R93-69RESOLUTION NO. R93-~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, VIGOROUSLY OPPOSING AND OBJECTING TO A PROPOSED FEE AS A SOURCE OF FUNDING FOR THE C0UNTY'SDEPARTMENT OF ENVIRONMENTAL RESOURCES MANAGEMENT (DERM) WELLFIELD PROTECTION WORK; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, at present DERM is paid for by ad valorem taxes and Palm Beach County is seeking new sources of funding to keep the County's millage rate the same for the next fiscal year; and WHEREAS, a proposal is being considered to implement a utility fee based on last years average treated water pumpage to be used as a source of funding for the County's Department of Environmental Resources Management (DE~) Wellfield protection work; WHEREAS, based on last years average treated water pumpage of 12.3 MGD, the City of Boynton Beach would be assessed the amount of $22,500.00 for the first fiscal year; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA THAT: Section 1. The City ComMission of the City of Boynton Beach, Florida, vigorously opposes and objects to any proposed fee as a source of funding for the County's Department of Environmental Resources Management (DER~) Wellfield Protection Work. Section 2. The City Commission of the City of Boynton Beach, Florida is adamantly opposed to this utility fee and further believes that DERM is expanding beyond the intent of the Wellfield Protection Ordinance by proposing said fee. Section 2. This Resolution shall take effect immediately upon passage and the City Clerk is hereby directed to forward a copy of the same to the Department of Environmental Resource Management, Palm Beach County Commissioners and all other appropriate agencies.
