Henry Jarvis, Southside Baptist Church and the flag salute was led by ~ir. F. T. Karl. Recognition was given to members of th~ Pl,,~bing Bosrd. F~r. Kirkeby was the only member present. Mayor Madmen read a Proclamation naming October 16 tkrough 22nd National ~asiness and Professional Women's Week. _Mrs. Jean Cottri!l, 1st Vice President, received the Proclsmaation on behalf of this organization. Mayor l~dsen called Officer Cs~I Dixon forward and commended him on his work of getting rid of abandoned and junk cars. Since the 2nd day of August, 384 cs~s have been removed and since March l, 1965, 740 cars have been removed from the City of Boynton Beach through the efforts of the Police Depart~r_t. Mr. Dixon thanked Chief Thompson, Mr. Eain and Judge Durkin for their co~nerati~] in this undertaking. Mayor ~dsen recognized pasgmayor, Mr. James Fm, honey, who was in the audience. Ocean Ave Mr. Kain r~ported that from the traffic survey conducted from October 10th through the 14th that there can be no positive conclusion. There is a lot of activity in that area and ~3 spaces are available, Mr. Banks stated that there is a new type o£ parking that ~s been put in effect in some toques and cities. The term used is bumper to bumper. There ~e two cars in one line and in front and behind these two cars there is sm area of 6' to 8' which w~ll b~ crossed out. This w~11 cause very little maneuvering to pull in and out. He said he would like to see the traffic department take one side and mark it off ~ud give it a thi;,ty day trial. It is just as safe as other types of parking and F~ybe a little safer. Mr. Banks moved to request Mr. Kain and the traffic department to desig- nate the north side of Ocean Avenue between 2th Street and Federal Highway as b~uper to bumper parkir~ zone and mark off blocks accordingly. December 6th - Election Day. Last date to file petition is November ist at 5 P.M. It was noted that there will be a Primary EleCtion only if there are seven or more candidates who ~ve filed. -2- Letter of res~nation f_rom Lee Min.er, Recreation & Parks Board ~fl~. Banks moved ko accept the letter of resignation of Mr. Miner and Mr, Kain ~s requested to answer and thank him for his services. Moore read Ordinance 66-23 which shows interfund transfers for the fiscal year 1965-1966. Mr. Collins stated that he .had not h~d time to study this ordinance sLuce it was only handed to him this morning. He stated it is a report of about ten pages with approw~ately 50 items where money is being transferred from one department to another. He felt this should not be voted on especia3_ly since Mr. Alcock states that he is not satisfied vM_th ~o.e ~y our budget reads and gives the city thLrty days to get the books in order. Mr. Collins moved to table this matter until the city gets an answer from ~L~. Alcock. Mr. Collins noted that Mr. Alcock originally wrote to the Council as a body and feels it has not been handled as a Council m~tter, He stated that he smd several members were not notified of a meeting when this m~tter v~s ~,-cussed. Mr, Banks stated that he felt this was a matter for ~[r. Eain to handle and he was leaving it there as such. ~[r. McCoy noted that there has been no changes from one fund to another ~und in this ordin~nce. Mr. Boos asked l~ir. Kain to ex~lain the meaning and function of this ordinance. Mr. Boos seconded l~r. Also, the petitioner requested that the petition be %cithdrawn. There was no one-in the audience to speak for or against this request. ~. McCoy stated that this has to be done every year just as a matter of balancing each fund within itself and to be ehle to anticipate your budget for~ the balance of the year. ~I~r. McCoy moved for the adoption of Ord~nce 66-23. N~. Banks seconded. Mr. Kain explained that this h~s been handled Lu the past this way. This is ~ balance within the funds of all activities that are over ex- pended or under expended. It is difficult to know these expenses until late in the budget J~ar. This is an emergency ordinance because it has to be adopted before the end of the fiscal year. This ordinance emends the ~adget then the auditor can prepare his final report for the end of the year. The balancLug is witkin the funds, there is no trans- fer between funds. Mr. Kain stated that he intends to initiate an allotment schedule on the budget which will help to eliminate the number of transfers and snable those ir~olved to revie~ on a two month period alt departmental budgets and make adjustments at that time during the next fiscal y~ar. In this way adjustmente can be corrected when they occur. The need is to l~ow what our un~uticioated surplus is at the end of the year. Mr. Kain stated that Mrsj~ailace worked up these figures before ~. Alcock wrote the city and this ordinance has no connection ~th that matter at all. The vote was & - For the motion and 1 - Against. Mr. Collins cast the dis sent 5~g vote. _ADM~ISTP~T IVE Consider request from Intercounty Construction Corp. for thirty day extension__on sewe~ ~r project. F~. Kaiu exp!aiued that Intercounty Construction Corp. asked for an extension for construction time on the repair on the Rolling Green Ridge sewer system from 90 days to 120 