Summers moved that the April 1st Minutes be appreved as corrected (p. ~ of 4/1/63 Minutes add word ~ emergency ~ in reference To Ord. 63-15 as recommended by City 2kttorney) and Minutes of ikpril 4th ~s written, seconded by ~. ~ahoney and unanimously carrie~. l{eference to the Boy Scout Hut and request for funds - a letter from the Committee revealed this project wit require approximately $3500. to build the hut %vith approximately $1116.9Z in the ~reasury~ leaving a balance needed of $3400 - $z500. Mr. Ma3aoney moved that the City furnish up to $3,000. from the Contingency Fund for the purpose of constructing a Scout Hut, seconded by Ivir. Banks and unanimously carried. The City Clerk opened the following bids for a billing rnachino: Burr~oughs - $7778.60 with trade in of $2,850. net $4,9Z8.60. Delivery in 30 days. National Cash P~egister - $18,750 %vith trade in of SZ, 075, and trade in on Burroughs $Z50. and $850. Mr. Mahoney moved that the above bids be turned over to Mayor ~a~rchie, Mr. Henderson, Mrs. ~l~rallace and Mrs. l°adgett and report back to council, seconded by Mr. Summers and unanimously carried. -2- Bids for repair of air conditioning equipment in City Hall were opened as follows: ~ktlantic I{efrigeration, Inco, Delray Beach_- $440. labor gu~aranteed for 6 montl~e $Z00 each condenser above bid price; if compressor needs changing $650. above price -- etc. .Hadley*s l{efriger'ation, Boynton Beach - Water cooling system needs to be'overhauled. Pump $4.75, gate valves $70. total bid price $564.60 with one year guarantee0 Labor 6 months guarantee, del. of pump 3 weeks. The City }vfanager reported that the committee recommended that bid be awarded ~o 1Viiami Equipment Co. in theamount of $3,043. and that they be reir~bursed by Civil Defense for 50% of the cost. ~r~ ~oney ~oved ~at th~ committee's r~port to purchase air raid siren as stated above be approved, ~e s~ated that the~Fede~ Government through Civil Defense Headquarters will pay for ~2 of this cost of p~rchase and ~e City will be able to use it for fire calls as well as Civil Defense. ~otion seconded by ~r. Sub.ers and u~Di~o~sly carried. -3- Mr. Henderson recommended that the City consider ~ying in with Gulf Stream water line so that in case of an emergency, fire protection can be supplied. He reported that Mayor Dodson stated their commisszoners are in agreement and he~ s~ated that should tt~ gasoline pump not hold up, it wodtd be very serious in the event a fire broke out in this area. Mr. Banks recommended that a decision be made at this meeting to hook onto the Gulf Stream line. He mdved that th~ City proceed ~th plans to work with ~e Town of Q~f St~ea~ to connect oar fac~ities ~vith 6" line and feed i~o oar line and that the City ~ttor~y ~raw ap proper contract be~en ~ity of Boyn~on and To~n of ~ulf ~St~e~?~. seconded hy ~r? ~adsen a~d ~nani~ously Legal ~ The City Attorney read Ordinance 63-13 - re 'crailer sales as conditional use in C-1 zone. Mr~ 1Vladsen moved, Mr. Banks seconded that Ordinance 63-13 be approved on second and final reading. Motion carried tu~anirnously. Mr; ivioore read Ordinance 63-14 - granting conditional use re mobiIe A/ir. Summers moved that Ordinance 63-14 be accepted on second and final reading, seconded by Mr. Madsen and ~na~mously carried. Mr. Moore read Ordinance 63-16 an emergency ordinance setting forth powers of auxiliary police officers. 1V~r. l~iahoney moved that Ordinance 63-16 be adopted as an smergency ordinance, h4otion seconded by Mr. Banks and u~animously carried. Mr. Mahoney moved that appointment of Supt. ,of Public V~orks and Utilities be tabled, seconded by ik4r. ~anks and unanimously carried. 1Vir. Madsen moved that the audit report for November 1, 1961 through October 31, 196Z be accepted, seconded by l~Ir. Iv~ahoney and unanimously carried. On the request for beer andwine license by 7-11 store at 101 SW 15th_~ve.: Mr. iviahoney called attention to the legal opinion supplied by 1V~ro Moore to the Council and secured from the ~ttorney General, that the City could not refuse to grant the beer license and if the wine license was denied that all present license holders would not be able ~o renew their license next October, therefore, he moved the license request be granted subject to inspection. Motion seconded by Mr; Madsen and unanimously carried. 1Vir~. Banks stated that Council knew when the permit was given for cz~nstruction of the building that this reques[ would be made. It was agreed that a letter of apprechation be sent to Mr.'3Vertz for his kind invitation of inviting members of the City Council and Directors of the Chamber of Commerce to have lunch with Congressman Rogers. Also, a letter of condolence to A/ir.'llrertz on the loss of his mother. IVir. Mahoney moved that the annual contribution to ~kuimal l~escue League be approved in the amount of $600.00.
