Nr, Roberts meted that there would be a meetir~ on the Beach Restoration amd a Preservation Briefing and Concept Development Report given at Lake ~er~ City PPall, Thursday, January 23, 1975 at 2.00- PUBLIC AUDIENCE Mr. Jim O'Meara spoke om behalf of the Biee~ter~ial Committee, noting that Beynte~ was the first City to have a Bicentennial Park and a replica of the Liberty Bell. He said the Committee has worked exceptio~lly well and has come up with fine program for the City, He invited the ~ayer and Council to t~ Committee's first band eoneer~ on February 13th at 7:30 P.M, by the Atlantic High School Band. Mr. Joe Kelly is the Chairman and the concert will be held in Sterlimg Village to kick elf the 1975-76 Bicenten- nial, There will be Cokes and cookies supplied by the Mother's Club in Sterling Village, F~o Norman Hand, lll~ North Eeacrest Boulevard, complained ef several aecusatioms that had Been ma~e about him as a City employee which he fel~ were unfomnded and he wished to have some ~rther ex~planationas to why he was termimated. First Place, made a public apology to Mr. Simon for remarks she made at the Octeber 15, 197~ Coaneil ~eeti~g which she new felt were incorrect aud she wishea Council members to remove any doubts they had from their minds regarding Nr. N~' Kohl advised that the City was notified today on Title 6 -- the second program that the 9itw ~has been aw~rde~ to be aDie to contract with five people if their names are submitted. Mr. Kohl said he submitte~ a partial list cf ten to the Cc~ty Commission, Nr. White then read a portion of Title 6 te Oemucil. After some discussion as te the procedure to be followed, Nr, White s~ressed his con- cern that mere people from ~he black commumi~y be hired by the City, Mr, ~ no,ed that he was still waiting for a waiver from the Gomn~y o~ Title 2 which was premised ~t not yet received. ~r. Discussion ensued during which ~. Kohl sai~ he had been im contact with the Assistant County Attorney a~out revised language in the Agreement. DeLeng clarified with ~. Simon felt that with the revised language, the Agreement would be acceptable. Nr. DeLo~g moved to authorime the City Manager and City Attorney te proceed with this Agreement, provided that the language which is extended to Ocean Ridge is also included for anything that pertains to Boy. ten Beach~ also provided Shat the expenses in- curred with respect te survey ~nd title insurance be divided e- ~ually between Ocean Ridge and Boynton Beach. OLD B~ I~ESS ~.Re uest, ef vice Ms~yor Joe DeLeng Nr, DeLeng felt some action shcul~ be taken te correct the ~a traffic flow at the u useway Sheppimg Center which he felt to be ds~ugerems and conducive te accidents. Nr. DeLemg then expressed his wishes that mhe Cit~y Nanager would purs~e the acquisition ef the land north ef the City's boat ramp. He felt the Ci~y ef Boy.ton Beach shoul~ receive some recognition for the acquisition ef this land in view of the fact that many voters in the City put over the $5~,~O0.000 bend issue and many of the City's taxpayers would help te retire these bon~s. He felt there was nothing on the sea coast the City would get and there should be am opportunity ef getting somethin~ intend. DeLeng felt that all residents ef the County were permitted to use the boat ramp without restrictions and that it would be a definite asset te the City if th? County, would purchase this property which would eest approxinately~300,000. ~. DeLo~g was concerned about other mumicipalities such as Boca Eaten and West Palm Beach g~L~ng such a large share of Federal funds. He felt the City of Boynten should put forth a concerte~ ~ive f~r its east-west roads. ~. Jackson seconded with the comment that Co~ucil receive back- up material on fu~re recommendations in advance of Council meetings. Under discussion. ~. Harmening said he supported all N~. DeLong~s suggestions but wished to clarify that the acGuisition of the la~ north of the boat ramp would be with the County's money and ~ot the City's. Nr. Strand felt the City's P~olice Department should be Lucreased to the proper percentage per thousand people inview of the City's rapid growth in population. He asker for consideration in the appointment of six additional policemen. He felt t~hat Leisureville alone would require at least three policemen on duty at all times and with all the new condominium developments nearing completion it was toe much for the present force to handle. He noted that the amo~ant of Calls between 1973 and 19Y$ has jumped~49%, After some brief discussion concerning itemizing fu~re matters to be brought up by Coumcilmembers, ~tayor Roberts sai~ he agreedwith ~, Str~ad's csmme~ts .and suggested getting all the facts and fmgures ~egether fsr discussion at the next meeting. ~s~Jackson moved to table this item in order to go over the facts amd figures and the budget. ~¢~. DeLong noted that he was previously in favor of increasir~g the Police force and reviewed various funds that would be available to the City so this could be done. ~. DeLong referred to the new General Services Building which he felt would not cost as much as the prices ~uoted. Na~or Roberts reiterated~ his support of ~. DeLong's proposals and ~s. Co~sider Receipt of Correspondence from Guzmingham and C~m]aingh~m Re: Beer an~ Wine License of Natk A. and Leroy Johnson, Jr. Mr. Kohl referred to correspondence receive~ from the law office of Cu~ningham & C~uninghan regarding the above an~ a copy cf the Certificate of Zoning Approval which they forwarded to the City, which were before Ceu~cil~ This was presented at the September 3, 1975 City Council meeting and was denied on the basis that the location ~ ~ees~ ~ comply with the zoming reg~alations but does net meet the requirement ef Section 3-19 ef the Cede- of Ordinances. He also referred to the City's letter to Cu~ninghs~m a~visi~g him that this matter has been placed on the agenda a~ ~ir. Kohl asked for Council's decision on this matter. .~. T; J, Cunningham of Cunuimgham and Cau~i~ghmm came forward to speak in behalf of his clients and noted that the building in question had been previously operated as a ~ar. He asked that a beer and wine license be issued an~ added that later his clients would probably apply for a liqu. er license. ~r. DeLong noted that the l~ation does mot comply with the Code in regard to distance. He asked if the Council wishe~ to approve this applic.ation, would it not require the rescindin~ of Section 3-19. ~ir. Simon saia in order te grant the application, the ordinance would have to be amended to decrease the distance or eliminate this requirement. _~r. Simon then rea~ Section ~-19 for the benefit of bit. Cunningham. Discussion ensued as to whether or not the previous owner of the building was operating illegally and the reasons far the present application having b~en turned down. 5~.
