Minutes 01-12-70MINI]TES OF SPECIAL P~ETING OF THE CITY COUNCIL HELD AT CITY HALL: BOYNTON BEACH, FLORIDA, ON MONDAY, JANUARY 12th, 1970 AT 7:30 P.M. PRESENT: Thomas A. Summers, Mayor Grady W. Court-ney, City Mgr. Forrest L. Wallace, Vice ~yor Tereesa Pad~e~t, City Clerk Mrs. Emily Jackson, Councilwoman Michael V. Michael, Councilman Leonard E. Nylund, Councilman - Left aU 8 P.M. ABSENT: Gene Fmore, City Attorney Mayor Summers called the Special Meeting to order at 7:30 P.M. to con- sider second reading of Ordinance 69-45, declaration of intent to annex the Oliver Land Corp. parcel. Mr. Courtney read Ord/nance $9-45 by ~aption only. Mr. Nylund moved to adopt Ordi~mnce 69-45 on 2nd reading. Motion seconded by Mr. Michael and carried 5-0. ¥~eting ~ecessed to go into Workshop Session. Mr. Nylund left at 8 P.M. Special Meetin~ reconvened at 10 P.M. to take action on Items 2, 6, 7 and 9 on the Workshop Agenda. .Discuss .q. arha~e collection equipment Harold Hopkins was requested by ~he Council to make a recommendation as to the best type of equipment to purchase for garbage collection. He strongly recommended the use of f~ont loaders, the train system and containers. Motion made by Mr. Michael to advertise immediately for equipment needed for the recommended containerized collection system. Motion seconded by Mr. Wallace and carried 4-0. Letter from ~. Grady Courtne~ re combining Purchasing Agent dutie.s, with that of Pe~sonp. el .Off. leer' Mr. Court-ney recommended to Council that these two positions be combined since neither position was full time in this City. Mr. Michael moved that the t~ positions be combined and we advertise accordingly for personnel to fill the position. Motion seconded by Mrs. Jackson and carried 4-0. Discuss severance pay for City Mana.qer Mr. Michael moved that Mr. Courtney be paid thru January plus accrued vacation t/me so that he would be free to go and make necessary arrange- ments for his change in position. Motion seconded by Mrs. Jack, on and carried 4-0. Discuss recommended personnel changes - Acting Purchasing Agent and Actin.q Pers.onnel Off.icer ..... Mr. Courtney recommended that ~s. Gretchen Luby be appointed as Acting -1- M~TEs SPECIAL cO~Nc~ MEETING jAN~RY 12, 1970 Pu~asing Agent and ~rs. Annette Tinker be appointed Acting Personnel Officer until such time as the Position can be filled in accordance with above action by the council. Yin. Michael made a motion to accept Mr. Cou~tney,s recommendation and that both emPlo, yees be paid atthe firs~ step of the paygrade of their acting p°s~tions. MOtion s~conded by M~. Wallace and carried 4-0. Mr. ~icbmel made a motion to apPoizr~ Harold Hopkins ~ Acting City Manager until such time as a new manager is hired. Motion seconded by Mr. Wallace and ~arried 4-0. Mr. Courtney ~equesSed tha~ if any questions arose as to any action taken bY him during his tenure of office for the City that he be given the opportunity to explain same.
