Minutes 09-10-73MINUTES OF SPECIAL MEETING OF CITY CQUNCIL OF THE CiTY OF BOYNTON BEACH, FLORIDA~ HELD IN THE COUNCIL CHAMBERS, AT 2:00 P. M., ON SEPTEMBER i0, 1973 PRESENT Emily M. Jackson, M%vor Joe DeLong~ Vice Mayor Edward P. Harmening~ Councilman David Roberts, Councilman ABSENT Forrest L. Wallace, Councilman Prank Ko~, City Manager Ernest G. Simon: City Attorney Tereesa Padgett: City Clerk Mayor Jackson called the Special Meeting to order~ and read the follow- mng statement into the record: ?~Article 5, Seetions 73, 78~ 81~ 83~ and 84 of the Charter are all based on the City doing its own tax assessing and tax collecting~ yet by State law the County does this. We cannot live up to the Charter since the County has taken over these duties. However: since the City Clerk and City Attorney have raised the question~ I, according to Section 56~ of the City Cha~ter~ am call- ing a meeting (to live up to Section 84) for Monday~ September 109 1975 at 2:00 P. M. for the purpose of: Passing on 5rd Reading an ordinance determining the amount of money needed to operate the City for fiscal year 1975-74. Pass on 3rd Reading an ordinance setting the millage to cover such monies.~ The City Attormey read Ordinance 75-54 adopting a budget for the fiscal year beginning October 1, 1975 by title only. Mr. DeLong moved to adopt Ordinance 75-54 on third reading. Motion seconded by Mr. Harmening~ and carried 4-0. Mr. Simon read Ordinance 75-35 by title only~ fixing a tax rate for 1975 and levying taxes £or the suppomt of the government for the ensuing fis- cal year. A motion was made by Mr. DeLong to adopt Omdinanee 73-55 on third reading. Mr. Roberts moved to second the motion~ and it carried 4-0. Meeting adjourned at 2:08 P. M.
