Mayor Michael called the meeting to order at 7=30
Budqet Hearing:
Mayor Michael stated that the City is required by law to hold
this hearing to advise the Citizens of Boynton Beach how t_heir
money is being budgeted for the coming year and asked the City
~m~nager to make a report on the B'~dgeto
Mr. Courtney advised ~hs~ the general fund for the 1968-69
Fiscal Year is: $1,387,670o00 and the Utility Fund is:
$750,400.00.
Mayor Michael asked for anyone in ~e audience who was inter-
ested to come forward. ~r. Robert Bearer asked if this would
leave the mitage at 8.8~ Mayor Michael stated that it would.

Consider Amendment to Zoninq Code:
City Attorney read Ordinance 68-19 in its entirety amending
the zoning code of the City of Boy~lton Beach by setting forth
procedure for granting special exceptions on l~d usage.
Mayor Michael explained that this Ordinance had to be consider-
ed due to a request fr~m Caldos Development to build single
family condominium type homes to be known as Leisureville
and the City did not have.he machinery in its present Ordi-
nance to approve it. The new Ordinance to apply to all par-
cels of 100 acres or more.
The Mayor further stated that approval of the development of
single unit condominium type homes will be subject to approval
of fLnal plans by the Planning & Zoning Board and the City
Council.
The Cit~Attorney e~lained that before final approval is
made by ~he City Council, a comprehensive plan of all sections
m~st be s~itted to the City, so ~hat sewer lines; roads;
fire sub-stations~ rates for garbage, sewer, water, etc. can
be considered.

Mayor ~.~iehael read the following requests for change of Zoning
1. Parcels $1, 2 & 3 from R-IAA to C--1.
2. Parcel %4 from R-1AA to R-3A.
3. Parcel %5 - P~=queSt consideration for
exceptional use.
The Mayor stated that this p%~lic hearing had been advertised
on the ~bove requests, and the City Co~hncil%a%s now ready to
hear testim~%y for or against the change in zoning. ~%e F~yor
f~r~her stated that the request for exceptional use of parcel
No. 5 should be considered and a decision made before the re-
quest for change of parcels No's. 1,2,3 and 4 are considered.
Harold Clarke, 414 S. W. 8th Avenue, stated that he understood
that the City was not equipped to handle the sewer situation.
Robert Beyrer, Executive Council Chairman of Senior Citizens
of Sterling Village, stated he was heartily in favor of this
developme.nt and considered that Boynton Beach would be picking
up a '=gold mine" should they decide to cooperate with
developers.
R. Lo Collier, 14 Venice Drive,wondered how the City planned
to get a sewer line across the E-~ Canal.
Harry Ryan, 2638 N. E. 3rd Ct, q~estioned the size of the 50 ft.
lots inasmuch as the Code state~i~'they mustbe 75 ft.
~4ayor Michael stated b~fore the plans were approved there were
many details to be considered s~.ch as sewer, garbage and
water rates; ~he size of mains to be considered; hydrant charges
arrangements for fire sub-station, easements, S. W. 15th Avenue
Right-of-Way, etc.

problems on 15thAvm--~ue and if ~hey would consider paving this
road°
~ir. King, representative of the Caldos Developers stated they
will build a street and dedicate it to the City, and further
stated the Planning Board has approved the concept of the plan.

City Attorney stated he was of ~e opinion that the City has met
the legal requ!rements' for public- ' notice,' and at this point,
the Council could consider t~%e concept of the

sented by preliminary plat .~£L5338, and subject to final
approval of City Engineer and deve!¢pers, and gr~nt t~he special
exception by the City Council ~or its intended use. Mr. Gallo
seconded. Unanimously carried.
Col. Albert Wehrell, questioned whether he was correct in his
assumption that this acceptance the~a,will no longer go before
the Planning & Zoning Board, and was advised by the Mayor that
this was not so.
Approval of Bills__:
City Clerk presented the following bill and stated it had been
checked by Finance ~nd approved by the City Manager.
