Minutes 05-14-81MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL HELD AT CITY HALL, BOYNTON BEACH, FLORIDA, THURSDAY, MAY 14, 1981 PRESENT Edward F. Harmening, Mayor Walter "Marty" Trauger, Vice-Mayor Joe deLong, Councilman Patricia L. Woolley, Councilmember Samuel Lamar Wright, Councilman Peter L. Cheney, City Manager Tereesa Padgett, City Clerk James Vance, City Attorney Mayor Harmening called this special meeting to order at 7:00 P.M. to discuss an emergency ordinance pertaining to water usage. The City Attorney submitted a proposed ordinance amending Emergency Ordinance No. 81-14 by curtailing the use of water b.y 25%, changing the hours of usage from 4:00'to 6!:00~A.M. to 6:00 to 9:00 A.M. and granting authority to the City Manager to adjust water use regulations until the next meeting of Council if additional water use restrictions are imposed by the South Florida Management District. The City Manager presented the following report on water usage: Average Water Plant Productivity April 25 - May 4 10.13 MGD Require 10% reduction 9.11 Possible 25% reduction 7.5975 Water Usage Tuesday May 5th 10.2 Wednesday May 6th 9.1 Thursday May 7th 6.7 Friday May 8th 5.7 Saturday May 9th 6.4 Sunday May 10th 6.8 Monday May llth 7.8 Tuesday May 12th 7.6 Wednesday May 13th 7.8 a) Average usage May 5th - May 13th (9 days) 7.56 or 25.37% reduction. b) Average usage May 7th - May 13th (7 days) 6.89 or 31.9% reduction. Mr. Vance read Ordinance No. 81-15 by title only. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA, AUTHORIZING THE COUNCIL TO PROHIBIT OR CURTAIL CERTAIN NONESSENTIAL USES OF WATER AND TO CONSERVE AVAILABLE WATER RESOURCES DURING A DECLARED WATER SHORTAGE; DEFINING THE TERMS PERTAINING THERETO~ MINUTES - SPECIAL CITY COUNCIL BOYNTON BEACH, FLORIDA May 14, 1981 PROVIDING FOR APPLICATION OF ORDINANCE, PROVIDING FOR ENFORCEMENT AND PENALTIES, PROVIDING FOR EXCEPTIONS, APPEAL PROCEDURE AND SEVERABILITY CLAUSE, AMENDING AND SUPERSEDING EMERGENCY ORDINANCE PASSED ON MAY 5, 1981, ~-ND FOR OTHER PURPOSES. Councilman deLong moved to adopt Emergency Ordinance No. 81-15. Motion seconded by Vice Mayor Trauger. A roll call vote was taken: Councilman deLong Councilman Wright Councilmember Woolley Mayor Harmening Vice Mayor Trauger - Aye - Aye - Aye - Aye - Aye Motion carried 5-0. Meeting adjourned.
