Michael, Councilman (away on business) Leonard Nylund, Councilman (away on vacation) Mayor Summers called the meeting to order at 7:30 P. M. Me reported thai'Michael V. Michael, Councilman, requested :to go on record that no change be made to the present plan of the SW 15th Ave. location. Thomas Canavan, Sterling Village - against SW 15th Ave. exit Hank Thompson, C~hairman Chamber of Commerce Highway Planning - Favored status quo plans Robert Beyrer, Sterling Village Senior Citizens - Against David Roberts ~ High Point - not against 1-95 per se but feels inter- change should be on west side or au 23rd Ave. Frank Leschner - suggested pushing diamond back Mrs. Frank Carroll - discussed removal of bodies at cemetery and air pollution Stanley Tare - Vice-Pres. of Developers of High Point - favored elim- inating the interchange and urged they work toward ramp system if they have to have interchange Mrs~ Jackson: Councilwoman - all court eases will cause delays too. According to maps which ~,~s. Jackson reviewed at the State Road Dept. she does not feel that SR9 and 1-95 are the same road. Dorothy DeVernes - Lives in Boca and plans to move to High Point - was very grateful to Mrs. Jackson Ray Sandel: High Point - against interchange Mrs. Malarkey ~ High Point - against interchange Paul King~ Ocean Ridge - suggested ramp be on inside of freeway~ street over top and ramp underneath with stop light at top Georqe Ampot~ High Point Board of Directors - said he had been in close touch with Congressman Paul Rogers ~ who is in touch with Mr. Volpe, urged Council to vote against Keith ~}~ond - feels it should be west of tmacks Mrs. ~uckle - Made inquiry regarding this interchange and one at Jr. High School Stanley Weaver, forme~ Planning Board Chairman - said this new dia- mond interchange would miss Jr. High School by 98 ft. Doesn't see why they have to have interchange that big. Stated he felt they needed a grade separation~ beoause of police and fire protection alone. Mr. Wallace moved that the City re-affirm its original position as to interchange at SW 15th~ with pressure to be brought about to re- study idea towards a ramp system~ towards a tight diamond~ and that should either one of J(~ese be turned down that it go as it now is. Mayor Summers stated he didn't think it was fair to the three Council members present; it should have been brought up before the full Couneil~ but he would seeond-it~ and do all he could to get it into a ramp system. Mrs. Jackson stated her opinion was that interchanges shouldn't be that close together, but she would go along with tight diamond~ but won't go along with the other part of motion. Motion carmied 2-1. Mrs. Jackson voted ~no~. -2- M/2~dTE S REGULAR CITY COUNCIL ~ETING AUGUST 3, 1970 Inter, miss ion MINUTES - Regular Meeting, July 20:1970 Mrs. Jackson moved that minutes of July 20th meeting be accepted. Mo- tion seconded by Mr. Watlaee, and motion carried 3-0. PUBLIC AUDIENCE Albert J. Wehrett felt the Council should be praised for what they have done fo~ the benefit of the community - (1) ~oad pavement pro- gram; (2) improved recreation; (3) investigation at Leisurevilte; (4) ~efforts toward controlling signs; (5) sewer and water expansion; (6) investigation oF promotional costs of Chamber of Commerce; (7) hiring new City Manager; (8) completion of fire station; (9) new trash and garbage collection system; (10) moving toward solu- tion of beach property; (11) holding open discussions~ (12) police complex study being made; (13) making efforts to stop County 9~asping added authority~ over lives of those in municipalities; and (14) de- si~es of a few vested interests no longer ~atered to. Eddie Mitchell - didn t agree with commendin~ Council for items listed a hove. Ezell Hester - felt the prodding they had received helped get things a ccomplished. ]~enneth Lyman - thanl~d City for starting work on the two-way street in the dock area, but still have problem parking ears ~ Offered the City ten palm trees, for beautification. Thomas Canavan - inquired as to who makes assessments and how budget can be made up when millage rate is not known. BIDS C.onsider Award of .Alterm~te Additives Portion of Bid on Area 12C P~. Hopkins reviewed bids received on Area 12C. Mr. Wallace moved that City award altePnat~ additive portion of bid on Area t2C~ Mo- tion seconded by ~s. Jackson and motion carried 3-0. Mr, Wallace moved that Ordinance No. 70-20 be passed on second reading, seconded by Mrs. Jack- son and motion carried 3-0. _Ngt 70-21 - Cancelling bus franchise The City Attorney read O~dinance No. 70-21 me cancelling of bus fran- chise. Mrs. Jackson moved that Ordinance 70-21 be passed on second reading. Motion seconded by Mr. Wallace and motion carried 3-0. ORDINANCES - Is= reading No. 70-22 - Amending Chapter 13 re trash S garbage collection The City Attorney asked that O~dinanee No. 70-22 be deferred until the next meeting. Mr. Wallace moved to defer O~dinanee 70-22 until the next meeting. Mrs, Jackson seconded the motion and motion was carried 3-0. RESOLUTIONS No. 70-Y - Requesting funds for acquisition of beach property The City Attorney read Res. 70-Y urging County commissioners to give consideration to mequesting ~unds for acquisition of beach property. ~r. Wallace moved that Res. 70-Y be accepted, seconded by Mrs. Jack- son and motion carried 3-0. Mr. Wallace requested the City Managem to check into the fact that the County had not made application fom $6~000,000 in Federal Funds. No. 70-Z - Approving designation of 1-95 (S/R 9) as limited access facility l.{r. Moore reviewed request to adopt resolution that State Road 9 (Interstate 1-95) Be a limited access to assist in the furtherance of t/dat program. ~lr. Wallace moved that Res. 70-Z be adopted on first meadir~. Motion seconded by ~s. Jackson and motion carried 3-0. -4- MIS~TES REGULAR CITY COUNCIL METING AUGUST 3, 1970 LEGAL, eontd. QTHER - Conside~ assignment of lease on Boynton Beach Snack Bar Mrs. Jackson moved that the Mayor and City Clerk be authorized to sign assignment of lease on snack bar to Donald Shelhamer. Motion seconded by Mr. Wallace and motion carried 3-0. OLD BUSINESS ~. Moore reported that Mr. Field will move equipment into the Rolling Green' School area to clear acreage parcel as had been requested by the city. ADMINISTRATIVE A. Presentation of Plat -. Treas~e Lane - for tentative approval Mrs. Jackson moved to tentatively approve plat of T~easu~e Lane subject to all Sub Divisions requirements being met. Motion seconded by Wallaee and motion carried 3-0. B. Oonsider transfer of beverage license - 3010 S. Federal Highway Mr. Wallace moved that the beverage license at 3010 S. Federal Highway be t-~ansferred to Sek Kwan Chin and Choi Kwan Chin, subject to Health Department approval. Motion seconded by }~so Jackson and motion car- ried 3-0. C. Approval of Bills ~. Wallace moved the= the hill of the Chamber of Commerce be deferred, subject to workshop meeting scheduled this week. Motion seconded by Mrs. Jackson and motion carried 3-0. }-~.
