S_pecial Meetin~ - APril 9, 1968: Mayor Michael explained that this meeting was called to con- sider the adoption of Ordinance 68-8 providing for emergency regulations. Mr. Nylund moved the receiving of bids be closed and the bids which have been received be opened, Mr. Gallo seconded. Unanimously carried. Gallo moved Ordinance 68-9 be adopted on second reading. Mr. Collins seconded. Unanimously carried. Ordinance 68-10 (lst ReadingS: City Attorney read Ordinance 68-10 in its entirety amending Trailer Ordinance. Mayor Michael then asked the City Clerk to mention for the record, the correspondence received from the Citizens of Boynton Beach who had written concerning this Ordinance and the following were noted: First Federal Savings & Loan, correspondence signed by S.W. Hopkins,Vice President, requesting ti~e established Ordinance remain as is. Colin McKenna, Realtor, favored keeping the existing Ordi- nance. William H~ Humphrey, 123 $. W. 24th Avenue stated he favored the fold down type camper. Peter Doelger, 127 S. W. 7th Ave. indicated he ~as ~n favor of parking trailers on residential property. City Clerk also advised she had a petition signed by 103 residents of Sterling Village, asking that we retain exist- ing Ordinance. Ras~nd E. ~rtin, 919 So W. 27th ~ay stated he was against parking tr?.ilers on residential property. Forrest I~allsce,. 2830 S. W. 9th Ave. asked if the City Council studied the proposed Ordinance and if so, to please make a decision on it this evening. Ralph Quickv 148 N. E. indicated set-back.as line. 16th Avenue, wondered whether the in the rear or side of the property Mo E. Dittes, 312 S. W. 9th Avenue questioned the City Councd as to whether or not there is public property available to provide parking for trailers. Mr. Collins stated that one of the problems with the trailers is to prevent people from oc~dpyi~ them and ~ondered if the Police Department could enforce this Ordinance. Chief Thompson stated that he realized this would necessitate more time but as to how much time, he was not prepared to say at this time° ~Vir. Gallo stated that he has given this Ordinance consider- able thought, and although he sez~ved on the Trailer Committee he now feels that trailers being permitted to park on resi- dential property will decrease the value of surrounding properties. Mr.Gal!o then made a motion that Ordinance 68-10 not be passed. Mr. Collins seconded. F~yor Michael stated ~nat ~nasmuch as Florida is a recreatic~ al state, he feels that trailers sho,a!d be ~ced on private property. He fur~qer stated that i~ a man works for a living~ buys a piece of property and wants to park a trailer on his o~n property, h~ cannot understand ho~ this could effect the health, welfare and morals of a community. Appointment to Recreation and Parks Board: Mt.Gallo moved the City appoint Mrs. Este!le $chaap to fill the vacancy on the Recreation and Parks Board. Mr. Summers seconded. Unanimously carried. Authorization Recuested to Advertise for Bids: The ~yor explained that it was time to go out for bid on the a~nual insurance program. Mr.S~mers moved the request be granted to go out for bids on the insurance program. Mr. Gallo seconded. Unanimously carried. ApD!ication to Solicit: City Clerk explained that the Palm Beach County Division of United Cerebral Palsy had applied for an application to solicit but the application is not completed at this time.
