Harmening, Councilman Mayor DeLong called the meeting to order at 4:00 P. M. and announced it was a special called meeting by the N~yor Under the p~ovisions of the City Charter. The nature of the busi- ness is the widening of Seacrest Boulevard. Mayor DeLong ~tated that before starting, he wished to inform the press that the Chair nor any member of this Council, to the best of his knowledge, has declared themselves opposed to the Linton Boulevard Bridge. ~or DeLong then stated that on the 5th day of M~rch, ~974, the City Council of Boynton Beach, Florida, adopted Resolution No. 74-J r~co~ending to the Board of County Co~missioners of Palm Beach County a five yes~ plan for the four laning and general improvement of Seacrest Boulevard in its entirety throughout said City. There was immediate response, to this recommendation '~via~ Resolution No. 74-J, by the Board of County Co~ssioners of Palm Beach County due to the fact $150,000 was appropriated in the County budget of 1974/75 for engineering purposes for this project and at the present time the engineering is just about complete. At the County Commis- sion meeting Of Tuesday, March 16~ 1976, by a three to two vote of the Co~mission this project was shelvedindefinitely ~ud instead priority was given, at the request o£ Mayor Echeifley and a group of businessmen from the City of Delrsy Beach, Florida, who,evidently stampeded the Co~ty Commission meeting for this specific purpose, to the construction of a bridge over the intracoastal waterway at Linton Boulevard (12th Street) in the City of Delray Beach. The City o£ Boynton Beach has no ob'jections to the construction of this bridge, but a grea~er service will be rendered to the gen- eral public of South County by giving priority to the Sea- crest Boulevard project which is already U~derway. There is no plausible reason why both pro~ects cem~ot be~carried out simultaneously. The Co~ty Boar~ of Co~sion~rs must surely reali~e thak the intolerable traffic conditions cannot get better, out w~ll become more severe e~Decia~ly du~in~ the rush hoUr pe~k and have greatly multiplied sznce the zn~t~a~ recommendation of March 5, 1974. The drainage problem is as serious as ever. A heavier traffic flow has been generated since opening the ~. W. 15th Avenue south bound traffic lane on 1-95 which is some indication of how desperate the traffic situation om Seacrest Boulevard will become when the interchanges on 1-95 are put into ser- vice to accommodate both north and south bound i-95 traffic. At the present time many daily near accidents occur due to the emergency ambulances attempting to enter Bethesda Hospi- tal. The facts are staring us in the face. Now is the time to act. We cannot be blind to reality nor stick our heads in the sand like an ostrich and expect this problem to blow away. The City of Boyn~on Beach respectfully requests that the Board of County ~ommissioners reconsider their official ac- tion of Tuesday~ March 16, t976, and revive the Seacrest Boulevard project on an equal basis with the proposed a~d accepted Linton Boulevard intracoastal Birdge, also taking into consideration that two years of the five year plan have already elapsed. Ne then requested a motion to instruct the City Attorney to prepare the necessary resolution to be for- warded to the Board of County Commissioners voicing their request that the Seacrest Boulevard project be completed. Mrs. Jackson moved to instruct the City Attorney to draw the appropriate resolution to the Board of County Commissioners asking them to reconsider their decision of last week to give priority, at least the same priority, to the widening of Seacrest Boulevard. ~. Zack seconded the motion. Mayor DeLong clarified that it was moved and seconded tolinstruct the City Attorne~ to prepare the necessary res~ion to at least restore t~e Seacrest Boulevard project or put it on the same priority basis with the Linton Boulevard Bridge. Under discussion, ~s. Jackson stated that she does believe this is a very necessary thing. Anybody going down there duriag the rush hour k_uows what it is in the area of the hospital. She showed a picture of Seacrest Boulevard in the area of S. 8th Avenue illustrating the bad drainage problem. This already has been surveyed and it behooves them to continue it. Mayor DeLong agreed it was long over- due and was a move in the right direction. If they don't go out and protest and request their recommendations to be carried through, particularly when they have been accepted, they will be lost in the shuffle. Mrs. Jackson euestioned if it would be helpful if they went to the Count~ Commis- sion and this was discussed some and Mm~vor DeLong suggested taking a turn with the resolution and seeing what happens. If they don't get the proper reception, then they all can go. They agreed to meet at 3:00 P. M. on Thursday afternoon. He requested Mr. Kohl to get in touch with Mr. Reed immediately. Mayor DeLong continued that there was another item he would like to get the Council,s feelings on. He referred to the next meeting at Ocean Ridge and advised it was the feeling of the Chair that Mm. Kohl should have someone attend the meeting when they act on the request for the additional parking.. This is another one he feels they should not go and enter into a~y pleas. They have three pl~us to consider. Motion carried 4-0. Mr. Kohl informed the Council that Mr. Earmening had called him and could not attend this meeting because the notice was too Short. P~s. Jackson moved to adjourn until Thursday, March 25, at 3:00 P. M. Mr. Zack seconded the motion. Motion carried 4-0 and the meeting was properly adjourned at 4:~5 P. M. Mr. Kohl read Resolution No. 76-T in its entirety: A RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA, REQUESTING BOARD OFCO~TY CO~iSSIONERS OF PALM BEACH COUNTY TO REVIVE FIVE-YEAR PLAN FOR FOUR LANING ~D GENERAL IF~ROVE~NT OF SEACREST BOULE- VARD T~tROUGHOUT SAID CITY ON EQUAL BASIS WITH PRO- JECT ~TRACOASTAL WA~E~AY BRIDGE AT LINTON BOULE- VARD IN CiTY OF DELRAY BEACH Vice Mayor Zack moved for the adoption of Resolution No. 76-T. M~s. Jackson seconded ~he motion and a roll call vote was taken: Councilwoman Jackson Aye Councilman Strnad Aye Vice Mayor Zack Aye Mayor DeLong Aye Motion carried 4-0. The Mayor read the following statement: "The Chair wishes at this time to call to your attention the fact that the Board of Connnissioners of Palm Beach County when signing long term contracts with Sanitation Companies for the collection and disposal of trash and garbage in-the unincorporated areas, zs creating a hardship and a loss of a huge amount of rev- enue to the munzczpalities who perform the servzce of trash and garbage collection and disposal for their residents by city employees~ by not including in said contract a provision whereby in the event of annexation of said unincorporated county area by any municipality which provides such services for its residents then the contract held by the independent company for service to any annexed area should be abrogated. MINUTES SPECIAL CITY COUNCIL MEETING MARCH 23, 1976 BOYNTON BEACH, FLORIDA RECONVENED MARCH 25, 1976 "The Chair deems it in order to accept a motion to instruct the City Manager to request the Cit~ Attorney to prepare the necessary resolution to be forwarded to the County Commission in order to protect ~the loss by the City of'potential revenue such as Charter World, The Meadows and the presently developed and occupied Pine Point Villas Development who are now served by an independent company.· Under discussion the May®r reported that the residents of Pine Point Villas were no~ happy with the service they are now getting, and ~rged this Council to take the lead on this matter and consider the proposed motion. Mrs. Jackson moved to instruct the City Manager to request the City Attorney to prepare the necessary resolution to be for- warded to the County Commission in order to protect the loss by the City of potential revenues due to the long term contracts signed with the~Sanitation Companies for collection and disposal of trash and garbage i~ the unincorporated areas. Motion seconded by Mr. Zack and carried 4-0. Upon motion by ~. Strnad, seconded by Mrs. Jackson, and a 4-0 vote the meeting adjourned at 3:08 P. M.
