Vice Mayor Banks led the Pledge of ~zllegiance to the Flag and l{ev. Henry Jarvis, Southside Baptist Church gave the Invocation. Minutes of the 1;[egular Meeting July 1, 1963 were approved with addition on page 3 (l~es. 63-CC add that no objections were made at the public hearing) Motion by Mr. Madsen seconded by Mr. Summers to accept Minutes as corrected. Motion carried 4-0. Mr. Banks abstained. l~i~u/~dsen moved that the zoning in regard to Yachtet at 2Z80 North Federal be ~emoved from the table, seconde[t by /vir. Banks and unanimously carried. Mr. Mahoney moved that in view of the Plarnaing/Zoning Board~s recom~en~at{~n on July 1 lth: t~t the request be granted s ubjec~ to co~truction starting ~itkin six months and completed ~thin t~elve ~onths. ~otion seconded by ~r. Su~ ~rs and unanimously carried. City ~ttorney read Ordinance 63-Z3 amen~[n~ ~n~ce 62-9 a~th- orizing conditional use of ~t 6: S~o~n S/D. ~r. ~ahon~y ~oved the adoption of Ordinance 63-23, secon6e~ by ~r. Ba~s and ~an~ously carried. Mr. Banks moved that the awarding of workmen's compensation insurance be removed fror~ the table. Seconded by 1V~r.~Summers and unanimously carried. Mr. Summers moved that the recommendation of Mr. Henderson be ac cepted and award to Nat'ion~ide Insurance Company for workmen~s compensation, seconded by ~r,. B~uks and ~nani~o~sly carried, The City Clerk read a letter of appreciation from He~ury Thompson in regard to care of the canals in the City. l~ayor Archie recommended appointing -Z- Henry Thompson, Chairman, Clarence II'elf, J. Eihorn, Joseph llice, and l~obert Effr. on to serve as a committee for care of the canals. Air. Ms, hOney moved that the Committee as recommended by ~ayor ~rchie be appointed, seconded by ~r. B~s and ~u~n~ously carried. Legal: The City Attorney read l{esolation 63-EH regar~ng server expansion project under FEC railroad. ~r. Banks ~oved that ~esot~ ion 63-EH regar~ng sewer easement be approved, seconde~ by ~r. ~oney and unanimously carried. The City Attorney read ilesolution 63-FF regarding appointment of an inter-racial committee, consisting of the following as Advisory Committee: Mayor Archie, Chslrman~ William Beck, Ben Cain, Thomas Dea~, tlevi~Earl Downey, Ezell Nester, Edith Hood, tier. l~andolph Lee, Lottie l~ierce, Stanley Porter and John J. llyan. Mr. Bard~s moved the adoption of llesolution 63-FF seconded by Mr, Makoney an.d unanimously carried. Summers ~d u~nim0usly carried, The City Attorney advised Council to proceed with public hearing in regard to Lawvns, S/D because the three remaining property owners have decided on deferred ~ay~aent, Air. lviahoney moved that public hearing be held ~kugust 5th at 8:00 p. rn. on Lawns S/D i~'regard to unpaid balances. Motion seconded by Air. Banks and unanimously carried. t~r. Banks moved to accep~ the departmental reports, seconded by 1V~r. 1V~ahoney and u~nimouslv c~rr~ed. Cou2~¢~I e~mmended Chief Erwin and the ensire police force. 1V~r. Aiahoney rocommended that a sign be placed at the entra~uces of the City on U.S. ~1 which would register traffic fatalities and that a light be installed that would discourage speeding. Mr. Mahoney rec~r~mended this be turned oYer to the City ~ttorney go ascertain what the o~rner of tl~e ta~d wan~ed as set+~lernent. Iv~r o., Summers m~ed, that the City hold out $10,000. for the settle- ment in regard to the imparoper ~l~cation of the lift station and pay the ~alance $96,265.43 and return the $5~000. CashierZs check. Motion seconded by Mr. Mahoney and unanimously carried. Mr~ Madsen moved that the requisition for 1000 feet of fire hose Z 1/Z"and 400' ell 1/Z"inthe amount of $1,330. be approved, secondsd byMr. Summers ar~l una~irnoasty carried. The City Manager recommended rescinding the awarding of bid to Sullivan Insurance ~gency for blanket bond in that a previously awarded contract had been discovered. 1V~r. Mahoney n~oved to rescind insurance bi~ on blanket bond previously awarded to Sullivan Insurance 3kgency, seconded by Mr. Summers and unanimously carried. The City iVla~ager recommended purchase of Z - $I, 000. bonds from the ]Arest l~alm Beach tPirst Baptist Church at 99 t/2. Mr. Madsen moved to accept the City Manager's recommendation and purchase bonds from First Baptist Church, %Vest lOalm Beach, seconded by Mr. Sumrne rs and unsaairnously carried. Mr%- Donald Jackson made inquzry as to whether Council had held a public hearin-g on the Yachte] request at ZZS0 North Federal Highway and was informed that'the hearing had been held at last meeting; that this matter had been removed from the table and voted on after receiving recommendations from the Planning/Zoning Board.
