Ralph Hughes, followed by the Flag Salute led by Police Chief Noah Huddleston. Introductions M~yor Wallace introduced Miss Boynton Beach of 1971 - Miss Lana Lovelady. She ~eceived a standing ovation. Miss Lovelady expmessed thanks for be- ing given the opport~dnity to ~epresent a wonderful Cit~ in the Miss Florida Pageant. Youth in Government ~[ayor Wallace introduced Renice Lansing~ Principal of Boynton Junior High School. Mr. Lansing stated it is the 8th year the students have been able to see how the City functions. There a~e 72 students parti- cipating in the program: the largest number ever. Mayor Wallace introduced each student individually and the group was sworn in by Mrs. Padgett. Mayor Wallace recognized the teachers, Mrs. Edith Estes and Mrs. Harriet Bassett. Mrs. Jackson introduced her counterpart: Jody Hamilton: who will also serve as Co-Chairman of Rid Litter Day. Proposed resolution - revenue sharing (on the table) Remained on the table. OLD BUSINESS Report on meeting with County Tax Assessor and Collector ~. Jones reported that the County offered the same contract as the City is currently operatingunder. Cost tO the City for the year was $4500. Rate of receipt is slower by County system~ causing a toss of revenue. Recommended continue opposition at this t/me. Mayor Wallace suggested that the people write to the Legislature and let their wishes be P~nown. Consider appointment to, Community Relations Committee PArs. Jackson moved to appoint Juanita Meeks to the Community Relations Committee, seconded by Mr. Archie. Motion carried 5-0. Consider request of Chamber of Commerce to reconsider Sign Ordinance Vice-Chairman of Chamber expressed thanks to all who participated in the recent Pioneer Mailman Festival. Everyone enjoyed it and Boynton uot a lot out of it. He stated that the Sign Ordinance is good~ there are no really bad prob- lems~ but would like to suggest re-appointing .the Committee to work on it again on some of the areas that are problems. Mr. Arehie moved that this be taken under advisement, to be studied and brought up at a later date, seconded by Mrs. Jackson. Motion carried 5-0. Consider amending Sea. 51-12(c) of the Code re height and setback requirements of he~ges~ fences~ etc. (On the table) Mrs. Jackson moved that it be taken off the table and deleted~ seconded by !~r. B!anchette. Motion carried 5-0. Consider painting the.Civic Center Mr. Jones recommended that this item be deleted. It was the ormgmna_ request to go out for bid: but it v~uld be favorable to do it ourselves and use money for something else. Mr. Amchie moved that the item be deleted~ seconded by Mr. Effron. NEW BUSINESS Consider Report for State Wild~rnes.s System Act The State Wilderness System Act is for the purpose of preserving any wildemness property that could be worthwhile. ~. Jones stated he didn't believe the Cit~ had any property such as this. Mr. Blanehette moved to report that Boynton Beach does not have any wil- derness area to preserve~ seconded by Mrs. Jackson. Motion camried 5-0. ADMINIST~IATIVE Job Classification adopted, by Res. No. ?i-E Mrs. Jackson moved that Res. No. 7t-E be amended, and remove the Job Classification of Administrative Assistant from the list~ seconded by Mr. Blanchette. Motion ca,tied 5-0. Police Department (Mro Archie) Mr. Archie recognized Police Chief Noah Huddleston for the outstanding job he has done: and requested that a copy of the minutes of this meet- ing be placed in his Civil Service Jacket~ indieating that he has now been certified - having satisfactorily completed his six month's pro- bationamy period. Qonsider Applications for Permit to Solicit t - Palm Beach County Chapter, leukemia Society of America~ Inc. Mr. Effron moved that the permit be granted~ seconded byMr Blanehette. Motion carried 5-0. ' 2 - Beta Sigma Phi ~. Jones stated that this application requi~ed the stopping of cars at traffic lights. In the future the organization should be advised to rain another method. Archie stated that this has been done for maoy years~ and moved that the request be granted~ seconded by Mr. Effron. Motion carried Consider amendments to Civil Service Rules Adopting Federal Holidays Mr. Jones recommended that Article X~ Section 5~ of the Civil Service Rules & Regulations be amended to allow the employees to observe Memor/al Day the last ~londay in,fay and Veterans Day the last Monday i~October. This v;ould cor~orm with Pederal Law. In addition, Mr. Jones asked that said section be further amended to establish two additional holidays Washington~s Birthday Columbus Day - 3rd Monday in February - 2nd Monday in October Mr. Archie moved that these changes be adopted, seconded by Mr. Blan- chette. Motion carried 5-0. Seven mile radius M~. Jones recommended that Article I!I~ Sec. 1~ sub-paragraph (a) be amended to read: ~Appointees to positions in the classified service %~hose employment is of an emergency nature, and who are so required by the CityManager, shall establish residency within seven (7) miles of the City Hall of Boynton Beach; all other employees shall live within Palm Beach County? Mr. Archie moved that the rule be amended~ seconded by Mr. Effron. Motion carried 5-0. Selection of Fiscal Agent Mr. Effron reviewed the proposals and cited the drastic difference in figures. Mr. Effron moved to consider the two projects separately - act tonight on the Police Complex and defer action on the drainage issue until we get these figures confirmed with figures based on referendum approval and a second set of fio~res should the referendum ~ait. Motion seconded by i~{r. Blanehette~ and- carried 5-0. Mr. Effron moved to name Mr, T. R. Atcock as Fiscal Agent for the Police Complex. ~m. Arabic seconded the motion~ and it carried 5-2. Mm. Arehie moved that the City Attoi~ney negotiate with Mm. Shepard based on the new appraised value, seconded by PLr. Blanchette. Motion carried 5-0. The City Attorney reviewed the status of the Jackson and Boedecker par- eels. ~. ArChie moved that Mr. Moore proceed to make ~ina! settlement with Mms. Boedecker. Motion seconded by Mr. Effron and carried 5-0. No aa~ tion ~equired on the Jackson parcel at this time. M~. Moome reported a ~igure of $20~000 on the Shane-P~zybys parcel. Mr. Archie moved that ~. Jones brought to the attention of Council a recommendation of the Chamber of Commerce Development Board that the City consider acquiring property north of 2nd Avenue ~or park purposes. Mrs. Roh~baugh stated that a permit for a pamkin~ lot should not have been issued without a variance. She stronqly protested the parking lot in a residential area. ~l~-. Donald Spath stated his opposition to the parking lot~ and expressed his thoughts at length. Mayor Wallace stated the only thing the g~oup can do is hi~e an attorney for the case if they do not agree with the interpmetationgiven by the City Attorney.