days making the completion date October 22. MINUTES REGULAR CITY CC~CIL ~ET~JG OCTOBE~ t% 1966 Mr. Ka~u noted bhat the const~ction is completed and accepted with the exception that bhe inspection has not been completed due to the fact that they cam~ot get the camera back. Mr. Banks moved that the request be granted. Mr. McCoy seconded. Mr. Boos asked if this will be increasing our time on the monthly basis for inspection by Russe~l & Axon. Mr. Kain answered that it will not. Motion. was unanimously carried. Consider. request from F. E. Christensen re: location of Cvplor~_ Mr. Kain read a letter from Mr. Christensen requesting a variance in the fire code so that he could move this building to a site in Boynton Beach. ~tr. Eain stated that he told Mr. Christensen that the city would not make any variation in its fire code. If the city did so, it could not reject s~m~lar requests mud it could affect the city's fire pre- ~r. Christensen came forward and stated that the building is fire proof on the inside and could be made fire proof on the outside. He re- quested putting ~wo layers of fireproof stucco on the building. Mr. Nyquist~ the fire marshall, stated that this still would not bring it up to ths standard necessary. ~Lr. Eain recommended that Mr. Christensen's request for variance be rejected. ~. McCoy moved to accept the city manager's recommendation. Mr. Banks seconded. Mr. Boos asked if this building could be put inside a concrete block structure. Chief %~ight stated this is permissible. Mr. Boos said if there is any way to do this without jeopardizing public interest and violating the code, he would like to see 100% cooperation. Mr. Bauk~ noted that this Cyclorama was painted by a local man and hoped something could be worked out to comply with the code. Motion was unanimously carried. Application for permit to solicit - League of Women Voters of South Pa~Beach Coo_uty ~. Kain stated the women wanted to make a study and inform the public on a non-partisan basis concerning political matters. Bart!e~v $308.A2 ~ir.Ka~ explained that this is for expenses and travel .for conducting the semir~r on policies concerning the Planning & Zoning Board and Board of Adjustment. This,is budgeted in Activity 3300-514. Mr. Boos moved that this bill be paid. He congratulated those members that attended this seminar. Mr, McCoy seconded and it was unanimously carried, l~ussell & Axon $500.00~ P~o Kain ezqplained that this is the final bill for inspection for the sanitary se~Br system. Monies are budgeted as part of the total con- struction progra~ when work v~s contracted. Mr. Boos moved tha~ the bill be paid. Mr. Banks seconded. Mr, Boos asked how the city came out money-wise on this contract for which $32~000 ~s available. Mr. Kain stated that the basic contract with Intercounty Construction Corp, has been under the contract price, but the inspection with Penetryn Co. has an overage. Mr. Kaiu explained that this fund from a renewal replacement fund and not .Dart of the regular budget activity. Council adopted a resolution authorizing this transfer of funds, ~[r, Kainassured Council that these funds are not from the bond issue nor part of the regular budget activity. Kain read a letter from the League of Women Voters of South Palm Beach County asking that the week of October 24 through 29 be named '~oter Educational i~eek,~ to further educate the people on voting procedures. ~, ~4adsen asked ~r. Kain to acknowledge this letter and alse a letter from the Jr. I~oman's Club asking them to attend the November 7th meeting to discuss naming &u official i~zower and tree for the city. Ord%n~ance 66-2& r, ,CST~_~ Mr. ~oore read Ordiu~nce 66-24. After the reading~ it w~s explained that this is basically a community service system whereby a company co~es in and provides through a m~ster antenna a service to homesites~ so that merely by plugging T.V. 's into a wall plug A-1 service is provided thereby el~E~nating individual antennas. ~[ro Banks stated that this ordinance has been adopted in many areas $~nd if Boynton Beach is ever approached by a company, then the city w~ have the ordinance° McCoy moved for tbs passage of Ordinance 66-24 from first to second readirg. Mr. Bar~s seconded and it was unar~imously carried. Moore pointe~ out that this is strictly ~ vbl~ary service. ~Lr. Banks said he had a complaint from ~irs. Bracalello, &35 S.W. 6th Avenue~ about the zoning in this area. The type of houses are not in keeping ~nlth the type built there several years ago. ~Lr. Kain stated that the area ~$ zoned R-L~ in 1962. There are a number of buildings in the area that wo~d not be more than R-!~. A nmmber of the lots are ~-ery small. It was recommended that the Planning and ZonJ_ug Board consider rezoning that area. The dominant number of houses would not exceed R-lA zonir~, l'~fr. Kain said the Planning & Zoning Board would have to review it. Mr. Banks requested N~. Kain to bring it to the attention of the Planning & Zoning Board and see if there is any change needed. ~Lr. Boos congratulated those responsible for the purchasing manual. He stated it is a splendid e~mple of careful planning that is being carried out by the city adlministrator.
