R94-021RESOLUTION NO. R94'--~/ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO EXECUTE A RECIPROCAL BORROWING AGREEMENT BETWEEN THE CITY OF BOYNTON BEACH AND THE VILLAGE OF PALM SPRINGS, FLORIDA WHICH PROVIDES FOR RECIPROCAL LIBRARY PRIVILEGES BETWEEN THE TWO MUNICIPALITIES; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, each municipality has a public library located within its municipal limits; and WHEREAS, each municipality desires to provide free public library service to the residents of the Village of Palm Springs and the City of Boynton Beach; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA THAT: Section 1. The City Commission of the City of Boynton Beach, Florida, hereby authorizes and directs the Mayor and City Clerk to execute the Reciprocal Borrowing Agreement between the City of Boynton Beach and the Village of Palm Springs, said Agreement being attached hereto as Exhibit "A". IN WITNESS WHEREOF, I have. hereunto set my hand on the 15th day of February, 1994. RESOLUTION NO. 94-10 A RE~OLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF PALM SPRINGS, FLORIDA, AUTHORIZING THE MAYOR TO EXECUTE AGREEMENTS WITH OTHER PUBLIC LIBRARIES IN SURROUNDING AREAS, FOR THE PURPOSE OF PROVIDING JOINT, FREE LIBRARY SERVICE, AND TO PROVIDE AN EFFECTIVE DATE. WHEREAS, the Village Council deems it in the best interest of the Village to enter into certain Agreements with the City of Boynton Beach, Town of Lake Park, City of West Palm Beach and the Delray Beach Public Library Association, and WHEREAS, the Village wishes to provide free public library service and free use of it public facilities and material on a director borrowing basis and receive same benefits from the public library facilities herein named for its residents. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF PALM SPRINGS, FLORIDA, AS FOLLOWS: SECTION 1. The Village of Palm Springs, Florida hereby agrees to the terms and condition of the Agreements with the City of Boynton Beach, Town of Lake Park, City of West Palm Beach and the Delray Beach Public Library Association copies of which are attached hereto as Exhibits 1, 2, 3, and 4 and which are incorporated herein by reference, and further authorizes the Mayor, Village Manager and Village Clerk to execute and deliver said Agreements to the City of Boynton Beach, Town of Lake Park, City of West Palm Beach, and the Delray Beach Public Library Association along with a certified copy of this Resolution. Florida, each hereinafter referred to as participant. WITNESSETH; WHEREAS. each participant has a public library located within its municipal limits; and WHEREAS. each participant desires to provide free public library service to the residents of the Village of Palm Springs and the City of Boynton Beach; NOW. THEREFORE, in consideration of the mutual covenants and conditions here set forth, each participant agrees as follows: Effective immediately each participant shall provide free public library service and free use of its public library facilities and materials on a direct borrowing basis to all residents wi~in the Village of Palm Springs and the City of Boynton Beach, in the same manner and under the same roles and regulations as are applied to the residents of that municipality. Books and materials of each participant shall remain the property of that participant. Each participant shall have complete authority in operating its public library subject only to the free use of its facilities and materials as set forth herein. All books and materials shall be retumed to the library facilities from which they were borrowed.
