This report discloses the number of appointments made during the preceding year from each minority group and the number of non - minority appointments made, expressed both in numerical terms and as a percentage of the total membership of the board, commission, council, or committee. In addition, information must be included in the report detailing the number of physically disabled persons appointed to the boards, commissions, councils, and committees in the previous calendar year. This form can be downloaded from the Division's website at: http://dos.myflorida.com/media/694246/dsde143.pdf We are providing this notice to you in order that you can advise those respective authorities created by general or special act of the legislature that fall within the oversight of your agency. A copy of the report must also be submitted to the Governor, the Speaker of the House of Representatives, and the President of the Senate. R14 - 010 - Delegating authority to a canvassing board consisting of the City Clerk of the City of Boynton Beach and 9 MEETING MINUTES REGULAR CITY COMMISSION BOYNTON BEACH, FLORIDA FEBRUARY 04, 2014 Finally, Dr. Blass appreciates the invocations done by Vice Mayor Woodrow Hay, but asked if an invocation can be done by a Rabbi now and then. Mayor Taylor responded they are invited to come. Ms. lames returned to the podium to comment Boynton Beach is not a swamp. New businesses will not come to the area if they know it is a flood zone. Ms. lames stated she was told by the City the reason it flooded was because Lake Worth Drainage District did not open the locks until the next day. Mayor Taylor reiterated this was a very unusual event. There were crews out all night, pumping water wherever they could. The crews tried to respond to the best of their ability. Commissioner Fitzpatrick commented Lake Worth Drainage District did an excellent job. There is no system designed to handle 22 inches of rainfall in 24 hours. Lake Worth Drainage District did not open the locks earlier because it would have destroyed their system. If they had opened the locks, there would have been a high velocity that would have completely destroyed the canals for miles. If there is more water than they can release, it sits on the land until it stops raining. This is a low lying area. No one else coming forward, Mayor Taylor closed public audience. 5. Commissioner Casello discussed the issue of moving the communications center to Station 5 which has an additional cost for the cabling. Commissioner Casello inquired why the City should absorb the cost. Mr. Livergood explained the extra cable is not a requirement but a choice. The extra cable ensures more power to each station so if one goes down, the other stations would still function. Not including the extra cable in the original contract was an oversight. Commissioner Casello inquired if the City is being subsidized for the consoles. Mr. Livergood responded the furniture is being reimbursed by the county which is approximately $215,000. Approve the minutes from the Regular City Commission meeting held on March 18, 2014 9 MEETING MINUTES REGULAR CITY COMMISSION BOYNTON BEACH, FL APRIL 16, 2014 Mayor Taylor replied he had initially agreed with the concept; however, it met with opposition from the residents. At least 50% of the residents have to agree to annexation. There would be some initial cost to the City. Mr. McGovern requested further information on the topic. Mr. McGovern agreed with Commissioner Merker's support of drug testing, but his reasoning differed. He asked the status on the random testing of employees and contended both testing scenarios should be undertaken by the City. Further, Mr. McGovern argued the change of land use designation for the Old High School to assist with the pending litigation was not appropriate. He did agree with not changing the historic designation of the Old High School. Susan Ross, Development Officer for the Schoolhouse Children's Museum and Learning Center reported on the inaugural Princess and Super Heroes Day being a great success with 400 guests in attendance. Many were new visitors to the facility and the community, a result of new marketing activities. Secondly, the Great Give would take place on May 6 coordinated by the Community Foundation and the United Way. It is a 24 -hour endeavor to ensure as many as possible support local non - profits. She encouraged everyone to support the Museum and other organizations. Gary Shook, 185 27 Place, expressed concern with the water system. He asserted fluoride was a cancer causing agent and inhibits memory and learning. Mr. Shook asked that the fluoride in the water system be investigated and should be discontinued. Ms. Ross reported the Great Give was an incredible success throughout the County raising $2 million. The Children's Schoolhouse Museum raised $2,820 over 24 hours. The amount of bonus dollars had not been determined. Steve Waldman 41 Sausolito Place, alerted the Commission about concerns relating to the Children's Services Council. There have been many staff cuts even though it does a marvelous jobs working with the kids, families and teens. He would be presenting a resolution for the Commission to pass supporting the Council. Herb Suss, 1711 Woodfern Drive, thanked Commissioner Fitzpatrick for his support of veterans. He also appreciated his views on global warming. More education about the need to minimize global warming was critical to the survival of the planet. Steve Anton, 234 SE 2 nd Avenue, commended everyone who participated in the Treasure Coast Planning presentation and the interest that was brought forth for the entire area. No one mentioned tearing down the Old High School and some suggestions were made for a more sustainable approach for its restoration. Commissioner Fitzpatrick seconded the motion. Vote The motion passed unanimously. Mayor Taylor expressed appreciation of Mr. Karageorge's service on the Board. Commissioner Merker suggested postponing the appointment of a replacement to fill the vacancy. There could be several people interested to get the most qualified individual to fill the position. It is one of the most important Boards that runs the City. Vice Mayor Casello indicated he was impressed with the application of Linda Cross who would be a great asset on the Community Redevelopment Agency (CRA) Board. There are some multi - million dollar projects pending and there needs to be an appointment to fill the vacant position with knowledge of the recent developments and trends. Motion Vice Mayor Casello nominated former Commissioner and former Mayor Woodrow Hay. Commissioner McCray seconded the