Mayor Mahoney called the meeting to order at 7:30 P.M. The
Reverend Earl Downey, First Presbyterian Church, gave the in-
vocation and Mr. Kain lead the Flag Salute. Mayor Mahoney
no~ed that Mr. Banks was out of the City on vacation.

Minutes of Special Meetings of September 3 and 13, 1965, were
approved as submitted. Mr. Archie moved to correct the Minutes
of the Regular Meeting of September 9, 196g, as follows: The
top of page 4, Item 3. Rubin Construction Co. should read
"Mr. Boos moved that the Rubin Construction Company be paid
$1,241.~% for paving the City Hall parking lot and N. W. llth
Avenue west of Seacrest Boulevard, from funds available in
Activity 21!O-DS. Motion seconded by Mr. Madsen and unanimously
carried." Mr. Madsen seconded. Motion-carried 4-0.

Mayor Mahoney announced Special Meeting of the City Council for

Mr. Moore read Ordinance 65-~0 establishing the position of
municipal license inspector under Civil Service. Mr. Madsen
questioned the fact that although the license inspector worked
closely with the police department and under the police chief,
his salary was budgeted under the Engineering and Inspection
Department in the General Fund. Mr. Kain explained that they
tried to avoid split salaries wherever possible; however, part

of the license inspector's salary this year is budgeted to the
Sanitary Sewer Project.
Mr. Archie moved0rdznance' 6~-$0 be passed to second and final
reading. Seconded by Mr. Madsen. Motion carried ~-0. Mr. Moore
pointed out that the license inspector as stated in this ordi-
nance is directly responsible to the city manager°

Mr. Moore stated that Chief Wright was agreeable to exDending the
existing contract for One more ~ear for $600. Mr. Boos moved to
grant fire protection, the same as last yeMr, to Briny Breezes.

ADMINISTRATIVE
Assessment Roll S.E. Ninth Avenue between S. E. 1st St. and
..... FoE.Co Railroad
Mr.Kazn' presented the assessment rol~ for the recently completed
frontpaving, foot. The total cost of this work ~s $1,385.$0--or $3.2~ per

the Clerk advertise for a public hearing on the roll October
1965, at 8:00 P.M. Seconded by Mr. Madsen. Motion carried

no further discussion, the vote was called for and motion carried

Mr. Archie moved to accept departmental reports as submitted.
Seconded by~. Boos. Motion carried 4-0. Reports were sub-
mitted ky Buitging, Tax Collector, Treasurer, Police, Fire,
Public works, aecreation, Personnel and Budget.
PUBLIC AUDIENCE
No one wished to address the Council.
The Mayor recognized the Board of Directors of the Chamber of
Commerce and thanked them for coming. Mr. Wertz, president,
Mr. Combs, director, and Mr. Greene, director.
Mr. Kain reported that the synchronization of the lights on
U. S. #l had been delayed because the City was waiting for the
Telephone company to complete their work. However this should
be completed this week. Also the timing of the signal lights
at South East !gth and 23rd Avenues has been corrected and they
are now in proper sequence° The City is attempting to have
signal lights installed on U. S. #l at N~ E. 10th Avenue and
S. E. lgth and 23rd Avenues, but the Stste Road Department has
informed the City that the volume of traffic at N. Eo 10th and
S. E. 15th Avenues does not warrant a light at this time. The
survey at S. E. 23rd Avenue is not yet complete. However,
Mr. Kain said he felt a light at N. E. 10th wss most critical
and would do his best to have one installed. Mr. Kain reported
further on a two-year survey being made in accordance with
instructions of s traffic engineer with previous experience in
procuring traffic signals from the State Road Department.
Mr. Madsen said he had seen pictures of the fountains to be
placed at the beach and st the Boynton Canal on North Federal and
he thought they were very beautiful. He also stated that he felt
a sign should be erected at the beach parking lot stating that it
is 'Boynton,~ Beach'

Mrs. Mincy has requested rezoning of Lot 28, Lainhart,s of 3 S/D

from R-1 single family to R-2 duplex in order to construct a
duplex on the property. This area is in the neighborhood
recently changed in the master plan amendment to R-1 zoning.
The Planning and Zoning Board denied the request by a unanimons
vote. There was no one to speak either in favor of or in opposi-
tion to the request. Mr. Boos moved the request be denied.
Seconded by Mr. Madsen. Motion carried $-0.
OTHER
Mr. Boos inquired how the DeMarco situation was progressing and
¥~. ~ore said that a defensive pleading had been filed and the
procedure was taking its normal course as quickly as possible.
Mr. Boos also asked how the propgsed demolitio~ of the FEC
station was progressing. Mr. Kain said that since this would
probably involve an expenditure of f~uads, he would like to make
an oral report of progress of the entire situation at the meet-
ing on expenditure of capital funds scheduled for Wednesday,
September 22nd. Mr. Mahoney suggested that the report be post-
poned until Mr. Banks returned. ~. Kain said he would have
material on the subject
aval±able in his office for anyone who
would like to look it over.
Mr. Madsen went on record as being opposed to the possible
extension of service from Boynton to the West Palm Beach area
by Southern Bell Telephone at an approximate cost of a penny a
day to the customer. The survey was reqaested by the Boynton
Beach-Ocean Ridge Board of Realtors.
