Minutes 06-07-66MINUTES OF SPECIAL MEETING OF THE CITY CO~UNCIL JUNE 7, 11:30 A.M., CITY HALL PRESENT: 1966, AT Walter A. Madsen, Mayor J. Allison Banks, CounciLman Charles N. Boos, Councilman Gilbert Collins~ Councilman John Tenant, Russell & Axon Cecil Spencer, Russell & Axon Louis Vanditti, Intercounty Construction The Mayor called the meeting to order for the purpose of award- ing the bid for repair of the gravity sewer line in Rolling Green Ridge. Kain, City Manager Janet Paterson, Deputy City Clerk Mr. Boos asked if it would be possible to split the award of contract due to the vast difference in price between Intercounty Construction and Southern Line Cle~ing Company on certain items. Mr.VanG~tti' answered that no contract can be broken into parts and stated that Intercounty would not accept less than the whole con2ract. Mr. Kain said he felt that if both companies would agree, the contract could be split. Mr, Vanditti again said his company would not accept only a part of the contract. Mr. Tenent of 'Russell & Axon said he felt Southern Pipe Cleaning might also have reservations abou~ doing just a portion of the work. Mr. Tenent discussed the contract item by item. Mr. Banks asked if this sealing would bring the joints back up to their original standard. Mr. Vanditti said that this was the claim.of the manu- facturers, but there was not too much background available. Mr. Banks asked how many joints needed repairing and Mr. Carnahan advised that this was an unknown factor at this point. Mr. Boos asked Mr. Carnahan if it would be his recommendation to let the contract at the $29,156.20 figure. Mr. Carnahan indicated that he had made the recommendation at the meeting of May 16 that the line be rebuilt~ but that Russell & Axon had recommended repair and Council had endorsed that recommend- ation. Mr. Kain recommended that l) Council move to have the mayor and the city clerk sign the contract awarding the bid to Intercounty, and 2) Council authorize the city manager to issue a letter to proceed to the engineers to authorize the contractor to begin work. Mr. Boos so moved and Mr. Banks seconded the motion. Minute~ of Special Council Meeting, June 7, 1966 Mr. Banks then stated that the reason that he was voting for this was not because he thought it was the proper way to handle the matter, butbecause of the emergency and the ~oney it is costing the city. He said he wss not in favor of patching the line~ but he felt it should be permanently repaired. Mayor Madsen called for the vote, reminding Council that they ~-o.Were to vote for the contract as a single unit. Motion carried Mr. Carnahan asked if after we have perfected items i and 2, repair of known leaks, then go to 3 and ~ where the l~es are cleaned and inspected, we may then run into an area where we have a grade separation. We might have to adjust the flow llne of these pipes. How do we cover this? Mr. Spencer said such an event would be covered by items ~ and 6. Mr. Vanditti said that if any work were encountered which was not covered in the contract, then Intercounty would have to ~sort to that portion of the contract which provides for extra work. The company would then have to negotiate with the city. Mr. Tenent said he didn,t anticipate this happening from what he had seen with the T.V. camera. Mr. Boos felt that if there is a two-inch deflection~ there woul~ be a teak and that would be covered by the contract. Mr. Tenent said he f~l~ Mr. Carnahan had brought up a good point, and under the terms of the contract a change order could be worked up if necessary? Mr. Madsen cited the good work-Inter- county had done for the city in the past and Mr. Vanditti assured him they would endeavor to do their best. Meeting adjourned 12:0~ p. m. ~alter A.
