Minutes 10-12-81 (2)MINUTES OF THE SPECIAL CITY COUNCIL MEETING HELD MONDAY, OCTOBER 12, 1981 IN CITY HALL AT 7:15 P.M. PRESENT Edward F. Harmening, Mayor Walter "Marry" Trauger, V/ce-Mayor Joe deLong, Councilman Patricia L. Woolley, Councilmember Samuel Lamar Wright, Councilman Peter L. Cheney, City Manager Tereesa Padgett, City Clerk James Wolf, Assistant City Attorney Mayor Harmening called the special meeting to order at 7:15 P.M. to continue the public hearing on proposed Ordinance No. 81-33, which was recessed at the regular Council Meeting of October 6~h. Mr. Wolf read Ordinance No. 81-33 by title only: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA~ AMENDING CHAPTER 18, "PENSION AND RETIREMENT", ARTICLE IV, "PENSIONS FOR FIREMEN'T, BY ENACTING SECTION 18-185 "NORMAL RETIREMENT DATE" OF THE BOYNTON BEACH CITY CODE, 1981 CODIFICATION WHICH SHALL PROVIDE NOTHWITHSTANDING THE PRO- VISIONS OF CHAPTER 175 THAT ALL MEMBERS OF THE PENSION PLAN ON ACTIVE DUTY AS THE ADOPTION OF THE DATE OF THIS ORDINANCE SHALL BE ELIGIBLE TO RETIRE AFTER TWENTY (20) YEARS OF SERVICE NOTWITHSTANDING THEIR AGE: BY ENACTING SECTION 18-186 "PAYROLL DEDUCTIONS" OF THE BOYNTON BEACH CITY CODE, 1981 CODIFICATION TO PROVIDE FOR A DEDUCTION TOWARD THE PENSION FUND; PROVIDING FOR A SAVINGS CLAUSE; PROVIDING AN EFFECTIVE DATE~ PROVIDING FOR AUTHORITY TO CODIFY; AND FOR OTHER PURPOSES. The Mayor asked if anyone wished to speak in opposition to the ordinance. Mr. Charles Johnson, 25 Colonial Club Drive, said he felt 20 years was a very short time for retirement. Mayor Harmening explained that the firemen had increased their contri- butions from 5% to 7% to help fund this and further stated that this option allowed only S0% of normal benefits. This was being done in both Police and Fire Departments to encourage the members to remain with the department at least 20 years. Mr. Terrence O'Donnell, 1983 Campanelli Blvd., expressed his approval of the proposed change. He was retired from the Police Department of New York City. The Mayor then asked if anyone else wished to speak in favor of the ordinance. No one else came forward. Councilman deLong moved for the adoption of proposed Ordinance No. 81-33 on second and final reading. Mrs. Woolley seconded the motion. MINUTES - SPECIAL CITY COUNCIL BOYNTON BEACH, FLORIDA October 12, 1981 Under discussion, Mr. deLong stated he had seen the turn over in the department with knowledge of the tax payerst money that was wasted in training these people and this will certainly be an inducement for them to stay with the City. The Mayor asked Mrs. Padgett to take a roll call vote: Councilmember Wo611ey - Aye Mayor Harmening - Aye Vice Mayor Trauger - Aye Councilman deLong - Aye Councilman Wright - Aye Motion carried 5-0. Councilman deLong moved to adjourn the Special Meeting. Motion seconded by Vice Mayor Trauger and carried 5-0. Meeting adjourned at 7:25 P.M.
