The invocation was given by Jim ~¢arnake, Lay Reader, St. Joseph's
Episcopal Church, s~ud the ~ag salute was led by Couuc~l~an G~lbert H.

February 6, 1967, seconded by ~r. ~Lichael and it was unanimously carried.

February 13, 1967, seconded by ~. Summers and it was unanimously carried.

Mr. Edwin C. ~itson, 233 S.~. 7th Avenue, ca~e forward stating he ~nted
to bring to the attention of council the fact that one of the firms in town
by the name of Tropigas Comoa~j had raised the price of their product for
the past two months without-any notification, and he felt there should be
some control over a matter such as this. He felt it is going to drive
people a~ay from the City of Boynton Beach.
~ Fruda stated since this ~s a private business the city had no control
over them at alt and said the Utility and Railroad Commission may have
something to do v~th it but he doubted it. 2&~yor McCoy suggested he write
a letter to the Utility and Ra~--lroad CommisSion regarding this matter,
and that he ~m~ld be interested to find out what they had to say.
~ir. C. U. Penny, 3250 E. Palm Drive, came forward stating he was speaking
about it in regard to the Boynton Beach Boat Club. He said they r~ised
the rates from $9.00 to $1~.00 for the first t~nk, if one does not use
over one tank a year. Then they ~ba¢~ it SLO0 for each additional tank.
He said he had talced with a format employee of this gas c~nps~uy and he
said the only way the city could do anything about it was in their franchise.

Reverend Robert ~v, St. John's Methodist C~hurch, came fox, rd stating he
w~s appealing again for a park on North Seacrest Boulevard in the
3200 block. He said the previous council had promised that something
~old be done about this m~tter, but to the present time nothing h~s been
done except t~t the grass was mowed in that area. He stated the children
are not ~llowed to play over at t
he school dur~ug the Steer mo~th$,
and something really needs to be done regarding this n~tter.

Mr. Carnahan explained that a copy of the tabulation was attached to the
agenda. It shows in block form the low bids submitted. It was, therefore,
recommended t~t these figures be used for the purchase of the advertised
m~terials. He recommended also t~t a copy of the tabulation sheet he
m~de a p~t of the minutes.
F~r. Michael moved that the American Cast Iron and Pipe Company be awarded
the annual contract. ~. S~m~ers seconded and it was uua~mously cs~ried.

supply of S~ 30 wet. oil in i qt. cans at the unit price of 0.77~ per gallon

Mr. Cs~rnahan em~lained that three companies submitted bids for the
furn~h~g of tires to the city. Don'$ Firestone has submitted the lowes%
unit cost to the city. He therefore recommended that this company be
a%~rded the annual contrac% to furnish tires to the city.

requirements for batteries. He recommmnded t~t this contract be awarded
to the Boynton Auto Supply Company who supplied the l~ bid, This comps~uy
has been suppl~jdng batteries to the city for the past several years
they have given them excellent service ~-u the past and he felt sure that
they will continue to do so Lu the future o

of this work. He said he had been in contact with the ~'nepresentatmves' of
the Four Sea Sur~ Co an~
mp y~ Mr. Roger Zona and ~. Richard Lo~. He related
they informed ~ at a meeting Februaz~y 17 that they have been able to
out mortgage cormmitments for the construction of a restaurant s,ud motel
and one six-story apartment unit. They anticipate construction to start
on this project wit;~ the next sixty days.
He said the city has allways B~ad a good vorking relationship ~lth these
people and they have in the past fulfilled all their verbal commitments.
Mr o Lo~ and i~Lr~ Zona informed him that they ~ould have architectural
drav~ugs and sketches available for the meetir~ of February ~0.
I~[r. Carnahan recommended that if a suitable corm~itment could be secured
from the Four Sea Suns De~eloom~nt Company, the city make the formal award
to Tropic Builders for the installation of these sewer facilities.
If such a commitment is not secured, t
hen ne said he would have to recommend
that this contract be v~thdra%m and the certified check of Tropic Builders

a bond with the city. }~. Lowe stated if this is a normal procedure,

· ~. Carnahan explained upon close ex~m~tnatior~ of the city hall building,
it has been deemed necessary that certain repairs ~Lll be re quired on the
over-hang of the building~ He ~said he has ~,~scussed this problem with
~ir. Dirck Grootenboer and he has come up with several good recommendations
He said it was their opipion that the over-hangs can be removed completely
fro~ the building and it would not affect the building structur~flly or
detract from its general appearance. These ever-hangs could be replaced
~,~l~h a much simpler and nearer belt design and it would be at considerably
less cost than trying to refurbish the existing over-hangs~ If Council is
anticip~tiog any expenditures from the unappropriated surplus funds~
he voold suggest they give this project top prmority.' ~
He recommended they call upon several building contractors to give them
s=u estimate as to the cost of these repairs, He said he did not believe
detailed plans or specifications wonld be necessary for this alteration
work.
Mr. l-[ich~el moved that ~ir. Carnahan at his discretion and possibly ~th
an architect, decide ~g~at has to be done and if necessary the issuance of
specifications for repairs to City Hall, however it is best to do this.

i¥ir. Carnah~u explained at the present t~,me the 955 Trsxcavator used at the
city dump for the disposal of refuse is con!0~letely inoperative.
They have had an estJi~ate on the reoairs for this piece of equipment
emounting to approy~_~tely ~,800. He said this ~.~,s a vital piece of
equipment and nr~st be repaired or replaced,
He further stated they ,have received several estimates from the various
tractor companies for the replacing of this tractor, At the present time
they are running in the neighborhood of ~17~O00 to ~23,000, He stated he
would recommend that this item be placed on the top priority list if the
city contemplates makiug any expenditures for any typ_e of equipment
replacement. -

recon~nendation on this matter. He stated there vms a $3~000 d~ffeme~ce

}zir. Richardson stated he had made recommendations and ~-~ote specifications
wit~, the Purchasing Agent and v~th representatives of an equipment
supplier~ and they have asked for a straight-blade type bulldozer
equivalent to a catapillar D-g or a 4-cylinder Diesel boflldozer.
He stated they cooZd use either piece of equipment,& crawler type tractor
with a bucket on it v~nish would be ~lO,O00 more than a straight-blade
bulldozer. He stated for their needs, a straight-blade bulldozer is ail
that is necessary.

assessing of new construction within the city. These people have performed
this service for the city for the past several years. They assume the
responsibility of the proper assessments and the entry onto the city's

this contract as soon as possible.

t~. Carnahan explained this is the ann~l contract for the preparation of
the city's yearly audit as prescribed by our charter, l~[r, H~wkins has been
performing this se~¢ice for the past several years and has done a very
excellent job, He recomended that council execute this contract as soon
as possible.

These certificates have been examiued by the finance department and foumd
to be in order. He recommended t~bat they accept these cremation certificates
as presented.
