Mayor McCoy celled the special meeting to order at 7:00 P.M.
ANENDING THE CO!~O~S~I_ON__OF THE FOLLO~Ff~G. BOARDS_:
Mayor McCoy read Section 4A-2 and 4A-3 of the Code of Ordinances
outlining the composition of the Board of Barber Examiners.
Mr. Summers moved to amend. Section 4A-2 of the Code to increase the
membership of the board to four (~) members, two (2) of whom shall be
journeyman barbers and two (2) of whom shall be barbers employing one
or more journeyman barbers. Motion seconded by ~r. Michael and
carried
The councitdiscussed the other codes and requested that the building
trades boards be asked to review allour codes and bring back
recommendations to the council for further consideration.
M~. Michael moved that Section 22-3 of the code be amended to delete
the requirement of a city councilman to se~¢e as a member of the Board
of Plum~ing Commissioners and decrease the membership of said board
to four (4) Lustead of five (5). Motion seconded by Mr. Nylund and
carried 5-0.
DISCUS~S. HIRING ~d~ ELECTRICAL F~INTENANCE MAN
It was determined by the council that there was need to hire an
employee to maintain all the e
~ectr~cal equipment throughout the city.
A motion was made by Mr. Michael to create the job of electrical and
mechs~nical maintenance maa and to draw up the necessar~ job description
covering same. Motion seconded by Mr. Sun~ers and carried 5-0.
TRANS~ OF FUNDS
WILSON PARK CONCESSION STAND
Mr. Michael moved that we transfer ~523.26 from the contingency
fund, activity 5800, to cover the cost of material to complete the
concession stand being built at I~ilson Park. (Activity ~220 -
Act. 518) Motion seconded by Mr. Summers and carried 5-0.

Mr. Carnahau advised the council that the Cemetery Improvements
Fund account was short $92.78 of the amount approved at the last
meeting to p~y the final amount due on this project. Mr. Summers
moved that the Cemetery Board be requested to approve transfer of
this ~mount to clear Mr. Hughson's final b~11. Motion seconded by
Mr. Nylund and carried 5-0.
JR. ~JO~N'S CLUB & SOAP BOX DERBY
The mayor brought to'~attention of council the minute action at
the budget hearing he~~ Sepbember 12, 1966 at which time $1500.OO
w~s promised to the Jr. ~omen's Club and $1,000.00 to Soap Box
Derby project. Mr. Michael moved that in activity 7000 of the
1966-67 budget that:
Item 3 be reduced to $1~00.00
18 be increased to $1,000.00
21 be increased to $1,500.00
and also that $1~000.00 be transferred from the unappropriated
surplus in the conm~nity promotion fuud. Motion seconded by
Mr. S~mmmers and carried '5-0.
M~.INTENANCE Ai~ REPAIR OF BALL FIELD LIGHTS
Mr. Carnshan advised that since placing this item on the agenda,
he had found there were sufficient funds available in the Recreation
Depart~nt budget to take care of this item. He stated that present
plans do not include doing the improvements as budgeted for Pence P~rk,
Account 4100-518. He also advised that a 15 ~ transformer was needed
to get ~ilson Park ball field back in operation.
DISCUSS CONNECTING CITY HALL TO S~R LINE
The Acting City Manager stated that he had obtained proposals for this
project and they were all over $500.00. ~Lr. ~lich~el moved that we go
out for bid to connect the City Hall s~d Girl Scout Building to the
sewer. Motion seconded by M~. Surmmers and carried 5-0.
CHM~TER A~E~$~NT TO LIM~__T TER~S OF CITY~C~JNCILMEN
Motion was made by Mr. ¥~iehaet to instruct the City Attorney to
proceed with the necessary legal work to amend the C~rter to limit
the term of City Councilmen to two (2) consecutive terms.
Motion seconded by ~ir. Collins and carried 5-0.

OTHER
The City Attorney was requested to review Chapter 30, Trailer Ordinance,
and bring recommendations back to Council regarding campers, etc.
Mr. SumMers suggested to the Council that they consider dividing the
City into four (4) districts and a counC?tman be elected from each,
and a mayor be elected at large. This thought was left with Council
for study.
Nr. Summers moved that the council fore a Safety Council and prepare
Ordiuance establishing same. Membership to include the fire marshall,
one man from the Police Department above the ramJ{ of patro~w~n, one
layman s~d the Health Officer and to be affiliated with the County~
State and Federal Safety Council. The motion died for a lack of a
second.
The City clerk read a letter from the local Sorosis Club announcing
a Defensive Driv. ing Course, and requested the use of the Council
Chs~bers, February 2~ 9, 16 and 23 for subject project.
Mrs. Dorothy Vaughn, President of the Sorosis Club spoke in behalf
of this program. Mr. Michael moved that the request be granted and
that all city employees who drive city vehicles be urged to attend.
Motion seconded by ~Lr. Nylund and carried 5-0.
Mr. Michael reported on his recent visit to the City Garage and
pointed out that the radio in Car No. 28 was being used for an ashtray.
The City Manager ~s instructed to see that this type of treatment
of city property be stopped.
