Tereesa Padgett, City Clerk Mayor Michael called the meeting to order at 7:30 P.M. The Invocation was given by Rev. Vernon Perkins and the Flag Salut~ was led by Gezald H. Thompson, Chief of Police. C1VlC Organizations. Recognition of Representatives of ' ~ ' ' Mayor Michael recognized C. Joe Co(~k, President of the Boynton BeaCh J.C.'s, and Cess Ferrar, Robert Bffron and Luigi Mirisola representing the Boynton Beach Chamber of Commerce. Present~!on of the First Retirement Check: Mayor Michael explaine~ the Pension Plan to the Audience and further stated it was a pleasure for the City to present the first pension check to Charlie Waters who had been a loyal and faithful employee for 20 years. Pro~]_~m~tion- Bo~nton Beach Day- September 15~ 1968: Michael Michael asked the City Clerk to read the Proclamation declaring September 15, 1968 as Boynton Beach Day, which she did. The Mayor stated that the Chamber of Commerce has planned a golf and barbeque day %~hich will be an annual affair and suggested to the Citizens that they may enjoy participating in this day. MINUTES: Regular Meeting - August 19~ 1968: Mr. N~luD~ moved that the Minutes of the Regular Meeting of August 19, 1968 be accepted as presented. Motion seconded by Mr. Gallo. Unanimously carried. Special Meeting -,Auqust.30, !968: Mr. Nylund moved the Minutes of the Special Meeting of August 30, 1968 be a=cepted as presented. Motion seconded by Mr, Gallo Unanimously carried. Page No. 1 MINUTES REGULAR CITY COUNCIL MEETING .S. EPTE~BER 9, 1968 AUDIENCE: Col. Albert Wehrell, Boynton Isles, suggested the Officials of Boynton Beach and Ocean Ridge meet in an effort to eliminate their differences. WilliamEdell, in which ther Tax District. complimented the Mayor and Council on the manner at Ocean Ridge, and fur- on his efforts in behalf of the 1-95 Mrs, 153 S. B. 29th Avenue, spoke against the Charges for.th? Beach and asked theMayor and Council to arrive on a decision this evening. She also pre- sented the Mayor with a petition bearing a lengthy list of names of residents who were against the toll charge at the Beach. William Wienstock, stated he purchased a home at 126 S. W. loth Avenue and the Building Inspector refused to issue a building permit on the basis that this property had been con- demned. Walter Madsen, 214 N.B. 14th Avenue, complimented the Mayor, Council and City~anagero~ the good job they are doing. Leendert Lohman, questioned the assessed valuation on his property and further wondered why his passport was not suffi- cient to allow him to be registered to vote. C. Joe Cook, President of Boynton Beach J.C.'s stated that the J.C.'s are planning a Children's ~und Day on November 8, 1968 and requested the use of the property adjacent to the Civic Center. He further stated the J.C.'s will provide a Certifi- cate of Insurance to the City. OLD BUSI~BSS= Request of Comprehensive Community Health Center of Palm ~each County (On the Table)~ Mr. Collins moved that this item be removed from the table. Mr. Gallo seconded. Unanimously carried. Mr. Collins stated that the City had a request for $750.00 and wondered if the City could contribute $200.00 to this worth- while cause. Mrs. Mark White came forward and stated she was on the Board of the Community HealthCenter from its inception and explain- ed the aims and purposes of this organization. Page No.2 REGULAR CITY COUNCIL MEETING SEPTEMBER 9, 1968 Mr. Gallo made the mOtion that the-City of Boynton Beach contribute $250.00 to this worthwhile cause, from the contin- gency fund of the 1968-1969 Budget. Mr.Collins seconded. Unanimously carried. Discuss Fees for Recreational Facilities (On the Table)i Mr. Gallo made the motion that this item be removed frc~ the table. Mr. Collins seuonded. Unanimously carried. Mr. Gallo made the motion that the Council oppose any further consideration of charges for recreational facilitieS, with the ~xception of consideration of programs at +h~ Civic Center Complex. Mr. Summers seconded. Mayor Michael stated there is only one area in the entire City at which the Citizens are asked to pay a n~inal fee and that is Wilson Pool. He further stated he was of the opinion that there should be no charge for anyone in the City. Motion carried unanimousl]f. ?ina1 AcCeptance of Sewaqe Project, Area 15 (On the Table): Mr. Gallo made the motion this item be removed from the table. Mr. Summers seconded. Unanimously carried. The City Manager read a letter from John H. Klinck, District Engineer, of Russell and Axon~ in which he summarized the status of this project, ar~ the items which are still being disputed. Mr. Gallo made the motion that the City pay according to the recommendations of our Consulting