U07-15- 6 04 WITH METCALF AND EDDY, FOR ROUTE 7 EVALUATION OF SECTION A OF THE WELL FIELD 8 INTERCONNECTION LINE IN THE AMOUNT OF 9 $515,406.00 PLUS A 10% OWNERS CONTINGENCY IN 10 THE AMOUNT OF $51,541.00 FOR A TOTAL BUDGET 11 I APPROPRIA TION OF $566,947.00; AND PROVIDING 12 AN EFFECTIVE DATE. 13 14 15 WHEREAS, on October 21, 2008, the City Commission of the City of Boynton 16 Beach authorized the City Manager to execute Task Order #U07-15-04 with Metcalf and 17 Eddy (1dn/a AECOM) to provide a range of services related to the preliminary design of an 18 anion exchange treatment system and raw water pumping station to be located at the West 19 Water Treatment Plant site; and 20 WHEREAS, it is necessary to revise the existing Task Order to re-define the scope 21 of work and the deliverables without altering the total price of the existing Task order; and 22 WHEREAS, the City Commission of the City of Boynton Beach upon 23 recommendation of staff, deems it to be in the best interest of the citizens of the City of 24 Boynton Beach to authorize execution of Amendment No.1 to Task Order U07-15-04 with 25 AECOM (formerly Metcalf and Eddy). 26 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF 27 THE CITY OF BOYNTON BEACH, FLORIDA, THAT: 28 Section I. The foregoing "Whereas" clauses are hereby ratitied and confirmed as 29 being true and correct and are hereby made a specific part of this Resolution upon adoption 30 hereof. Backaround The City of Boynton Beach (CITY) has excess capacity to treat raw water at its East Water Treatment Plant (East WTP) however there is not enough raw water from the eastern well field. Therefore the raw water from the western well field near the West Water Treatment Plant (West WTP) must be pretreated by an anion organic treatment process unit and then pumped through a new pipeline to the East WTP. The anion treatment system and pump station will be at the West WTP. The original contract scope included a raw water main interconnect piping section route analysis, well field sand study and treatment unit pilot studies at the West Water Treatment Plant. These scope items have been completed. The pilot study reports in the original contract scope determined that the strainers will remove course sand but will not remove fine sand particles and determined the MIEX anion treatment system will best handle trace amounts of sand and was the best system to fit into the existing site conditions. The original scope also included preliminary design of a filtration system, an anion system, a waste disposal system, a pump station, the civil site piping and stormwater requirements and the Electrical and Instrumentation and Controls portion of the project. The filtration portion of the project will not be required and the City has established design standards for the Electrical and Instrumentation and Controls. As a result the scope of the project has changed from what we learned from the pilot work that was performed. 1 Aa'COM It is now the intent of the City to begin the process of selecting a design-builder to complete the design and construct the anion organic treatment process unit and pump station at the West WTP site. This change in scope of services will be to develop a design-build criteria proposal package include preliminary design drawings of the MIEX anion treatment system and a pump station and to facilitate the selection of a design- builder and to work closely with the City in the preliminary design of the project and to stay with in the original project budget. The proposed facility consists of a 16 MGD anion treatment system expandable to 20 MGD to remove the organics in the raw water and a pump station capable of pumping the water to the East WTP. The following is a detailed description of the engineering services to be provided. B. Scope of Services 1.0 Project Management 1.1 ManaQement Project Management activities comprise contract administration, coordination of project staff, monitoring of progress and project costs, and maintaining a project Quality Management System during the project. These activities occur from project inception to closeout for overall project tasks. 1.2 Qualitv Assurance! Qualitv Control As part of Consultant's compliance with ISO 9001 certifications and QAlQC engineering practices, we will be conducting internal QAlQC meetings at the 90% completion milestones for the project to enhance value to the City. Results will be incorporated into the deliverables. 