E~in, City }~nager Gene Moore, City Attorney Tereesa Padgett, City Clerk Mayor Madsen called the meeting to order at 7:30 P.M. At this time the ~yor recognized several people in the audience; former mayors, }~r. Archie, ~. Su~mer~ and Mr. Mahone~ Members of the Chimhe. r of Commerce and Jaycees were recognized also. Mayor ~dsen stated t~hat if the budget is passed as it now stands, that there will be a raise in the taxes, but ranch more will be accomplished. Salaries of all employees have been raised, and there will be major street repairs, side;e~lks, drainage and sewer work accomplished. He stated that this has Been one hard budget - the hardest he has v~ked on, since there is so much to do in this fast grov~ug city· ~r. Kain stated that if the Ordinances are read as laid out, the tax b~11~ can be prepared to be mailed out. l~. Kain read the Shzmmary sheets of the Budget which was broken dorm into six l~nds. The total revenues amount to $1,787~497 and total expenditures, $1~787,497~ to make a balanced budget. Total m~age is 8.80. Mr. 2~iadsen stated if s-uyone wanted to address the Council on any item/to come forward at the time ¥~. Kain reads it. In the details of the Community Promotion Fund, Mr. Joe Cook, President of the Jay~ees~ came forward to ask Council to raise the budget for the Soap Box Derby. He stated it was bud- . geted last year for $1,000 and this year for $250. ~ N · orris Saltsman came for~rd and explaLued how the Soap Box Derby is run and how Boynton Beach is promoted when the winner goes to Akron, Ohio. He stated that they anticipate niuety boys to participate this year. ¥~. Skip Crawford, a member of the Jaycees, stated that this is the best youth promotion there is. }~rs. Dewey Sanders, of the Jr. ~oman's Club, came forward and stated that a letter was sent to C~ucil in care of the City ¥~nager stating Several reasons wh~ they nee~ an additional $600 for their promotion of the Miss Boynton Beach Pagaent. }ir. Jolm Archie~came~forward to speak on behalf of the Boynton Beach Chamber of Oommerce. He thanked the Council members for giving consideration to their request and stated that he felt the Soap Box Derby and the Miss Boynton Beach Pagaent are the most important promotion functions held. -1- MINUTES SPECIAL O±T~ C ~ SEPTE~,~ER 12, 1966 }Lt. Kain, Mr~ Carnahan~ Nr~ Richardson and himself will go down there and look it over~ Mr~ Banks stated that this might be handled in the Parks budget. Mr. Boos moved for the reading of Ordinance 66-19 adopting the Budget. Mr. Ban~s seconded and it vms unanimously carried. Mr. Banks proposed the following changes to make allowances for the requests for the Soap Box Derby and the ~Liss Boynton Beach Pagaent; that item 3 on page 155 under Commmity Promotion he changed from $1650 to $1400; item 18 ~p~$ 155~ be.changed from $250 to $1000~ item 21 on page 155 be chan~ed om ,1000 to $1500. Activity 5800, page ~uuder General Fund will then be reduced by $1000 to make up for this on page 155. ~r. McCoy suggested that the Ordinance be passed as is and the necessary ~m~udments be m~de prior to the second reading. Mr. Kain read Ordinance 66-19 adopting the 1966-t967 ~iget. Mr. Banks moved that Ordinance 66-19 be passed from first to second reading. Mr. Boos seconded and it was unanimously carried. Mr. Bsnks moved that on the final sheet of Activity 7000 of the Budget, page 155, that item 3 be changed from $1650 to $1~00 and that item 21 be changed from ~lOOO ~o $1250. 2&r. McCoy seconded and it was unanimously carried. ~r. Kain read Ord/nance 66-20 fLxing the tax rate and levying taxes to support the t966-1967 Budget. ~NUTES ~ro Boos moved that Ord~uce 66-20 be passed I~om first to second reading, ~J~. Banks seconded and it was tmanimously carried. 66L19Septemberand 66L20o26~ 1966 was the d~te set for the aecond reading of Ordinances OTNER N~. Kain read a letter signed by ~. Leonard Smith and ¥~rs. Vel~ Earley of the Citizens Organization on Civic Affairs requesting the use of the ~7ilson Recreation Center for the purpose of a non-p~rtisan voter regis- tration drlve. The drive is to,be held each weekend in September hour~(l? & 18of andl · 2~ & 25) and the first ~eekend of October (1 ~ 2) during the 2.~O P.M, to 6:00 P.M. }ir.
