Mayor Wallace called the Special Meeting to order at 3:45 P. M.
Ordinances - 1st Reading
Ordinance v7t-17 - Approval of Section VII - Palm Beach Leisureville
Bond figure is satisfactory. Mr. Jones read Ord. ~71-17. Mm. Arehie
moved that Ord. =71-17 be adopted on 1st reading~ seconded by Mrs.
Jackson.
Mr. Archie amended his motion that Council is giving approval of Sec-
tion VII~ not Seventh Section. Mrs. Jackson accepted amendment. Motion
carried 5-0.
Ordinance ~71-13 - Speed Limit of Erains through the City
Mr. Jones reported options to the City from FEC.
The cost Eo signalize each crossing would be $12,000 on a 50-50 split
basis.
Mr. Archie read from a letter to the City~ dated August 30, 1968. The
estimated cost for a crossing at that time was $27~500. There is a
big difference between $12,000 and $27,500. Something has ~o be wrong
somewhere.
That option would eosE the City $36,000 for the 6 crossings.
Another option is a Federal AssisCance Program known as TOPIC. It
really offers nothing as it would take 18 to 24 months to geE.
Mr. Jones stated that two sources have told him that a law in the
Florida statutes requires the Railroad to install gates if the train
goes 12 miles an hour. This will have to be looked into further as
no one has heard of it.
Mr. Arehie stated that the City has an agreement with the Railroad over
2 of the crossings. The railroad is supposed to maintain them. They
should install gates a~ these ~wo crossmngs at no cost to the City.

Mr. Archie also stated that the City will not be able to deal with the
Railroad unless we reduce the speed limit.
Another option would be to signalize 5 crossings and close 3. Council
does not wish to close any crossings.
Final option would be to reduce speed limit of trains through the City.
Mr. Jones stated that they claim slowing down the trains, increases rate
of accidents. Slowing down trains also causes problems with Fire and
rescue vehicles.
Mr. Archie asked that something be done about the stop signs at the cross-
ings. They have caused some p~oblems.
Mr. Archie moved that Ememgency Ord. ~71-15 be read, seconded by Mr. Effron.
Motion carried 5-0.
Mr. Jones read Ord. ~71-13. Mr. Archie moved that Emergency Ord. =71-15
be adopted on first and final reading~ seconded by Mr. Z lanchette. Motion
carried 5-0.
Mr. Jones stated as there has been some problems with the stop signs: some
people have thanked us for putting them~up. Council agreed to pull the
stop signs immediately.
Approval of 1-95 Contract submitted by Russell $ Axon
Mr. Hopkins stated that everything is in order.
Mr. Archie moved that the Mayor be authorized To sign the contract~ sec-
onded by Mrs. Jackson. Motion carried 5-0.
Transfer of Funds - Special Election Expenses
Mr. Jones stated that 5813.08 is owed to Russell & Axon by the City.
Mrs. Jackson stated that it is still nor what was understood. The City
was to pay for the cost of the election and Russell & Axon was to pay
for everything else.
Mrs. Jackson moved that $377.84 be transferred from Unappropriated Surplus
to the Contingency ~und: seconded by Mr. Effron. Motion carried 5-0.
