R93-148RESOLUTION NO. R93-/~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, AUTHORIZING THE ~YOR AND CITY CLERK TO EXECUTE AN AGREEMENT BETWEEN THE DISTRICT BOARD OF TRUSTEES OF THE PALM BEACH COMMUNITY COLLEGE AND THE CITY OF BOYNTON BEACH, PROVIDING FOR THE CLINICAL INTERNSHIP OF PARAMEDIC STUDENTS; ~NDPROVIDINGAN EFFECTIVE DATE. WHEREAS, the parties hereto desire to enter into a contractual arrangement providing for the education and training of students in the Board's Paramedic Program; and W~EREAS, the City Commission of the City of Boynton Beach deems it to be in the best interests of the citizens and residents of the City to enter into the aforesaid Agreement; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA THAT: Section 1. The Mayor and City Clerk are hereby authorized and directed to execute the attached Agreement (Exhibit "A") between The District Board of Trustees of the Palm Beach Community College and the City of Boynton Beach, providing for the clinical internship of paramedic students. BOYNTON BEACH BOULEVARD, BOYNTON BEACH, FLORIDA 33435, hereinafter referred to as"THE CITY". WITNESS ETH: WHEREAS, the parties hereto desire to enter into a contractual arrangement providing for the education and training of students in the Paramedic Program, and THEREFORE, it is agreed between the parties hereto as NOW, follows: 1. THE BOARD, through it's facilities at the Palm Beach Community College, has undertaken to educate and train students in the Paramedic Program. 2. THE CITY agrees not to begin any training programs in the Paramedic field, conducted by the College while this agreement in effect, without the prior consent of THE BOARD. 4. of the Palm Chairperson established is The program shall be in the Allied Health Division. The control of the program shall reside in the President Beach Community College with the assistance of the of the Allied Health Division. There shall be an Advisory Committee who will counsel the said President and Division Chairperson responsible for the program. 5. This agreement shall continue for one (1) year from the date hereof unless sooner terminated as hereinafter provided and may be renewed-at the end of one (i) year by the mutual consent of the parties hereto. In the event that either party desires to terminate the arrangement prior to the one (1) year period , notice is to be given by the party desiring to terminate to the other party in writing, but such termination shall not be effected until such time as all then enrolled students have had an opportunity to complete their prescribed program, although new enrollees shall not be accepted after receipt of notice of termination. FURTHER, THE BOARD agrees to: 1. Accept eligible students in the program as regular enrollees of the Palm Beach Community College, subject to the rules and regulations of the College. 2. Select a qualified faculty. 3. Provide an approved course of study. 4. Consult with the designated person of THE CITY in selecting clinical experiences for the students of the program. A list of students and their dates of attendance will be provided to THE CITY by the College. 5. Provide supervision for students participating in clinical experiences at THE CITY. 6. Adhere to the Policy and Procedures established by THE CITY to includethe Exposure Control Plan for Bloodbourne Pathogens and all related OSHA and Infection Control Policies. 7. Cooperate with THE CITY staff in all matters pertaining to this program. FURTHER, THE CITY agrees to: 1. Provide necessary facilities for clinical experiences for proper Paramedic instruction including live oral indotracheal intubation as required by the AMA essentials. 2. Cooperate in the assignment of students in THE CITY, such assignments to be made under the supervision of the College faculty. 3. Make possibleliaison between the administrator and the Chairperson of Allied Health Division. 4. Provide suitable area at THE CITY for conferences and group training programs for the students. 5. cooperate in obtaining guest lecturers from the staff of THE CITY on request of the Allied Health Division. 6. Cooperate with the College staff in all matters pertaining to this program. 7. It is agreed that both parties will require that each Paramedic student at his/her own expense provide the following: a. Meals b. Transportation ¢. Basic physical examination and immunizations d. Hospital and medical care e. School Accident Insurance or evidence of such ~nsurance protection f. Professional Liability Insurance coverage of not less than $1,000,000 per occurrence and $1,000,000 aggregate. Proof of insurance will be provided upon request.
