporting documents must be maintained in the employee’s file. 5. Employees may take classes at an accredited college, university, approved training center, seminar, conference, vocational school, and/or approved on-line course or through an approved distance learning institution. Copies of all certifications must be submitted at the end of each program to be maintained in the employee’s file. 7. Candidates must submit a written report on the information obtained within five business days of course completion. It is understood that being allowed to participate in a city paid program may involve the responsibility of sharing program information with co-workers. 8. Candidates who attend multiple classes towards a certification must first attempt the final exam to achieve that certification within six months of the final course class. Should there be a need to repeat the examination, employees will have 12 months from the first attempt to retake the exam. 9. The City of Boynton Beach will pay for the initial test to acquire or renew a technical or vocational certification. Subsequent testing of the same material will be solely at the expense of the employee. 10. In the event that a pre-assigned program is not completed, or in a situation where a passing score/grade is not not obtained as required, all payments made by the City must be reimbursed to the city. In this event, a repayment schedule can be worked out at the discretion of the Department Director or arrangements can be made to repeat the program and/or testing at the employee’s expense. 11. Employees who voluntarily leave their employment or are terminated for cause will be required to reimburse the City for tuition paid in the preceding 24 months at 100% for the most recent 12 months and 50% of tuition paid in the second 12 months for any classes resulting in a technical or vocational certification. If not reimbursed by the employee, funds will be deducted from any final payout due the employee at time of termination.
