~yor Michael called the Special Meeting to order at ):30 A.~. to
canvas the ~eturns of the ~enera! Election held December 5~ 1967, and
consider other items.
kZms. Ed~the Hood= C!e=k of the South Precinct and ~ Mildred Hallier~
Clerk or the No~th P~ecinct each gave the returns their respective
precinct.
The City Clerk read the Cinat tabulations showing a 45.75%: vote. Copies
of all three reports are attached hereto and made a part o£ these min-
utes.

Jim Gallo and Mr~ Gilbert Collins be proclaimed cQunc~lmen elect
Worrell moved that the vote be approved as r. eported and that
~or the ensuin~ t~o years. Motion seoonded By Mr. Nylund~ and carried

Mr. Nylund moved that the voting machines he cleared in accordance with
State Election Laws. Motion seconded by Mr. Worrell and carried 4-0.
Approval of Bi~ts
1. Halpin, inc. $27,992.02
~. Worrelt moved that payment to Halpin in the amount o~ $27,992.02 he
approved as a percentage on the contract with exception being taken as
to the depth o~ some of the cuts. Motion seconded by Mr. Nylund and
carried 4-0.
2. Chamber of Commerce
$604.03
Mr. Nylund moved that payment he approved. Motion seconded By Mr.
Worrell and carried 4-0.
Refund Request
A letter ~rom~s. Bemtha Chadwell requesting a refund of $131.32 which
she paid under Special Assessment Lien ~67-3. She sul~nitted her can-
celled check which she paid to a private individual to demolish the
buildin~ on Lot 9, Block t, Happy Home Heights. The demolition contract(

had been contacted and could not verify or deny if hi~ firm demolished
subject building since the man employed by h~m at that time was no
longer in the employ of Waho~ Inc. Mr. Carnahan~ who supervised the
work done under the demolition program when Mrs. Chadwell's bill was
rendered was no longer with the City. The lisitings under Resolution
65-DD indicated very poor handling and the Council has previously
abated a portion of one of the demolitions under Resolution 67-E.
Mr~ Nylund moved that we refund $131.32 to t~s. Bertha Chadweil.
Motion seconded by I~. Worre!t and carried 4-0.
Consider request of American Legion Post ~288~
The Leroy Parl~em Post ~288 requested approval to use the Wilson Pool
area to ~old a esmnival as a benefit for the Post. After lengthy dis-
cussion k.~. Nylund moved that no permission be granted to anyone to
use the blacktop area in the vicinity of Wilson Pool and that /n the
future any carnival or circus group setting up within our City limits
be requi~ed to:
1. Post a cash bond of $1~000.00.
2. Secure a letter from the owner of the .property
on which they locate granting pel~nisslon.
$. Get perm/ssion of p~Operty owners within 500
feet o~ Pe~uested location.
4. Show proof of County license.
5. Present certificate of insurance to be approved
by City Attorney.
&. Obtain City license.
7. Obey our sign ordinance.
Motion seconded by ~. Worrell and carried 4-0.
Council agreed to meet Tuesday, December 12 at 7:30 P.M. to discuss
the Pension Plan.
