OLD B~S I~SS Schedule meeti~ with Build/hq Board to revi. ew A/m..C. onditionin~, Cqde City Clerk advised that October 26th has been suggested for this meet- ing. The Counclt agreed to have the meeting October 26th at 7:50 with the Building Board. T.~a.ff ie Signal Mm. Summers advised tha~ he received further figures from the account- ing office and he feels that the low bid ~or the lights is a bad bid. He advised that he ~equested it be put on the Agenda for this meeting and only two members of the council signed the request and that that is why it is not on the agenda tonight for discussion. PUBLIC BUD~NCE Col. Weh~e!l came forward to discuss the Boynton Beach Blood Bank be/ng very low and that blood was needed very badly for Boynton Beach. He advised that the Bloodmobile will be at Paul Johnson's Restaurant on October 26th and would appreciate everyone who can donate to please do so. ~i~. Robert Beyrer of Stemling Village came forward and discussed the garbage~ sewer and water situation sT Sterling Village. He said he was just giving a pe=sona! opinion in the matter and that he was not there to speak for all the residents of Sterling Village. He discussed the possibility of the City reconsidering their decision on the rates before it is too late. MINUTES REGULAR CIT~; COU~CIL ~ETING OCTOBER t6~ 1967 Mr. Har~y LeForte of 725 Ocean Inlet Drive came forward and advised that the garbage rates that had been granted~ Sterling Village were granted by a former City Manager and not by proper Re~olution by the City Council. Both sides should be eonside~ced in thi~ argument. Collins advised that the condominb~$ in Delray are paying $2.00. Mrs. Ray Flook came forward and praised the City for the way they handled the garbage and trash pickup and sugD'ested they continue to do so and she felt that the $1.25 per residence was fair. She ~urther suggested that this fee be added on the tax bi]] and in that way it would be deductible on Income tax. 1,~. Summers asked ~. Beyrer if he has seen any letter regarding the revamping of ~.~e islands at the entrances to Sterling Village. He said he ~elieved t~ cost figure from the State Road Department was approxi- mately $5,000. The builder is at fault and wa should get all this done before they are through. Mayor ~iichael advised that he had seen the plans on this and it is on file in the City ~Janager's Office. He advised tb~t the City has written several letters to i,~r. Rappaport regarding this matter. Catherine ~3~l~,~ 435 S.W. 6th Avenue came forward and spoke in favor of keeping the Count-down traffic light on U.S. 1 at S~E. 15 Ave. ~EW BUSINESS Consider reque_s~or resolution re: Golden Palm Lakes .Trailer Park. No official information received today so no action taken. LEGAL O~dinance 67-t4 (2nd ~adin~) - Supplemental Budget. The City Attorney read Ordinance 67-14 on second and final reading. ~i~. Summers moved that OrdiD~nce 67-14 be accepted on second reading. Seconded ~y ~r. Worrell. ~nanimous!y carried. Ordinance 67-15 (let Readings) - Amending Sec. 51-12(C)(5) of theCode ~e height ~f hedges, etc. The City Attorney read Ordinance 67-15 on first reading. Mr. Summers moved that Ordinance 67-15 amending Section 31-12 (0)(5) of the Code re height of hed~es~ etc. be passed on first reading. Seconded by Mr. Nylund. Motion passed on 4 to 1 vote. ~. The City Attorney read O~dinance 67-18 on first reading. M~. Worretl moved that Ordinance 67-18 be approved on first reading. Seconded by P~r. Sum~ners. Discussion was held. PLr. Summers withdrew his second t~ the above motion. ~. Worre!l with- drew his motion~ The City Attorney re-read Ordinance 67-18 to include the following: "The Board o£ Plumbing Commissioners shall be composed of five (5) members of which' one shall be a master plumber~ the second member to be a Journeyman~ the third ~mmber shall be the building official and the fourth and fifth m~mbers shall be laymen." M~. Worrell moved that Ordinance 67-18 be approved as re-read with the revisions. Seconded by Mr. Summers. UD~nimously carried. ADMINISTRATIVE Correspondence - Retirement Plans, Inc. re Pension Plan. The City Clerk read a letter from ~¢~. John Gable, Vice P~esident of Retirements Plans, Inc. Discussion heldo Mayor Michael requested the City Manager to w~ite Mr. Gable suggesting an October 31st discussion with the Council. Discuss policV of chargin~ charitable orqanizations deposits,..etc. Discussion held. b~. Worrel! moved that churches and pe~nanent charit- able establishments that need water and sewer go without charge on deposits. ~. Worrell withdrew his motion. Discussion held. Mr. Worrell moved that this matter be tabled. Seconded by }~n~o Collins. Motion passed on 4 to I vote. IMayor Michael voting against the motion. -3- MINVGTES REGULAR CITY CC~NCIL ~ETING OCTOBER 16~ 1967 Receipt of resiqnation of: 1. Plumbinq Inspector - Mr. W~]]iam McKechnie 2. Electrical Inspector - Mr. Leon Grummons City Clerk read resignation of the Pl~,Ding Inspector to become effective October 13~ 1967. City Clerk read iresignation of Electrical Inspector to become effective the same date. Discussion held. Mr. Sun%mers moved that we accept these two resignations with regret. Seconded by Mr. Collins. Unanimously carried. Mayor Michael requested the City Manager to v~ite a letter to each of these gentlemen to com3~end them for the fine service they have given the City - one for 12 years and the other for 9 years. %ist of Payments made in Septeml~r, 1967. Approval of Bills The City Clerk submitted the bill from the Boynton Beach Chamber of Commerce in the amount of $769.97 covering expenditures for September for approval for payment. M~.