nomination. Commissioner Fitzpatrick suggested Commissioner Merker's motion to delay the appointment to the next meeting should be disposed of first. Commissioner Merker understood Vice Mayor Casello's logic, but argued to have the same people continually appointed to the Boards is not enlightening to the City. He asserted Ms. Cross's qualifications were beyond all of those currently on the Board. There would be no question that she could immediately fill the void with her superior background. Commissioner Merker contended new blood was needed and the possible integration of a female on the Board would bring a new image to the City and CRA with the energy and expertise and true intellect to do the job. He urged postponement to see who else may be interested and perhaps interview those interested. He disagreed with the assumption that a former member would be best. Commissioner McCray noted Ms. Cross's resume was fine, but experience is an even greater asset and important factor and he did not appreciate the assumption that she was better qualified than all other members. Commissioner Merker apologized for the assumption, but reiterated her credentials made her more advanced in the areas of finance and budget. 8 Meeting Minutes Regular City Commission Boynton Beach, FL May 20, 2014 Mayor Taylor agreed with Vice Mayor Casello's remarks. Doug Brueggemann, 713 SE 4 Street, represented the Forest Park neighborhood and asked the Commission to budget for the continued beautification of Seacrest Boulevard. He thanked Sgt. Danysh and Officer Rita Swan for their involvement in the neighborhood. The community also supported saving the Old High School as a beautiful part of the history of Boynton Beach. Mayor Taylor agreed the southern end of Seacrest Boulevard should be beautified to Woolbright Road. Brenda Lee Williams, 337 NE 24 Avenue, addressed the bust of the soldier killed in the Afghan War and pointed out there were other veterans killed during other conflicts that were Boynton Beach citizens also. Strings and percussion would be next with the entire orchestra present on Friday at the City Library for a concert at 9 a.m. It is free to the public. The musicians engaging with the children had been a joy. She also promoted the 4 of July VIP gathering at the Intracoastal Park Clubhouse to watch the festivities. He assumed there would be significant costs with the crossings and an increase in congestion around the downtown corridor with new developments in the same area. Vote The motion passed unanimously. Chair Hay thanked the Commission for approving the Committee and advised there were many good applicants reflecting there is a genuine interest. The City of Boynton Beach is the first municipality to undertake the cause. He recognized the members who were present. Mayor Taylor acknowledged the members who were present and thanked them for their willingness to serve. Dr. Seth Bernstein of the Action Alliance of Mental Health in Palm Beach County reviewed a statement submitted by Gerda Klein. Ms. Klein was the co- founder of the Alliance and current Chair of the initiative. She worked for the last five years to promote mental health education and awareness. The efforts of Woodrow Hay and Mayor Taylor were instrumental in organizing the efforts to establish a Committee to address the issues. There is significant energy around the efforts generated by the new Committee and their dedication. The candidates were interviewed and each felt it would be a privilege to serve, expressed their passion about mental health and the desire to make Boynton Beach a model City for breaking the silence of mental illness and the associated issues. The first meeting would be a mini retreat to share their goals and mission for the Committee. Mayor Taylor noted there was no shame in having a mental health issue. The shame was not doing anything about it. Commissioner Merker would have liked to serve but could not as an elected official. People of all ages with cognitive impairment or Alzheimer's Disease are a frightening experience when a loved one is afflicted. As advisor to the Alliance, Dr. Bernstein surmised the Committee would look at the full spectrum of mental health conditions. 7 MINUTES CITY COMMISSION MEETING BOYNTON BEACH, FLORIDA AUGUST 5, 2014 Vice Mayor Casello said the issues are being addressed by the Inspector General to determine whether any violations occurred. If there are violations, they will be dealt with accordingly. Doug Grueggemann, 713 SE 4 Street, is concerned about the All- Aboard Florida high- speed train. He requested the Commission draft a Resolution opposing this train since it will wreak havoc on traffic. Mayor Taylor explained to Mr. Grueggemann representatives would be present at the September 3 City Commission meeting to offer a presentation on this issue. R14 -064 - Approve agreement between the City of Boynton Beach and the Education Foundation of Palm Beach County to purchase trees and to make improvements to the Galaxy Scrub Carisse LeJeune, Assistant City Manager, reported when Galaxy Elementary School was under construction, the City did a land swap with the County giving them the ball courts that were on Boynton Beach Boulevard and in turn, the City received the Galaxy natural scrub area behind the School. The City received the Urban and Community Forestry grant for $10,000 to restore the scrub to its natural habitat and remove the exotics. The City put $20,000 in CIP to help with that project and the Education Commission of the School Board received a Batchelor grant for $20,000 to plant trees and remove exotics as well. Once the land swap was accomplished, the School Board was unable to use the grant. Representatives from the City spoke with the Education Commission and the Batchelor Foundation and they are allowing the City to use the money that was dedicated to the School District. This is the interiocal agreement between the City and the Education Commission to allow the City to do the work and they will pay the $20,000 from their grant to help offset the cost of that work. Ms. LeJeune further explained the City is working with Ed Capitano, the principal of Galaxy Elementary School, to do a pilot curriculum so that the elementary school children will be able to do hands -on work in the scrub area along with the City's Urban Forester, Glenda Hall. Experts will be brought in to provide lectures teaching the students about the different aspects of their work in the scrub. Eventually, as the maintenance of the scrub becomes ongoing, other elementary schools will be brought into the project. Motion Commissioner McCray moved to approve.