2.0 Engineering Services: Section A - Route Analysis 2.1 Section A - Route Analysis Task Complete 2 Aa'COM 3.0 Preliminary Design at the West WTP Survevinq: Consultant will use the existing survey information and electronic site plan of the Western Water Treatment Plant (WTP) provided by the City of Boynton Beach (City) to develop a new base map of the site with the new treatment elements. A site specific survey maybe required and can be provided by the City or by AECOM for an additional fee. 3.1 Western Wells - Sand Issues Task Complete 3.2 SCOPE CHANGE Process Study - Split Treatment Original scope not required Revised scope (prior to November 1, 2010) 3.2.1 Rental of pilot equipment 3.2.2 Outside Lab testing fees 3.2.3 Western Wellfield Rossum sand study Tasks Complete 3.3 Pre-filtration Pilot Study - Sand Issues Task Complete 3.4 SCOPE CHANGE Pre-filtration Preliminarv Desiqn - Sand Issues Original Task not required Revised Scope - Design Criteria Package 3.4.1 RFP and Proposal Phase 3.4.1.1 Prepare Request for Design-Build Proposal (RFP) with supporting qualifications, including instructions to proposers, proposal form, City supplied documents (such as agreement, bond forms, and general and special conditions to the Design-Build Contract), preliminary engineering documents and design criteria package, Design-Builder evaluation and selection criteria. 3 A:COM 3.4.1.2 After acceptance by the City of the RFP Documents, and after City has advertised the RFP: a) Conduct pre-submittal meeting(s) for interested parties b) Respond to questions from proposers and, after review and approval by the City, publish answers in addenda to RFP 3.4.1.3 After receipt by the City of the design-build proposals: a) Examine each proposal for compliance with the minimum requirements of the RFP b) Assist the Selection Panel in evaluation of the design- build proposals based on the selection criteria published, and in the ranking of proposals. c) Assist the City, as requested, and the Design-Builder to complete for incorporation into the design-build contract, any clarifications and documentations of appropriate sections of the Design-Builder's proposal, if necessary. 3.5 Anionic Resin - Pilot Study Task Complete 3.6 SCOPE CHANGE Anionic Resin - Preliminarv Desiqn 3.6.1 Coordinate with MIEX equipment design required for 16 MGD expandable to 20 MGD. 3.6.2 Coordinate with MIEX the size of salt regeneration system required for the Anion Exchange system. 3.6.3 Preliminary design of Booster pump station and water storage Tank (clear well). 3.6.4 Preliminary design interconnecting piping. 3.6.5 Prepare drawings showing Equipment 3.7 SCOPE CHANGE Reqenerate Waste Disposal 3.7.1 Preliminary design of the regeneration waste to the deep well 3.7.2 Prepare preliminary piping drawing. 3.7.3 Prepare specification 4 Aa'COM 3.8 SCOPE CHANGE Process Preliminarv Desiqn 3.8.1 Prepare preliminary process drawing 3.8.2 Prepare preliminary Anion Exchange system plan layout. 3.8.3 Prepare preliminary Booster Pump Station plan layout. 3.8.4 Prepare preliminary site plan. Show the location of the Anion treatment unit, c1earwell tank and the booster pump system. 3.8.5 One meeting with City staff to review the preliminary plans and staff comments. 3.8.6 Prepare final draft of the preliminary plans incorporating the staff comments. 3.9 SCOPE CHANGE Preliminarv Civil Desiqn 3.9.1 Review piping site plan and up grade for Anion treatment units, Brine regeneration system, waste disposal and booster pump station. 3.9.2 Prepare a preliminary site piping plan layout. 3.9.3 Review and update the storm water drainage requirements for the Western WTP site with the new elements added to the site. Provide drainage calculations. 3.9.4 Prepare a preliminary site storm water drainage plan layout. 3.9.5 One meeting with City staff to review the preliminary plans and staff comments. 3.9.6 Prepare final draft of the preliminary plans incorporating the staff comments. 3.10 SCOPE CHANGE Electrical and I&C 3.10.1 Prepare preliminary electrical plans 3.10.2 Review control system required for the new processes and how it will be integrated into the existing system. 3.10.3 Prepare a preliminary control system plan. 5 A:COM 3.10.4 One meeting with City staff to review the preliminary plans and staff comments. 3.10.5 Prepare final draft of the preliminary plans incorporating the staff comments. 3.10.6 Electrical, instrumentation and control specifications provided by City 3.11 Opinion of Cost 3.11.1 Prepare an Engineer's preliminary opinion of probable construction cost. 3.11.2 One meeting with City staff to review costs. 3.12: SCOPE CHANGE Report and Meetinqs: 3.12.1 Three status meetings with City Staff. AECOM's project manager or his designee will attend up to three meetings at various times as part of the overall project management role. Task 3.13: Permit Application: 3.13.1 Attend one pre-application meeting with FDEP/Health Dept. 3.13.2 Prepare Florida Department of Environmental Protection (FDEP) Water Treatment Plant permit application. 