Vice Mayor Effron called the Special Meeting to order aE 4:55 P. M. imme-
diately following a workshop session.
Mr. Jones read Ordinance No. 71-24 pertaining To installation of overhead
electrical lines in Boynton West Development (Leisureville) by caption
only. Mrs. Jackson moved to adopt Ord. ~71-24 on second and final read-
ing. Motion seconded by Mr. Archie and carried 4-0.
Ordinance No. 71-30 adopting 1971-72 Budget was read by caption only.
Mr. Blanchette moved To adopt Ordinance No. 71-30 on second and final
~eading. Motion seconded by Mr. Archie. Mrs. Jackson read the attached
statement and requested that same be made part of the minutes. Motion
Carried 4-0.
Ordinance No. 71-31, fixing the tax rate at 9.68 mills and levying taxes
was read by ~aption only. Motion made by Mr. Archie, seconded by Mr.
~lanchette Eo adopE Ordinance No. 71-31 on second and final reading. Mo-
~ion carried 4-0.
The letter from Bob Hueston requesting a leave of absence fmom the Board
o~ Adjustment was reviewed by Council. Mr. Archie made a motion To appoint
Bob Collier as an alternate on the Board of Adjustment. Motion seconded by
Mr. Blan~hette and carried 4-0.

I wish this to be part of the minutes.
At the Budget hearing I objected to the proposed
assessment and gave my reasons.
My figures, with even more information from re-
putable utility firms, bear out my projected growth
of the city and thus show that our taxes could be
reduced by at least 1 m~ll.
Even by keeping the millage at its present rate,
with the added assessment, this is the same as a raise
in taxes, and I mean just that - more assessment should
mean less millage. Remember, next year we will be
fully reassessed and then just see how much taxes will
be.
I still have my figures I presented at the budget
hearing, if anyone Wishes to challenge them.
However, my roue for these ordinances will be
"yes" vote, but reluctantly and under protest. I am
doing this because the majority of the council have
already outvoted me, and rather than to appear to be
an obstructionist to the progress of our City, I am
going to vote "yes" to both ordinances, very much
against my true feelings~
