08.01.08 - Emergency Generator and Vehicle Fueling CITY OF BOYNTON BEACH, FLORIDA ADMINISTRATIVE POLICY MANUAL CHAPTER: 08 City Equipment POLICY NO.: 08.01.08 SECTION: 01 Fleet Maintenance Policy PAGE: 1 of 2 SUBJECT: 08 Emergency Generator and Vehicle Fueling PURPOSE: To establish a standard for providing and fueling fleet vehicles and stationary generators during a State of Emergency. OBJECTIVE: To institutionalize the process for ordering and delivering fuel to the Public Works fuel island and all stationary generators located in City of Boynton Beach facilities. RESPONSIBILITY: Fleet Administrator is responsible for ensuring that all facilities are filled to capacity at the beginning of storm season and every quarter there after. If the City is within the projected path of a hurricane, the Fleet Administrator will verify that all fuels storage facilities and generators have been filled to capacity with fuel. PROCEDURE: Each quarter, the Fleet Administrator will contact Utilities Plant Managers and Public Works Facilities Manager to verify that inventory’s are at 90 % of capacity. If fuel needs to be ordered Fleet personnel will contact the primary contracted vendor, if this vendor cannot deliver within 24 hours the Fleet Administrator will contact the secondary fuel vendor. When staff is notified of a State of Emergency, and/or the City is within 72 hours of landfall based on the projected storm path, the Fleet Administrator shall ensure that all fuel tanks are filled with fuel to capacity, including all mobile fuel tank assemblies. When landfall is project to occur within 48 hours, Fleet personnel will assist other Departments to ensure that all facility generators, portable generators and lift stations are completely full of fuel. Fleet personnel will also place an order with the primary vendor based on the projected path of the storm and expected landfall (actual delivery date will incorporate projected usage from the date ordered forward). 1 2 When landfall is project to occur within 24 hours, Fleet personnel will secure all fueling facilities, pumps and card reader equipment. After the storm has passed, and the all clear has been given, Fleet personnel will provide support to Departments operating on generator power to ensure that their fuel needs are met. Fleet personnel will contact each facility daily operating on generator power. We will also contact the primary fuel supplier and make sure that fuel orders will be received as requested. If fuel is unavailable via ordinary processes, the Fleet Administrator will coordinate fuel acquisition with the Palm Beach County Emergency Operations Center (JR Kulesa 712-6419) to order fuel for City emergency generators and fueling facility. Fleet personnel will also use mobile fuel equipment to transfer fuel as needed and pick up supply from fuel vendors or Palm Beach County as needed. If the fuel island locate at Public Works is unavailable the City of Boynton Beach will refer to Public Works APM POLICY No. 08.01.08 (S:\PW\Administrative Policy Manual -APM\08-01-08 Emergency Fueling Procedures.rtf).
