Mayor Mahoney called the meetiug to order at 7:30 P.~ Councilman
Banks gave the invocation and ~Lr. Moore lead the Salute to the Flag.
MINUTES.
~_uutes of regular meeting of August 16, 1965 were approved as
submitted by a unanimous .vote of the Council. ~finutes of special meeting
of August 26, 1965 were approved by a vote of 3-0, Mr. Banks and ~. Boos
abstained from voting on these minutes as they were not in attendance.
NEW BUSINESS
Mayor ~honey paid tribute to city employees for their efforts for
the safety and welfare of the City during the passage of the Hurricane.
.ReGuest by W. L. Hopkins for Permission to Hold Tent Revival
~A request for permission to hold a tent revival in the ~00 block
of N. W. 12th Avenue by W. L. Hopkins hadbeen considered at the August 16th
meeting and rejected by the Council. A petition bearing signatures of 84
persons had been presented to Council asking reconsideration. Mr. Archie
moved for r~consideration of the request. Mr. Boos seconded. Motion
carried 5-0.
LeRoy Harris spoke in objection to the granting of permission for
the revival. It was brought out that the revival had been conducted at
another location in the city and this was a request for changing locations.
~he petition was studied. ~. Banks strongly urged the Council to grant
the request and thereby shew no discrimination with respect to freedom of
religion. Mr. Archie moved that the request be granted on a weak to weak
basis with 10:30 p.m. curfew strictly enforced and that the permit not
exceed a month. Mr. Banks seconded. ~tion carried 5-0.
Comm~ ttee to Study Municipal Golf Course
Mayor Mahoney appointed Councilman Banks as chairman of a committee
to study the possibility of a municipal golf course for the City. He asked
Mr. Banks to select members of the committee to serve with him and report
back to council.

Mr. Moore read Ordinance 65-36 for the second reading by caption
only. The ordinance r ezoned Lots 18 end 19, Blk l, Frank Webber Addition
from R-1 to R-2A. ~. Madsen n~ed that the Ordinance he adopted on
second hud final reading. ~. Archie seconded. Motion carried 5-0.

Mr. ~ore read Ordinance 65-37 for the second reading by caption only.
~he ordinance rezoned that part of the S150 feet of the N&55o50 feet of the
N. W.¼ of Sec. 15/~5J~3 lying east of U.S. #1, from R-3 to C-lo Mr. Archie
moved that the ordinance be adopted on second and final reading. Mr. Bankm
secondedj. Motion carried 5-0.
Resolution 65-KK - Trustees for City Trust F~ud Accounts
~ir. Moore read Resolution 65-KK which appointed trustees for the
City Trust Fund Accounts. ~Lr. Banks moved that ~esolution 65-KK be adopted.
Mr. M~ds~ seconded. Motion carried 5-0.
PUBLIC HEARING
Rezoningl Request - 301-311 N.E. 12th Ave. Cora Quackenbush (cont~d,)
~he zoning change request on Lots 13 thru 16, Blk 2, Happy Home
Heights from R~I to R-3 had been continued from the last meeting at the
request of the o~ner who was ill. Public hearing on it hadbeen held
at that ~ime ~s advertized. Mr. C. A. Ostrom representing Mrs. Quackenbush
appeared in her behalf and asked that action on the matter again b e
continued as ~s~ Quackenbush~s health still prevented her from attending
the meeting. ~. Banks moved that the request be tabled indefinitely until
Mrs. Qu~ckenbush was ~hysically able to appear in her own behalf. ~.
Boos seconded. ~tion carried 5-0.
Rezonin~ Request - 1SA N. Wo llth Avenue - Clyde Stalworth (On the Table)
~e application was removed from t he table by a unanimous vote of
the Council.
Request ~zoning change from R-1 to R-2A on the W77.5 feet of Lot 7
Lainhsrt*s S/D, 15~ N. W. llth Averse.
Mr. Archie stated that the motion to table was based on the question
in the minds of the Council as to how the Zoning Board cam~ t~ recommend
approval of one application end denial of the other when the two appeared
similar in nature and aspects. Upon investigation he was satisfied that
sufficient differences in surrounding establishments warranted the
recommendation of denial on this application since the property was located
in a predominantly residential neighborhood. Mr. Archie moved that the
application be denied. Mr. Boos seconded. Motion carried 5-0.

During the public audience C. A. Ostrom asked the Council what their
stand would beon the many requests that were to come from the north section
of to~n where property was being condemned and residents would be unable to
build single family residence of the size that the new zoning would require.
The zoning map of this district was inspected and a large amount of property
was available in that section for the construction of duplexes and apart-
ments.
ADMINISTRATIVE
Renewal of Beer & Wine License T~o George Marina - Vdncent Molle
Mr. Archie moved that t he request for renewal of the beer and wine
license of the T~o Georges Marina by Vincent Molle, formerly held by
George Culver, be granted subject to final inspection approval of ~11 the
departments of the City. Mr. Madsen seconded. ~btion carried 5-0.
Beer and Wine (Take Out Only) License City Market - &28 N. E. lOth Ave.
Mr. Archie moved that the request for a beer and wine license
(take out only) by Ernestine Frederick for ~28 N. E. lOth Avenue be granted
subject to iuspection and approval by allcity departments. ~. Boos
seconded. Upon questioning by Mr. Banks it was reported that a license
was issued for 196&-65 forthe City l~%rket at the s~me location, ho~ver~
the business had been closed for a time. This would be a renewal. Upon a
call for the question, the motion carried 5-0.
Budget Readin~
Mayor Mahoney announced that there would be a first reading of the
budget for the 1965-1966 Fiscal year on September 13, 1965 at 7:30 P.M.
ADoroval of Bills
1. Gator Culvert - $533.87
~ir. Banks moved that the Council approve payment of $533.87 to
Gator Culvert for s vorm drains from funds available in Activity 2110-C.
Mr. Archie seconded. Motion carried 5-0.
2. Neptune Meter Company - 788.81.
Mr. Banks moved that bhe Council approve ~yment of ~788.81 to the
Neptune Meter Company for meters and settings from funds available for
the purchase in Abtivity 6130-Z1. Mr. Archie seconded. Motion carried 5-0.
3, Rubin Construction Co. - $12~1.~5
Mr. Boos moved that the Rubin Construction Company be paid
for paving the city hall parking l?t and ~.~. W..ll~t.h Avenue west of~
S,eacrest Bculeyard, fro~ funds avai~lable in Activity 2110-D8. ~
I~r. W~lliam ~,~ohlleb, Chairman of the Planning and Zoning Board
requested time and explained that he had been uuable to be present during
public audience as the Board had a public hearing at t he time and had again
turned down a request for rezoning from R-1 to R-2 for proper~y recently
condemned. He requested that the Council help these people find some
type of financing to help them in their hardship. Mr. Kain was asked tO
investigate the matter and report to Council.
Mr. Boos asked that Council in furtherance cf the downtown
revitalization program discuss the possibilities of having the property
immediately south of Ocean Avenue and west of the Intra-coastal PZaterway
filled to eli~iuate uusitely and ~nhealthy conditions existing on subject
property a~d said that he was store that financing for the project could
be worked o~t so tha.t it would not work a hardship on the~ owner.~ Mayor

done in preparing the budget.

were none.
Mr. Archie moved tha~ the Council accept the Preliminary Budget
Report for 1965-1966 and adjourn the Budget Hearing. Mr. Banks seconded.
Motion carried 5-0.