Engineers, subject to the aPProval of the City Attorney. Mr. Eylund seconded. Unani- mously carried. .,Presentation of 1968 Tax DOll Fiqures: The City Clerk read the following figures for the 1968 Tax Roll total assessed valuation. Mr. Gallo made the motion that a Special Meeting be ?alled for Thursday, September 12, 1968 with the full cOmpl~.1~nt of council; City Engineer; Fire Chief; City ~anager~ City Attorney; the City's Consulting Engineers and the representa- tives of Caldos Development Corp., for the p~ose of resolv- ing our mutual problems. Mr. Collins seconded. ~otion unanimously carried. AD~ISTRATIVE: Discuss Snack Bar at the Beach: Mayor Michael read a letter received from Mayor Edward Inner of Ocean Ridge, in which he expressed the desire to cooperate with theCity in~the construction of the Snack Bar as soon as the City applied properly to the Board of Adjustment, and assured the F~yor that the City would receive an impartial hearing. Dr. Daniel Seckinger, 655 Castilla Lane came forWard and stated hedisliked the term ,'snack bar" andWOUld prefer having it called a recreation facility. Mr. Collins stated that the City of Boynton ~each is just as interested as Ocean ~ge in presenting a good image, and we would not want anything that would be a detriment to our City. He further stated he had looked into matters thoroughly and had the following suggestions to offer~ A self-service center in the picr~c area consisting of vending machines with trash receptacles nearby, which would be helpful in maintaining a cleaner beach area. Modernize our present rest room facilities. Give our life guards greater authority in s~pervising activities on the beach. Page No.5 MINUTES REGULAR C~'~W COUNCIL MEETING SE~TE~i%ER _9, 1968 Mt.Gallo stated though he considered that Mt.Collins' sugges- tions had m~rit, he would stilt like to make an attempt ~o construct the refreshment facility at the Beach, and appear before the Eoard of Adjustment in Ocean Ridge. ~r.Gallo made the motion that M~. Courtney be instructed to apply to the Board of Adjustment for the snack bar, indicat- ing exactly what the City of Boynton Beach plans to do and what our respons~ility ~ould be. Mr. Summers sec~nded~ Motion unanimously carried. Edwin Jo Conklin, 2707 S. W. 4th Street, stated that desig- nated hours should be established for fishing in subject canal. Fred Lenz, 620 North Rd., stated he lived adjacent to this areaandhe objected to the debris 'left bythe fisherman, and also language used. Steve Jewett, 830 North Road, questioned the adequacy of park- ing iht hat area if fishing were permitted. Henry~e=kel, Harbor Estates, stated he had devel.o?ed Harbor Estates some years back and edvised that at that time the Florida Flood Control decided to fence ~ this area due to the dangers involved. Page No. 6 ~TES REGULAR CITY COUNCIL MEETING SEPTEMBER 9~ 1968 Jack.~al.le, 1.02 Seacrest Ct. considered that there are ~lenty of fish in this area and believes the fence could be opened with police supervision. ~rank Nunemaker COnsiders this area as being disgraceful when fishing is permitted. ~r.Gallo stated he was opposed to reopening this _ar.?~. inasmuch as there is inedequate parking an~ rest room facilities and a problem of litter, He further stated t~e most important ,rea- son would be the extreme dangers involved due to the ur~ler--tow and this would put an unjust burden on the Police Depamtment._ Mr.. Gallo then made the motion that this area redain restrict ed due to the above stated reason. Mr. Collins seconded. Motion carried 4-1, Mr. ~ylund dissenting. George Roberts Request for Sewer Extension= Mr. Courtney stated that Mr. Robert~has requested the exten- sion of sewer lines between So W. 3rdax~ 4thAvenues, west of 3rd Street, and further stated he believes we might have funds available to extend the sewer sewer in this area. Mr. Gallo moved we COnsider this project and submit the necessary cost.~study to-Council for final approval. Mr. Nylund seconded. Motion unanimously carried. Consider Application to solicit - Muscular Dystrophy: City Clerk advised that a request ha d been submitted for house to house solicitation and place cannisters in business establi~ ments for the months of November and December. Mr. Gallo moved this request be grante~.Mr. Summers seconded. Motion unanimouslycarried. Request to Advertise for Bids on~ Tractor, Trash Truck Dmmp Body, and Sewer RoddingMachine: Mr. Gallo made the motion that permission be granted to adver- tise for these items. Mr. Nylund seconded. Nylund suggested reserve annexation. 3. Amendment providing for increase of interest rates from 5~% to 6% to be submitted. 4. ~lr. Gallo questioned annexing west of the City.
