The Rev. Vernon Perkins of the First Baptist 0hutch gave the
invocation followed by the Salute to the Flag. Recognition
was given to those ~Very Important Citizens" attending the
meeting at the special invitation of the Council,

Regarding minutes of regular meeting of ~ay 3rd~ Mr,
Arohie requested that a typographical error on the first page~
next to last line be corrected. Mr. Banks requested that
on Page 5, middle of the page~ the word ~assent" be changed
to "consent." Mr. Eadsen moved that the minutes be approved
with the corrections. Mr. Boos seconded. Motion carried 5-0.
OLD BUSINESS
P~rk Lands Lsase - Florida Inland Na~lgation District
Colonel Schull of F.I.N.D. presented the Council with a
lease for property located between U. S. ~1 and the Int~a-
Coastal %~aterway south of Hampshire Gardens comprising appro-
ximately five and one-half acres. Colonel Schu11 requested
that the lease, which had been worked out through the City
Manager and the Jayeees~ be executed.

Mr. Archie called the Couneil~s attention to the need

N. Eo 10th Avenue and Uo S. ~1. He noted the recent install-
ation of traffic lights by the State Road Department in Hypcluxo

Zonina Board
At the request of l'tilliam ~einstock a recent decision of
the Planning and Zoning Board in recommending denial of an
application for a change in zoning to permit the construction
of garden-type apartments in Royal Palm Village was opened
for discussion. Public Hearing for this recommendation was
set for June ?th. Mr. ~adsen moved that in view of the large
number of interested people present in the audience, that they
be heard on the matter and that a transcription of the record
be made and submitted to Council as part of the public hearing
on June ?th. Mr. ~anks seconded. Motion carried 5-0.
Mr. Phill!p ~resenting ~r. Weinstock spoke
to Council at urging ~proval of the change in zoning
to permit th~ erection ~f galen-type apartments. Mayor
~ahoney read. letters favoring the change from ~iss Mary D.
Phillips and Mr. and ~Lr~. Adolph Tedma~. A petitAon bearing

rezoning was Also speaking in favor of
the rezonir 418 N. E. 20th Avenue and
JosePh H. N. E, 20th Avenue. Mr. ~illiam G~ Hartline,
348 N.E. · told Council that he objected to the
rezoning~ however~ he would pre,sent his objections at the
public hearing. All tho$e present favoring the rezoning were
asked to stand. Approximately one hundred people rose. All
those present not in favor of the rezoning were asked to stand.

NEISBUSINESS
R~rrioane Fund Reimbursement
Colonel Ellis Altman of Civil Defense presented the
Council with a check in the amount of $13,798.00 ~hich covered
the cost to the City for cleaning up debris resulting from the
passage of Hurricane Oleo in the Fall of 1964. He requested
a receipt signed by the proper authorities.

Mr. Moore reported to Council that the initial offer of
$1~000,00 providedwas was usual~ for the seller to provide
title insurance an~ documentary stamps, however, the contract
had the City bearing the cost of title investigation and stamps.
He state~ that the additional cost would amount to $50.00 and
that the~Oounoil should determine if they ~,anted to purchase
the lots for this amount, Boos moved that the City pur-

PUBLIC AUDIENCE
~r. Donald ~cKone, 718 Shore Drive, spoke to the Council
regarding a petition submitted earlier by the residents of
Coquina Cove calling the Counciles attention to the conditions
existing in Coquina Cove and asking for improvements and
relief. ~ro Piszczek~ 706 Shore Drive~ also spoke concerning
conditions. ~r. Madsen moved that the City Manager and the
City Engineer be appointed on a committee to mee~ with the
representatives of the residents of Coquina Cove and work
toward beautifying the area. ~r? ~anks seconded. ~otion
carried 5-0.
Mrs. Emily Jackson questioned the Council regarding the
circulation of letters by the Council asking the State Repre-
sentatives to vote for passage of the five charter changes up
before the legislature ~ithout a referendum of the people.

?25 Ocean Inlet Drive, asked questions about the same letter.

Solomon ~olle ~andamus Suit
~r. Moore informed the Council that Mr. Solomon Belle
had brought a mandamus suit against the City in his effort to
obtain a liquor license for a 200 seat bar and restaurant on
N. E. 10th Avenue and that Judge Knott had set a hearing for
1.~y 25th at 1530 p.m. at which time the City was directed to
show just cause why the license had been denied. ~r. ~oore
asked how the Council would like the matter handled. Mr. Boos
moved that the City Attorney be instructed to answer the writ
as follows: in answering the alternative ~rit of mandamus the
applicant had furnished evidence that he was unable to provide
adequate parkin~ facilities as required by the zoning laws under
Section 31-13, Sub-section 8. ~r. Banks seconded the motion.

Ordinance 65-19 - ~alcolm Tract
~r. Moore informed the Council that the purchaser of the
~alcolm Tract which was being annexed into the City by Ordinance
65-19 had determined that he did not desire to come into the
~City and, therefore~ he recommended that the Ordinance be dis-
continued. Mr. ~adsen moved that Ordinance 65-19 be discontinued.

Contract with Russell & Axon Re: Streets and Storm Drainage
Mr. Nadsen moved that the Council authorize the approval
of a contract presented to the City by SusselI & Axon whereby
engineering services for street and storm drainage improve-
ments would be prepared in accordance ~th requirements of
Public Law 560, providing for the inclusion of data for advance
planning loan applications for securing federal funds, total
cost of the contract to be $1,000.00, to be payable in the
next fiscal year. Nr. Banks seconded. Notion carried 5-0.
It was pointed out that this expenditure was being made
in order that the Council ~*ould have figures available for the
people to vote on for streets and storm drainage improvements.
