20.01.01 - Special Details - Police Dept CITY OF BOYNTON BEACH, FLORIDA ADMINISTRATIVE POLICY MANUAL CHAPTER: 20 Miscellaneous Policy No. 20.01.01 SECTION: 01 Inter-departmental Procedures Page: 1 of 2 SUBJECT: 01 Special Details – Police Department PURPOSE: The purpose of this policy is to establish the procedure whereby private parties or entities may hire sworn police officers to provide security and police services. POLICY: Any person, business, organization or entity may hire sworn members of the Boynton Beach Police Department to provide private security or police services within the City of Boynton Beach. It is within the sole discretion of the Chief of Police whether or not a request will be honored. Any request for private police or security services, that in the judgment of the Chief of Police, presents a conflict of interest or would otherwise bring discredit or ridicule to the department will not be approved. PROCEDURE: A. All requests for off-duty detail officers will be forwarded to the Boynton Beach Police Department for review and action. Requests will be reviewed by the Chief of Police, or his designee, and if approved, forwarded to the Uniformed Services Division Commander for posting. B. All persons, businesses, organizations and entities hiring off-duty officers do so subject to the following conditions: 1. The City of Boynton Beach assumes no responsibility for the actions of the off-duty officers during such times they are under the control and subject to the orders of the hiring entity. 2. Hiring entities will pay for the services of the off-duty officers at the rate of $33.00 per hour for an officer without a vehicle and $37.00 for an officer with a vehicle with a minimum payment of three hours at the aforementioned rate. 1 2 3. A twenty-four hour advanced notice of detail cancellation or change of hours is required. In the event that twenty-four hour advanced notice of cancellation or change is not received, the hiring entity will be charged the minimum payment of three hours at the above stated rate. 4. At the discretion of the Chief of Police, hiring entities will be required to pay a security deposit equal to the first four weeks of payments for long-term (in excess of four weeks) off-duty details. Short-term details may require payment in advance at the discretion of the Chief of Police. Security deposits are refundable but may be applied to any delinquent amount due under the agreement with the department. 5. In the event that a hiring entity requests four or more off-duty officers, the entity will be required to hire an off-duty police sergeant or lieutenant to provide supervision, at the $33.00 per hour rate. 6. The police department is under no obligation to insure that officers commit to any off-duty detail. The department will promptly post and make available to its members, any and all off-duty detail opportunities. C. Officers working off-duty details are subject to all applicable departmental directives, rules and regulations. BILLING: Invoices for services provided pursuant to this directive will be sent to hiring entities on a monthly basis by the Police Department. Any monies collected by the Department will be promptly deposited to the Special Detail Account. The Police Department will be responsible for insuring that records of all off-duty detail activities are maintained and that any delinquency in payment is documented and transmitted to the City Attorney for action. Invoices not paid within thirty-three days of mailing will be considered delinquent.
