R93-170RESOLUTION NO. R93-/~'~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, STRONGLY OPPOSING ANY CHANGES TO THE CURRENT COUNTYWIDE EMS SYSTEM; AUTHORIZING AND DIRECTING THE CITY CLERK TO FORWARD COPIES OF THIS RESOLUTION TO THE APPROPRIATE LEGISLATIVE AGENCIES; AND PROVIDING AN EFFECTIVE DATE. W~EREA$, it has come to the attention of the City Commission of the City of Boynton Beach, that Palm Beach County has undertaken a study regarding the pros and cons of employing a "Countywide Medical Director"; and WHEREAS, the City Commission of the City of Boynton Beach fully supports the program instituted by its EMS services in February 1993, which program has a high success rate; and WHEREAS, the City Commission of the City of Boynton Beach feels ~a. Countywide ~edical Director woUld ha~e a negative impact on cities; and WHEREAS, Florida Statutes 401.25 mandates the county to consider the recommendations of the Cities. Florida Statute 401.25 states, in part: 401.25(2)(D) ...In issuing the certificate of public convenience and necessity, the governing body of each county shall consider the recommendations of municipalities within its jurisdiction .... 401.25(6) ..."In developing standards for certificates of public convenience and necessity, the governing body of each county must consider state guidelines, recommendations of the local or regional trauma agency created under chapter 395, and the recommendations of municipalities within its jurisdiction."...; and W~EREAS, the City Commission of the City of Boynton Beach, Florida deems it to be in the best interests of the citizens, residents, and employees of the City of Boynton Beach to urge our County Commissioners to consider the wishes of the municipalities when determining how EMS will be provided in each City; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT: Section 1o The City Commission of the City of Boynton Beach, Florida strongly urges the County Commission to take no action toward implementing a ',Countywide Medical Director" and strongly opposing any changes to the current Countywide EMS program. Section 2. The City Clerk is hereby directed to forward a copy of this Resolution upon passage to the appropriate Legislative agencies. PASSED AND ADOPTED this /~ day of October, 1993.
