Ja~<son requested that on Page ll last two paragraphs the minutes should reflect that she amended the original motion in reference to the Little League signs. ~r. Special Meeting - January 12, 1970 - ~r. ~ichael moved that the minutes be accepted as printed. Motion secomzied by ~3rs. Jackson and motion carried ~-0. ~m, Nylund abstained. PbBLIC AbD~CE Janet Hal~ 5108 N. Ocean Blvd. appeared before council with requ st for per- mission to occupy a trailer while her building is being erected. Trailer is hooked up to sanitary facilities. Turned over to City Attorney for his opinion after checking into ordinance. ~s. Hall also requested that council check into the loeation of buildings being erected in this area to see if they are being built where referred to on oermit. Richard Hoover, 111 S. '. I4th, Leisureville - Eeference to canal that runs be- hind their home there is a 24" tile that drains the area where they live. He passed around a ~icture showing that sand has closed the opening to extent ths~t only 2" opening is left. He requested City Engineer to investigate. Paul H. Jones, 121 S.~,~. ~th Ave., A~ked if council had heard of Supreme Court ruling in regard to jailing a defendant if he doesn't pay his fine. No. 70-2 - Establishing Zoning Commission City Attorney read Ord. 70-2 establishing zoning commission. ~,s. Mrs. Jackson said she had not seen a complete map of LeisUreville and she wants to see what it looks like. It was agreed ~hat a map should he posted in City Clerk's Office, ~tion did not pass. 1~. Wnllace, ~rs. Jackson and ~. Michael voted No. Proposed Ordinance 70-4 requesting rezoning of Parcel L - Caldos request was read. Mr. Nylund move~ that this request 70-~ and 70-3 be tabled until next regular meeting after council has opportunity to study map. Motion seconded by ~, I~chael and motion carried 5-0. Mrs. Stanley, Golf View Harbor made inquiry regarding the clearing of land at 23rd and Congress. Originally it was for a church and she wanted to know if it still wa~ to be a c~%urch. She was advised that it would be. RESOLUTION~ No. 70-A - Establishing Signatures for bank accounts. P~. ~chael n~ved that Ess, 70-A be passed; seconded by ~s, Jackson and motion carried 5-0. Discuss County control - Mr. Nylund moved that this item be tabled until City Attorney gets ~report on legislative act governing this county ordinance, l~s. Jackson requested that she amend the motion to "postpone" rather than "table" so it can be brought up ~again. Mr. Nylund accepted the amendment and M~s. Jack- son seconded the motion. (There was only one vote) and motion carried 5-0. Discuss proposed ordinance to control burning of trash - M~. Nyquist of Boynton Fire Dept, appeared before council requesting an ordinance because of complaints each time permits are issued. Mr. Michael moved the item be tahledun~til next regular council meeting. Motion seconded by ~. Nylund and motion carried 5-0. Discuss fire hydrant charges - City Attorney recommended discontinuing $75. charge. Mr. Michael moved that City Attorney's recommendation ~e accepted and discon- tinue making charge for fire hydrants within or without the city limits on water system, l~tion seconded h. M~. Jackson moved that rather than destroy the recall petition that it be on file and that council consider the matter withdrawn. Michael moved that this item be dropped from agenda since it is in the process of being taken care of. l~tion seconded by Mrs. Jackson and motion ca~-~-ied 5-0. Consider appointment of City Prosecutor (On the table) - ~s. Jackson moved to remove from table appointment of City Prosecutor. Motion seconded by Mr. Wallace and motion carried 5-0. Mrs. Jackson moved that Va! Gabaldon, Lake Worth firm of Altman, ~ner and GabaIdon be appointed City Prosecutor. Motion seconded by Mr. ~.~chael and oarried Consider request for change in zoning - Vanguard Development Corp. (On the table) - Mrs. Jackson ~moved that this be left on table. Motion seconded by ~. Michael and motion carried Hick White appeared before council and he was requested to get in touch with the people that are opposed to this request. ~onsider request for financial audit - Chamber of Commerce - Mr. ~fichael moved that Chamber of Commerce submit a copy of financial audit, Seconded by Mrs. Jackson and motion carried 5-0. ~NISTRATIVE Consider request of P.B.Co. Unit, American Cancer Society to solicit - Mr. Michael moved that the request be granted; seconded by ~m. ~allace and motion carried 5-0. Consider hiring court reporter for meeting scheduled for Jan. 26th -Mrs. Jackson moved that a court reporter be retained for the public hearing Jan. 26th, and that funds be secured from surplus funds. ~tion seconded by M~. ~allace and motion carried 3-2. ~c. Nylund and Mayor Summers voted No. Mayor stated he voted No because he felt the complaintants should have their compleints in writing and present it to the head of Leisureville so they in turn can present it to our Building Dept., and if the Building Dept. says there is a building problem it should be attempted to be solved and if unable to do so, then bring it to council, I don~t see that we have any right to discuss anything between purchaser and seller. I c~n,'t see that a meeting Jan. 26 is necessary. I will not be able to attend the ~eting Jan. 26th. }~. Wallace cited other incidents the city had checked into, - High Poiht Condo- minium, Sterling Village, etc. He stated ground rules should b~ laid and we will not attend to determine legality one way er another but we will be here to pick up any complaints in which the city ,is legally or morally obligated and one of these t~hings is a certificate of occupancy being issued before home is moved into. Mayor S~mmers said he saw in- competent workmanship. ~. Hoover said he took I~. Courtney and showed him. M~. ~allace stated he had a letter signed by Caldos that because of "unskilled labor, high cost of m~terials etc." to what degree, this is what we need to have answered., k~e can see that certain people are responsible and not be going through this hassle continuously. Mr. Chu~k Forker, 113 S.~. l&th - There are 25 flaws ~nere it has been in error and not been followed by your Building Department. Sir. l~chael - I sung&st we hold off discussion until that meeting and proceed with agenda. Discuss temporary salary adjustments for: Acting City }&~nager, Acting Purchas- ing Agent and Acting Personnel Officer and Finance Officer - ~. Michael moved that }~rs. Tinker, Personnel Officer~ be compensated'~30,O0 week additional; ~s. Gretchen 'Luby, Acting P~rchasing Agent same; and $50.00 week for ~. Hopkins as Acting City Manager; $25.00 week for ~irs. Betty Law as Acting Finance Officer. Consider procurement of conference table and chairs for Conference Room - ~. Michael moved that Acting City ~nager be authorized to purchase Conference table and necessary chairs end money to come from surplus. Motion seconded by ~rs. Jackson and motion carried 5~O. Consider reques~ of B.B. Jaycees to sponsor circus - Howard Ennis, Presidmnt of B.B. Jaycees requested waiver of license fee and permission to have circus. Mr. ~Lichael moved that the request not be considered until it is complete as spelled out by ordinance. ~otion seconded by ~s. Jackson and motion carried 5-0. Consider reques~ of Sunshine Square Merchants Association to sponsor earnival - Motion thatitem be removed from agenda until it is complete, t~tion seconded by ~. Wallace and motion carried 5-0. Approval requested to advertise for bids - Sanitary Sewer, Golfview Harbour. There was discussion that this could be handled on assessment basis or by using proceeds of present bond sale recently validated. ~.
