Mayor Effron called the Special Meeting to order at 2: 52 P.M.

Mr. T. R~ Alcoek and Mr. A1 Shepa~d were present at the meeting.

ORDINANCE NO. 72-8, REPEALING SITE PLAN ORDINANCE NO, 71-54.
Mr. Moore ~ead O~dinance No. 72-8. Mr. Blanchette moved that Ordin-
ance No. 72-8 be passed on 1st reading. Seconded by M~. Az~_hie.
Motion carried 5-0.
CONGRESS AVENI1E TRAFFIC STUDY
Mr. Killgoze reported' ,that the Police Department the City Engineer and
the Public Works DireCtor recommend maintaining the present speed
limit on Congress Avenue. They do agree with the County fo~ the
double yellow line at 8. W. Golf Lane. We feel that the future
traffic on Congress Avenue needs to move. It could be detrimental
to slow the traffic down.
Mayor Effron asked about the traffic light at S.W. 25~d Avenue and
Congress.
Mr. Killgo~e stated that the County is going to foz~a~d us a letter
stating it is necessary to have a traffic light at 25rd Avenue.
Mr. Archie disagreed with this. Mr. Arehie stated the need for a
double line on South Seaerest from the entz~nee to High Point all the

way to 25~d Avenue. He stated this is a curved road where Congress
is a straight road.
M~. ]Cil!go~e reeo~nmended that no action be taken until an absolute
reeo~aendation is given.
Mr. A~chie moved that the item be tabled. Seconded by Mms. Jackson.
Motion carried 5-0.
REQUEST OF CEMETEItY BOARD
~LTS. Padgett stated that the Cemetery Board requests that the area
in baCk of High Point to the South of ~he westemly extension of the
cemetery be dedicated for cemetery use. They are getting ready to
develop this westemn por4rion and this area should be included in the
overall development plans.
Mayor Effron asked if the~e is a drainage p~oblem?
M~s. Padgett stated that High Point is draining into this little
section.
Mm. Blandnette asked if there were any objections fmom High Point?
Mrs° Padgett stated no, in fact they think it is cemetery 9Tound.
M~. Archie moved that the request be granted. Seconded by Mm. Roberts.
Motion ca~ried 5-0.
RUSSELL AND AXON REPORT ON WATER FACILITIES.
Mr. Blanchette moved that it be removed from the table. Seconded by
M~. Archie. Motion carried 5-0.
Mr. Burkett gave the presentation for Russell and Axon. They ~eco~mend
that the City proceed with a preliminary engineering study of water
improvements. This would be the neXt step ~_n the master plan that
was prepared for watem and sewage needs. The present area is limited
for wells. We are going to have to look fo~ wells~ review the
population, look at existing treatment facilities and give recommenda-
tions for need of additional wells. He further explained the prog~em.
The estimated cost of this study is $17,750. which would then he
credited to the pmeparation of the final plans.
Fro. A~chie asked if there is an estimate of how much it would take
to accomplish this.
Mr. Burkett answered that the estimate at the present t/me is f~om
lout to five million dollars.

Mayo~ Effz~Yn stated that this is No. 1 on the priority list for long
range planning. The longer we wait the worse off we will be.
After the discussion~ Mro Archie moved that this be taken unde~ advise-
ment. Seconded by Pi~s. Jackson. Motion carried 5-0.
Mr. Roberts left the meeting at this point.

Further discussion continued with Mr. A!cock, Mr. Shepard and the
members of the Council.
Three minute recess~
Mr. Alcock recommended the joint bid of Hough & Co. and Bache & Co.
be accepted.
Mr. Moore read Resolution .No. 7~-J. MT. Archie moved that O~dinance
No. 72-J be adopted, with the provision that MT. Shepa~d be 9~ven
24 hours to name an agent. Seconded by Mr. Btanchette. Motion
carried 4-0.
