Vernon Perkins, First B~tist Church, and the flag salute was led by Gene Moore, City Attorney.~ Mayor Madsen recognized the following distinguished guests: Dr. N. M. P~eems, Sr., ~Lr. John Archie, past n~yor, Mr. Paul Mercer, past mayor, Mr. Cecil S. Farrar, Chamber of Commerce Manager, Mr. A. L. Summers, past mayor, M~r. James Mahoney, past mayor and I~r. Charles Senior, retired fire chief. Messrs. Michael V. ~ichael and Leonard A. Nylund, two newly elected candidates were also recognized by M~yor Madsen. Mayor Madsen gave special recognition to Dr. N. M. Weems, Sr., for his many years of outstanding contributions to the City of Boynton Beach. MINUTES ~Lr. Banks moved for approval of minutes of December 19, 1966, seconded by ~r. McCoy and it was unanimously carried. OLD BUSINESS Ordinance No. 66-29, 2nd reading, repealing Ordinance 66-15 re c_o.nditional use of Fleck p~0Perty. ~. Moore read the second reading of Ordinance 66-29 repealing Ordinance 66-15. The first reading was on December 19, 1966. ~. Banks moved it be passed for second reading, seconded by M~. Boosand it was unanimously carried. Ordinance No. 67-1, first reading, declaration of intent to annex Ba__no__~s & Pandilly Dar~cel. Mr. Moore read the first reading of Ordinance 67-1 dated January 3, 1967. Mr~ Banks moved to accept Ordinance 67-1, seconded by~. McCoy and it ~s unanimously carried. Reconsider car altow~uc~ ~djustment_for olumbin~ and electrical inspectors. Mzr. Boos moved that this request be tabled until a future date, seconded by ~. Banks and it was unanimously carried. Receipt of Resolution adopted by Village of Golf requesting 1-95 .~nter__c_hm~.eparation at S.~. 23rd ~venue. ~r. Banks requested Mr. Moore to expladn the iutent of this resolution because of the previous action of this council. Mr. Moore stated, in discussing this matter with the officials of the Village of Golf, they w~re vitally interested in the fact t~t there be an opening through SR-9 at S.W. 23rd Avenue to allow normal flow of traffic whether there be an interchange or a grade separation. They requested a copy of our resolution and they forna~ated a resolution which was their intent to add support to the resolution previously adopted by this council requesting through the State Road Department and County Commission, some sort of access at this partictttar Luterchangs or intersection, whether it be an interchange or a greeds separation. It was the sole intent of the adoption of this resolution to add whatever strength it ~ght as an affected m~uuicipality to the adoption of resolution which previously had been adopted by this council, and forward it on to the appropriate officials~. He ibrther stated it was the Lutent of this council simply to accept the resolution or acknowledge receipt of it, and forward it on with or ~ithout statements or recon~endations by this council. Mr. Banks moved council acknowledge receipt of this resolution and notify the proper officials of the Village of Golf that we have received it, and have for~arded it on and'have put it on file with the State Road Department and County Commission. Mr. Collins seconded and it was unanimously carried. Re___ceiot o~f Cremation Certificates from Chase Ma~nhatt~ ~an Bank. Ten cremation certificates evidencirg the destruction of cancelled bonds and coupons were received from Chase M~nhattan Bank~ Said certificates have been checked by the Finsnce Department and City Manager recommended that subject certificates be approved and made part of the ndnutes of this meeting. Mr. Boos moved for acceptance of the above recon~endation, seconded by ~[r. Banks and it was unanimously carried. Boos moved for acceptance of the above recommendation, seconded by Mr. Banks and it was unanimously carried. Resolution No. 67-A commemorating the memory of A. C. (Boots) Carver, ..for~_er oolice chief. Mr. Moore read Resolution No. 67-A. Mr. Boos moved for adoption of Resolution No. 67-A, ~r. Banks seconded and it was unanimously carried. Parcel 2: E. 3&O' of Lots 20 thru 26 lying hTest of E. Boundry Line, Sec. 16-~5-~3 Sam Brown~ Jr., Subdivision, as recorded in Plat Book l, Page 81, Palm Beach County records. Request: R-1 to C-1 Location: 18el N. Federal Highway ~r: Charles D. Clapper ~. Johu M. Callaway, attorney for ~. Clapper, came forward to speak in behalf of his Client on the second matter in question. He said t ~his was for the purpose of extending~r. Clapper's tra~lerpark operation to a parcel of land existing on the other side of N.E. 4th Street, approximately3~O' East and ~est, and a considerable distance North and South. M~. Moore stated this would require zoning to C-1 from the existing zoning to allow operation of the trailer park and that this was the ~atter objected to by the property owners in the vicinity to the planning and zoning board~ and which he stated he assumed was the basis for theLr unfavorable recommende~tion. ~. Moore asked those who v~shed to speak in opposition to the request to come forward. Mr. Dirck H. Grootenboer, 2lOg N.E. &th Court, came forward stating that on December 8, 1966 a petition had been submitted to the planning and zoning board regarding this m~tter. He further stated the planning and zoning board turned down this request unanimouslyat that time. Moore asked ~r. Grootenboer if he wished that petition to be re-subn~tted, and Mr. Grootenboer replied that he did. Mro Callav~y stated in the last 6 years Mr. Clapper has been operating the trailer ~rk, he has made improvements in excess of $65~000 in paving, sewage and lights. He further stated there is no Homestead Exemption on emy of the trailers. He said that contentions of the zonLug board that other land is available is somewhat facetious in that in the same breath they said that the way the zoning ordinance is ~ritten that expansion for trailer parks should not be permitte~ in eny location. Then tonight the council approved the anne.~tion of a piece of property that would permit a trailer park in it. He f~rther stated in view of Mr. Clapper's record of operation, ~orovements made, etc., he is no threat to the health or safety of the people in that vicinity. Mr. Banks stated under the conditions here, it would be wise to send it back to the Planning and Zoning Board in the light of the facts brought out tonight. Mr. Banks mo~ed that this be carried out, seconded by M~o McCoy and it was unanimously carried. ~. Moore suggested ~. After considerable discussion among the members of the council, Mr. Michael moved the permit be granted and the fee waived, seconded by ~[r. Nylund, and a roll call vote was taken.
