Vice Mayor Vincent J. Gallo called the meeting to order at
~e Invocation was given by GradyW. Courtney, City Manager and
the Flag Salute was led by Councilman Gilbert ~. Collins.

vice Mayor Gallo recognized Mr. Cess Farrar, Executive Secre-
tary of the Chamber of Commerce.
.~i~TUTE S:
Mt. Summers moved that the Minutes of the Regular Meeting of
July 8, 1968, be accepted as presented. Motion seconded by
~4r. Collins, and carried 3-0 due to the absence of Mayor
Michael and Councilman Nylund.
PUBLIC AUDIENCE:
Dwight Roehm voiced an objection to the City's haphazard
method of picking up garbage and trash.
Vice Mayor Gallo stated that he had an opportunity to visit
another City in Florida whereby garbage and trash are picked
up simultaneously, and as soon as all members of the Council
are present, he plans to show film strips of this operation.
He further stated the City is fully aware of our garbage and
trash problems and they are making every effort to resolve
the situation.
Harry La Porte, 725 Ocean Inlet Drive, stated he. had observed
the City's garbage crews at work, and he feels the methods
used are inefficient.

F~. Collins stated that inasmuch as the City is losing money
on the garbage situation, and we are not doing an adequate
job of clearing up the sanitation problem in the City, he
wondered whether the City should not consider going to a pri-
vate contractor, as he felt the Council had a duty and responsi-
bility to the citizens to get the job done properly.
Much discussion followed.
Mr. Gallo suggested all further discussion be held in abeyance
until such time as full Council is in attendance, as he felt
it was a major problem at this time.
RECEIVING OF BiDS - 7:45 ,P.M.
Construction of Sidewa/ks:
City Clerk stated she had received no bids on this item.
Mr. Summers asked what procedure could be followed in order
to get the job done, inasmuch as nine firms had been asked
to submit bids and we had received no response.
City Attorney stated that the City could now negotiate with
other contractors to do this work~ since they had met all
legal requirements.
Mr. Summers made the motion that Mr. Court_ney go out and
negotiate for the repair of sidewalks. Mr. Collins seconded,
motion carried 3-0.
Air Conditioning Unit -Police Station:
k4r. summers moved the receiving of bids be closed and the bids
which have been received be opened. Mr. Collins seconded,
motion carried 3-0.
City Clerk opened and read the following bid:

The Vice Mayor then asked for anyone to come forward who
was against this zoning.

she was against this change in zoning and also, there
were many people in the audience who were of the same
opinion.
~r.Su~ers moved that this change in zoning be denied upon
the rec~=mendation of the Planning & Zoning Board. Mr.
Collins seconded, motion carried 3-0.

Appoint a b.~e.mber to the Inter-Racial Committe~:
City Manager stated that the City Clerk had contacted the
Ministerial Association but we had not received a recom-
mendation from them as yet.
Mr. Summers moved this item be tabled until we receive the
recommendation from the Ministerial Association. Mr.
Collins seconded, motion carried 3-0.
Report on Current Status of 1-95 Access Roadsf
Mr. Gallo stated that in the absence of Mayor Michael, he
would attempt a report on 1-95 and stated that City
~4anager, Grady Courtney, Councilman Summers and Vice
~4ayor Gallo had a meeting on July 10th with members of
~he State Road Department, Representatives DeYoung and
Humphrey, Commissioners Warren and Van Kessel and County
Engineer George Frost.

Officials that there is a possibility of extending High
Ridge Read, South,so it ~ould meet ~i%2] the proposed
North 22nd Avenue extension. This particular grade
separation wo~%id go over 1-95.
The City Officials asked ~hy the State Road Department
couldn't t~ce over 15th Avenue, South and were advised that
this %-;ould be taken under consideration. Representatives
DeYoung and H~%rey requested that this be placed .at
the top of their priority list.
~. Sum~aers added the 1-95 Interchange proposed for South
23rd Avenue, ~ould be an over-pass at this point, thereby
eliminating the railroad crossing, and further stated
that the ap~roa~r~es are completed by 1-95 funds°

Qrdinance 68-16 (2nd Reading) Wolfe Request (On the Table):
This item remained on the table on the recommendation of

Mr. Summers moved that Ordinance 68-17 be tabled inasmuch
as the 10 days required between first and second reading

City Attorney read Resolution 68-H in its entirety. Mr.

Pension Plan
City Ate-orney advised that the Ordinance states the Board
of Trustees shall consist of the existing City Council,
therefore he did not feel it was necessary to prepare

City Manager stated that the 1968-69 Budget should be
ready for the City Council by Friday for preliminary
discussions.
Mr. Summers questioned the Meetings for the Month. Mr.
Gallo stated the next~orkshop Session will be July 29th
and the next Regular City Council ~4eeting on August 5th.
There being no further business, Mr. Summers moved the
