16.02.02 - Recycled Products Procurement CITY OF BOYNTON BEACH, FLORIDA ADMINISTRATIVE POLICY MANUAL CHAPTER: 16 Solid Waste Policy No. 16.02.02 SECTION: 02 Recycling Page: 1 of 2 SUBJECT: 02 Recycled Products Procurement PURPOSE AND SCOPE: The purpose of this directive is to promulgate City Commission policy on Recycled Products Procurement as delineated in Resolution #R91-69 (attached), as it applies to City departments. OBJECTIVE: To promote the City’s procurement of recycled products, when economically feasible, in order to stimulate the market for and lower the cost of these products. DISCUSSION: City Commission Resolution #R91-69 presents the rationale for the purchase of products manufactured out of post-consumer recycled materials and delineates departmental responsibilities in support of this rationale. Many manufacturers advertise “recycled” products, however true recycling occurs only when materials are used by consumers, recovered from the waste-stream, processed as a component in new products, and purchased for reuse by consumers. Many agencies require minimum percentages of post-consumer materials to be contained in products in order to qualify as being “recycled”. The Environmental Protection Agency, National Institute of Governmental Purchasing, U.S. Conference of Mayors, Florida Division of Purchasing, Palm Beach County and others strongly encourage or mandate this approach in order to bring down the cost of true recycled products. POLICY: 1. The Purchasing Agent and Recycling Coordinator shall work cooperatively with all City departments and sister agencies in order to accomplish the above stated objective. 2. The Purchasing Division shall provide overall coordination of this policy in order to ensure its effective implementation. 1 2 3. All departments and divisions shall review Resolution #R91-69 and take the applicable portions for action in order to further the purposes of this resolution. PROCEDURE: 1. Departments shall research the availability of recycled products when procuring materials, equipment and supplies for the City. 2. Departments shall secure quotes for recycled items and document those quotes on the requisition or in the written quote documentation. 3. Departments shall note on the requisition “Recycled Product Not Available” when no viable recycled product exists. 4. Recycled product shall be preferred when procuring supplies for the City when the feasibility and cost of the item is justified.
