06.06.07 - Vacation in Lieu of Wage Increase CITY OF BOYNTON BEACH, FLORIDA ADMINISTRATIVE POLICY MANUAL CHAPTER: 06 Human Resource Policies Policy No: 06.06.07 SECTION: 06 Leave Page: 1 of 3 SUBJECT: 07 Vacation in Lieu of Wage Increase REVISED PURPOSE:To provide a means whereby employees can request vacation time in lieu of an annual an annual monetary wage increase. SCOPE:The provisions of this procedure shall apply to all full-time, non-bargaining unit employees. REQUIREMENTS Eligibility 1. Full-time employees who have completed their one-year probation shall be eligible for vacation in lieu of an annual merit wage increase. 2. Part-time and Temporary Employees shall not be eligible for this program. 3. Employees must maintain a satisfactory minimum rating of “meets standards” in order to remain eligible for vacation in lieu of an annual wage increase. 4. This procedure shall be applied only to those employees that are not covered by wage increase requirements in a collective bargaining agreement. 5. Employees must take vacation referenced in this this APM in minimum increments of five days. However, employees are encouraged to take larger blocks of time subject to department approval. 6. The department director, or his/her designee, must approve all additional vacation time in advance. 7. Additional vacation time will still count towards the employee’s maximum accrual amount allowed on September 30 of each year. Application 1. Employees may apply for vacation time in lieu of a wage increase according to the following scale: 1 Evaluation Score Equivalent Hours of Vacation 0.00 to 1.99 0 hours 2.00 to 2.49 80 hours 2.50 to 2.99 104 hours 3.00 to 4.00 120 hours Completed applications must be submitted to the Finance Department by March 31st each year this option is elected. Reimbursement to City Employees who voluntarily leave their employment or are terminated “for cause” during the 12 months immediately following the evaluation review date in which the employee elected to take vacation in lieu of a wage increase will be required to reimburse the City on a prorated basis. Example: In April, an employee elects to receive 80 hours vacation time for the year (6.67 hours/month). The employee leaves in October of the same year. The employee would have earned 40 hours vacation time during the 6 months from April through September. Since the employee originally received 80 hours, he/she would have to reimburse the City for the remaining 40 of the original 80 hours. If the employee has sufficient time in their vacation accrual bank, the hours will be subtracted from the bank before a final check is calculated. If the employee does not have sufficient hours in their vacation accrual bank, the dollar value for the required number of hours to be reimbursed to the City will be deducted from their final paycheck. Personnel Policy Manual All other policies and procedures pertaining to vacation credits, maximum accruals and forfeiture will follow the Personnel Policy Manual (PPM) Section IV Benefits: 02 Vacation Leave.
