Gallo made a comparison of retrospec- tive rating and experience modification rating and recommended that the Ci=y consider the retrospective rating on a three year basis on workmen's compensation insurance. Collins to able ~his i~m. ~otion failed by 4-1, Mr. Stm~aers voting in the affirmative. ~otion ins by Mt.Gallo and seconded by Mr. ~ylund that Agent be instructed to go out for bid for a bid on the comprehensive general liability retrospective rating Plan "D" for workmen' s corn- insurance. Albert Wehrell co~=~anded ,the Council for the workdone in the pest year and thought they had made a great contribu- tion to the growth and stability of the City. ge f~rther expressed the hope that the voters would take into considera- tion the excellen~ job the Council has done when voting on Tuesday, Dec~nber 3, 1968. Robert Beyrer, co~nded the City Council fort he job they h ed done and assured the Council and the audience that he would be just as quick to criticize if he felt the Co%~ncil was not doing a good job. vsIN .ss_: PlumbSng Ordinance C~,ntrove. rsy: The MAyor stated that Jack Ridgewaymade a charge before the City Council at its last Workshop Session held on Monday Evening, November 25th, that the Chairman of the Plumbing Board had used his position unethically in gaining knowledge of amendments to the PlUmbingCode, giving him an unfair advantage over other pl=mbers in bidding for work at Leisur~- ville; specifically stating that the new Code allowed the use of PUC pipe and no one else know that this type material could be used. Ostrum, Chairman of the Plumbing Board appeared before the Council and stated that the charge made by Jack Ridgeway was only professional jealousy that insofar as he knew, every- one was aware of the cha~lge being made in the Pl%~zbing Ua~on being questioned, he stated that inso.fa, r as he knew, no ctual notices were given to anyone to participate in the changes but he did feel that everyone was aware of the work lng cast iron at the present time. He further stated that PVC pipe was not necessarily cheaper than cast iron. After all sides of the charge, to him to was being volved be of the change. ~ode The City wOUld be assured the Council that this recommendation before the Council stating that he wished Plumbing Code to be repealed because of the of the Code that were ~n~isely changed. He he had very serious doubts as to whether or not the present changes had been properly studied. ~%e Council recommended that the Pl%unbing Board give ~. Archie and other contractors ample opportunity to be heard on the change of the Ordinance. Motion was made by Mro Gallo and seconded by M~.Collins to re- peal the new amendments to the Plumbing Code. ~4otion failed 3-2, FnCoGallo and Mr. Collins voting for and Mayor Michael, Councilmen Nylund & Summers Voting against. Ordinance 68-27 (2nd Reading) Amending Sec. 13 of the Code ,,,Re: Underground Trash Cans: City Attorney read Ordinance 68-27 by caption only. First Read£ng~ November 18th. Motion mede by Mr. ~ylund and seconded by MX. S~ners that Ordinance 68-27 be passed on second reading. While the motion was before the Council, F~r.Gallo expressed opposition to the Ordinance as did Mr. Collins and Mr.$~mmers. On Roll Call vote, ~he motion failed to carry by 2-3 with Mayor ~ichael and Mr..Nylund voting yay and the Messrs. Gallo,Collins and $urmners voting nay.
