Bo ~DERSON, CITY N&NAGER GENE E00EE, CITY ATTOF~EY TEP~ESA PADGETT, CITY CLERK The meeting was called to order by Mayor Arehie at 9:15 a.m. MinUtes of the meetings of October 2!st and 31st were brought to the attention off Council for their approval. Mr. Banks moved that the minutes of October 2Ist be approved as submitted by the Council Secretary with the inclusion in'~the minutes of that portion of the public half hour regarding the proclamation of U. N. da~ verbatim. ~r. Sur~mers seconded the motion which ca,tied unanimously. M~, Summers moved that the minutes of October 31st meeting be approved as submitted. ~r. Banks seconded the motion. The Mayor asked that the minutes show that the vote was 3 for 0 against, as the meeting of October 31st was attended by only three councilmen. The councilmen voting fo~ these m~nutes were Mr. Banks, Mr. Summers and Nr. Archie. Regarding bids on air conditioning and heating for the Civic Center, Mr. Henderson gave a report by the Air Conditioning Committee. He ~uggested that the air~conditioningeq~ipment be bought outright at $16~615.00 and that ~5~ b~ paid upon szgn~ng the contra?t, ~5~ after 30 days, 25% upc~ delivemy cz %he equipment and the rema~r~ng ~5% upon eo~pletion and acceptance. Mr. ~adsen moved that the air conditioning e~uipment be bought as per ~ ~ -- ~. Henderso~ s recommendation. Er. Mahoney seconded the motion which carried unanimously. Consideration of bids for accoustical tile for the Shuffl~- board building was deferreduntil the next meeting. Lucien ~unyn pme~iented the Council with a proposed tentative plat. A~ter dis~Uss~on Mr. Summers moved that the Council permit the Change 0rdem providing .everything meets with the approval of the Engineers and the money isavail~ole in the bonding issue. Summers seconzled the motionwhich passed The Lawns Easement was brought to the attention of Council. ~*ter disbussion, ~&v. Madsen moved that the Co~cil consummate the acquisitionof the 18 foot strip ~2i~ immediately so,th of the sub- division and running from U. S. #l to the Interceastal, pursuant to the recommendation of the consulting engineers, from the present owner, ~alter Dutch, for a total purchase price of $~,000.00, said funds to be expended from the sewer bond issue. Mr. B~nks seconded and the motion carried unanimously. Nm. Mahoney abstained from the voting stating that since ~L~. Dutch was a former associate of his, it might show a conflict of interest. Nr. Summers moved that a previous action of the council removing this property from the tax rolls ~e rescinded and that this property.be carried on the 198~ tax roll until such time as the purchase ms consummated. Z~m. Banks seconded the motio~. Motion carried %-0, Mr. ~ahoney again abstaining. Nm. Mahoney moved that Dorothy H. Jones be employed as the Council Stenographer to take and transcribe minutes of all official Council meetings and ~o sit as secretary o~ the Planning and Zoning Board, effective as of Nove~oer 18, 1~8~, until after the first meeting in January, 198,. i~r. Summers secondedthe motion which carried un~nimousl2. After discussion N~. Banks moved that the Council approve Change 0~de~l, Proj~ct~754-?~ to extend the sewer line easterly on N. Eo 1st Ave~e at 6th Street wish an addendUm deducting $600.00 from the original cost for the use of rock instead of well points. Nr. ~adsen seconded, the motion which carried unanimously.
