MotiGa seconded by Mr. Madsen and unani- mo~lsty carried. A letter from the Lio~%s Club ~vas read requesting full support of City Council in establishing the newv Scout Hut Building. B~ks and ~nanimo~sly carried~ l{eference to zouing change requested on L. 1,~ 16 thru ZZ and L. ~t5 ~estchester Heights, iv~r~ Cavitt stated the reszdents of V?estchester Heights had a petition signed ~vhich had been turned over ~o l~tanning/Zoning Board by all the residents objecting to this request, and he requested this petition be given careful consideration. On the request of Mr. George Burgetin on S. Federal Highway for conditional use for trailer sales on L. 1, Crestview S/D, there were no ob- jections from the audience. The Gity Attorney read Ordinance 63-I& amending Ordinance 6Z-9 authorizing conditional uses for trailer sales, 1Vir. Motion carried ~-1. Mr. Summers voted "No" because he felt this would be better access ~o Seacrest Blvd, if left open. Mr. 1Viahoney noted that no railroad crossing v~as loc~zed at this location and a newv crossing paid for by the owner of the land will be %ocated in a different location. The City ~ttorney read proposed Ordinance 63-15 establishing procedure for limit on building perna~s for service s~a~ions. 1V~r. Summers moved that Ordinance 63-t5 establishing procedt~re for li~nit on building permits for se~rvice stations. Mr. Mahoney moved that the City Manager go oct for bids on tax billing machine, budgetary posting and payroll work, get a tradein price on two older machines with an optional clause that the City may or may not turn them in. The City Attorney read recommendations from the City Manage r for amending l~es. 63-t~ regarding Civil Servic~ t{ules and l{egulations, Sec. 4, 3krt. 10, regarding ,time allo~ved for city employees to attend funerals; Art. 3, Sec. 5 - position of department heads filled on the basis of age, experience and back ground; Article 8: Sec. 1 - promotion of permanent employee; ~Lrt.
