Mr. Madsen moved that Mint~tes of March ~th be acceptect as written, seconded by Mr. Banks and unanimously carried. Mr. 1Viadsen moved that Minutes of lVlarch llth Special Meeting be accepted as written, seconded by 1Vir, ,Summers and unanimously carried. Mr. Summers moved that the request for additional tractor in street department be removed fronu the table, seconded by lvir. l%4ahoney and unar_imoasly Mr. ~ahoney moved ~at the City ~anager:s recommendation to go out for bid on additional tractor ~ ~e street departme~ be approved and t~ ~e present used tractor be traded in with an optio~ that the adve~ising be for trading in old tractor or to purchase the ne~ tractor outright ~it~ut trade-in. ~otion seconded by ~r. ~adsen and ~nimomsty carried. Mr, Banks moved that the request of Judge Durkin for a pay raise be removed from the table. Motion seconded by Mr. Mahoney and unanimously carried. Mr. Madsen moved that the request for an additional $5_0.00 increase per month be made effective imimediately for Judge Durkin which is in line with other town's wage scale in this area, Motion seconded by Mr. 1Viahoney and unanimously carried. On the request by residents in Lak~ Boynton Estates for recreation area, it was agreed that Mr. Henderson, Mr. Johnson contact the Jr. Vfomanrs Club to see if any equipment can~be obtained for this area. Mayor ~rchie reported that the City Attorney: A/ir. ~i{ussetl, of l{ussell and.~on and himself went to Jacksonville and Atlanta to deliver the papers in regard to the s~w~r'-project'bids and upon ~ir return received wire fro~ Sen. Ban_ks move'd that the City follow procedures in the past and donate $50.00 to Carver Schotarlship Committee. Motion seconded by /v~r. Mahoney and unanimously carried. Mr. Makoney moved that the City go-o~t' ~o bid for an air conditioning unit for the office of the l~ecreation Supt. at the Civic Center, seconded by. lV~r. Banks and un~imously carried. In reference to the letter from J. Clinton Scott regarding Grimes prop- er~y: ~lr. Banks moved that this be turned over to the l~lanning Boa~dI for recommenda- tion and that they be instructed to proceed further at an early date and recommended that a Special ivleeting be held to dispose of this matter, Mr. Madsen seconded the motion which carried unanimously. Mr. Henderson was requested by lV[r. ,Summers to notify the Girl Scouts that he would connect their new range tomorrow~ Mr. Moore read Ordinance 63-6 establishing speed limit in alleyways. tVir. Mahoney moved to adopt Orclinance 63-6 on second and final reading~ seconded by Mr. Summers and ur~mimously carried. -3- City Atorne] road Ordinance 63-7 re zoning code pertaining to 1{-3 to allow apothecary shops. tVIr. Summe~z$ moved the ~doption of O~dinanco 63-7 be adopted onsocond and final reading, seconded by Mr. Bsa_ks and unanimously carried. Mr. Moore read Ordinance 63-9 regarding zoning ordinance requesting re- zoning of Lots 40-41, Inc. Crestview Subdivision, f~om R-Z to C-1 covering Lots 40 - 41. Mr, Moore read Ordinance 63-11 an emergency ordinance ,establishing rates for sewage charge. (5 or less fixtures, $3.25; ne:Cc 7 fixtures, 35~ each; over 1Z, Z0¢ per month, e~c.)~ Mr, Mahoney moved the aliopti~n of Emergency Ordinance 63-11. Motion seconded by Mr. Summers and unanimously carried. On the request of Councilman Banks to discuss tho status of right-of-way of S. E. Z3rd `avenue, Mr. Mahoney moved to leave this in the hands of the City ,attorney for him go work oUt~m Motion seconded by Mr. Barn_ks and unanimously cart led. Mr. Mahoney moved that each Civic organization be invited ~o appoint a representative to a~tend the cotmcil meetings: seconded by Mr o Banks and unani- mously carried. On tho request of Herbert Keatts regarding paving of 3rd Street, the Mayor appointed Mr. Madsen, Mr. Banks: Mr. Taylor and Mr. Henderson to mee~ with property owners at the earliest convenience to work out a solution to this request. Mr. Mahoney moved that the City Manager be authorized to hire G. L. Geister as part time supervisor at tho Civic Center and tho salary be taken from the contin- gency fumed, seconded by Mr. Madsen and unanimously carried, Mr. Mahonoy moved that the repo~t of bills paid daring the month of February be made a part of the minutes, Motion seconded by Mr. Summers and unanimously carried. -4- On the departmental reports, Mr. iV~ahoney made ~nquiry from Chief Swam_k as to the determining factor on car $3 using 7.8 rniles per ga~on of gas, ~er discession, it w~s agreed~hmi a copy of the police report sho~d be sent to the garage each month. ~VLr., Mahoney moved to accept department ~eports, seconded by Mr. iV~adsen a~d unanimously carried. Mr. Madsen moved that a condolence letter be sent to l~ev. Joseph Mc Laughlin in the passing of his mother and to Mrs. T.