3.13.3 Attend one pre-application meeting with South Florida Water Management District (SFWMD). 3.13.4 Prepare SFWMD Drainage permit application. 3.13.5 One meeting with City staff to review applications. Deliverables: Preliminary Desian Task 3.1 Western Wells - Sand Issues technical memorandum summarizing our findings and recommendations. Task Complete 6 Aa'COM Task 3.4 Deskm criteria proposal packaae AECOM shall prepare design criteria documents consisting of concept drawings and other documents illustrating the scale and relationship of project components. Design is intended to establish the level of quality and general material/equipment selections for the major components of the project. The design criteria is not intended to prepare final design or constructible documents. As a minimum the following components/systems will be addressed: a) Concept site plan, including general site development requirements, provisions for connecting piping and utilities, stormwater management. b) Performance specifications c) Survey information (supplied by the City) d) Geotechnical information (supplied by the City) e) Electrical concepts f) Material and major equipment quality standards g) Scada concepts h) Project schedule i) Opinion of probable construction costs Task 3.5 Anionic Resin - Pilot Study technical memorandum summarizing the results of the anion resin pilot study and establish the Basis of Design for the anionic resin. Task 3.12 Report not required Task 3.13 Permit Application 7 Aa'COM 3.13.2 FDEP Water Treatment Plant permit application. 3.13.4 SFWMD Drainage permit application Project Team The project team will consist of AECOM engineers performing preliminary design task items for the anion exchange units at the water plant site. This design team will continue to be led by Mr. Bill Snow, P.E and the financial project manager will remain Mr. Jim Penkosky, P.E. The use of subcontractors is not anticipated at this time. C. Assumptions Preliminary Design at the West WTP: 1. The City will provide the following information: a. Projected water demand data from current Master Plans and/or Consumptive Use Permit files or other historical data. b. Monthly operating reports for 12 months from the eastern and Western WTPs. c. Available water quality data. d. All available West WTP site piping drawings e. Existing Stormwater site permits f. Survey information for the project site 2. Preliminary design does not include structural, architectural, or mechanical building systems. 3. Booster Pump Station initial pre-design will assume one pipe size and average and peak flow rates to obtain preliminary head losses through the pipe route to the East WTP. 4. Geotechnical investigations will not be performed or, if required, will be performed or paid by the City. 5. No soft digs are included in the scope 6. The City will provide any required permit application fees. 7. This contract provides for the preparation of a single-phase project. Additional phasing will be compensated for in accordance with a subsequent authorization. 8. Compensation for engineering work in this proposal will be based on a lump sum method of payment. D. Contract Reference This Task Order shall be performed under the terms and conditions described within the Consultant Agreement, Two-Year General Consulting and Engineering Contract dated November 18, 2003 between the City of Boynton Beach and Metcalf & Eddy as extended by the City Commission on February 21,2006 (Resolution R06-050) and extended a second time by the City Commission on 8 A:COM February 19, 2008 (Resolution R08-027). Metcalf and Eddy now part of AECOM USA, Inc. and have assigned their contract with the City of Boynton Beach to AECOM USA, Inc. E. Obliaations of the City 1. The City shall provide Consultant in a timely manner, all requested and available record data and information related to the project as necessary for the performance of the services specified herein. 2. The City shall review all documents presented by Consultant; obtain advice of an attorney, insurance counselor, and other as City deems appropriate for such review and render decisions pertaining thereto within reasonable time so as not to delay the services of Consultant. F. Compensation The original fee to perform tasks outlined above was an amount of $515,406. With the change in scope items the Consultant will work with the remaining balance of fees not earned to complete the change in scope items. Attachment I shows a scope change project status report showing the remaining balance for each task as of November 1, 2010. As provided for in the Agreement, compensation for the services provided shall be due and payable monthly in proportion to the percentage of the work estimated by Consultant to be completed at the time of billing for lump sum tasks.
