R93-/~- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF BOYNTON BEACH AND ANN FORD, (CONTRACTOR) WHICH AGREEMENT IS ATTACHED HERETO AS EXHIBIT "A"; AND PROVIDING AN EFFECTIVE DATE. WHK~EAS, the Contractor WITNESSETH: City is desirous of retaining the services of the serve as a Downtown District Coordinator, and W-K~EAS, the Contractor is desirous of fulfilling the duties of the Downtown District Coordinator for the City, and the parties hereby covenant and agree as follows: 1. Duties The Contractor is hereby appointed as Downtown District Coordinator. The Contractor shall be responsible for the development/redevelopment of the dow~ntown district with the boundaries defined as Boynton Beach Boulevard to the north from Seacrest Boulevard to Federal Highway, then further north to N.E. 5th Avenue, east to the Intracoastal waterway, south to S.E. 2nd Avenue, and west to Seacrest Boulevard. Upon presentation of time sheets the Contractor will be paid on a weekly basis. It is contemplated that the position is full time, forty (40) hours of service weekly, and Contractor will not engage in other work without written permission of the City. Actual hours of work may vary as dictated by the needs of the City. The Contractor shall not be reimbursed for all out-of-pocket expenses made on behalf of the City without prior City approval. Written request, to include weekly time sheet must contain sufficient information to justify the expenditure. 4. Term of Aqreemen% This Agreement shall be for two (2) years commencing ,. 1993 and renewable for an additional one (1) year -3~ unless terminated° The City may cancel this Agreement with or without cause upon thirty (30) days written notice. If this Agreement is cancelled by the City or the Contractor prior to the end of the term, the Contractor shall only be entitled to compensation for hours actually worked. CONTRACTOR: THE cITY: SCOPE OF SERVICES DOWNTOWN DISTRICT COOI~DINATOlt Nature of Work: This is highly responsible administrative and professional work in formulating and directing the' City's downtown development! redevelopment programs. Work involves considerable public contact requiring the exercise of sound judgement, tact and diplomacy. Other duties involve the analysis of local economic conditions and trends,_ including the formulation of policies and procedures designed to attract and premote desirahie economic grow.th; physical planning and research as it pertains to the downtown business district; coordinating with downtown~ proper~ty owners.. businesses, ~pubHc and private agencies; recruitment of investors and businesses; and advisement regarding exterior building design and aesthetics. Work is coordinated through consultation with the City Manager, the Community Redevelopment Agency ("CRA") and Community Redevelopment Advisory Board ("CRAB~), and is reviewed for results obtained t~ugh reports and conferences. Task Statements (s): Plans, develops and oversees the management and operations of the development/redevelopment target area. Acts as Halson for the area property owners, merchants, various city departments, administration and staff to review improvements to exterior/public areas and ensure that harmony and consistency is maintained. £nteracts and maintains ongoing communication with the Chamber of Commerce, CRA, CRAB and other ~groups involved in downtown redevelopment. Provides professional advice and assistance to commercial, retail and professional representatives regarding downtown redevelopment. Prepares and reviews agenda items for the City Manager and/or committees on downtown redevelopment activities for presentation to City Commission. Researches complex planning and redevelopment problems and prepares related comprehensive reports as required. Develops five (5) year Master Plan for redevelopment of the target area and marketing strategy to encourage location of new business in area. Promotes and encourages general improvements and undertakes other matters and activities as reasonably necessary for the redevelopment of the Historic District and target area. Lobbies and prepares grant applications for area public improvements and rehabilitation of historic structures and properties within the downtown district Monitors and facilitates special programs and events to enhance public awareness in the area and stimulate business activity.
