Dr. George Jo Apel, LPastor of the SOuth Side Baptist ~nurch of Boynton
Beach gave the invocation.
Minutes of the regular meeting of M~y 18th were read. M2. Oyer asked that
the minutes reflect that ~s reasons for moving that ~r. Leon Grt~mmons be given
three weeks vacation with pay were t~at ~. Grummons is on ~ocial Security and
receives $100.00 a month se~ry from the City plus a car s~owauce of $75°00
per month, and that ,w~e the 'oasis for his motion and vote. Mr. Baughman moved
that the minutes be approved with the addition. Mm. Mgdsen seconded the motion
which passed unanimously.
~iinutes of Special Meeting held l~y 25th~ 1959 were read and ~ua_~i~sly
approved with no corrections or additions.
~J~uutes of Special ~!eeting held ~gy 27th were read and unanimously approved
with no corrections or additions.
Bids were read for bonds in answer to an advertisement by the City: ~homas
M. Cook & Company in the amount of $55,000 at 99 3/4%plus interest; Boynton
~series,.luc., %n ~the a~,gt~_? of $700.00 at 9~7% plus interest. Mr. 0yet move. d
that the Cmty Clerk be autherized to purchase ~hese bonds from the two companmes.
Mro Durkin seconded the motion which passed unanimously.
Bide on a p~mp to be used in the Water Department from Gondas Corp.~
Boynton ~ell Pump and SP~ ink, er ~pp!y Corp., and Florida Electric Motor Wo~ks
~re opehed and read. 14r. ~rkin moved that the bids be referred to i~-~. Baughman,
M~ Groe~enboar and M~. Stone to st~ and present their recommendations at
the nex~ Coomcil meeting. Mr. l~d~en seconded the motion whic~h passed unani-
Col. E~is F. Altman, Director of Civil Defense, P~]~ Beach County~ in-
formed ~he C~ucil of his w~l~gness to assist them in purchasing surplus Army
equipment. He i¥_~ther requested the Council for pe._~mission to place a v~rans-
mitter-receiver in the F~e Station for use by the Civil Defense. Mr. D~rkin
moved that permission be granted. 2@o Ba~ohman seconded the motion whi~
passed unanimously.
~r. ~rren P. H~tuuicutt of Hunnicutt Associates gave the Council
those present a ore,tess report on the re-*aluat&on and re-assessment of the
City, stating that they were running according to schedule and that they e~pected

to complete their work before Jttiy 15th.
Five bids were opened for construction of the Colored Recreation Center.
Low bidder ~s Albert Dean at a contract price of $13,276. ~r. Baughman ~
moved that the bids Be turned c~-er to k~. l~dsen, Mr. Grootenboer, and
Mr. Elanchette with the p~c~ision t~at the low bid be awarded if found that
it meets t~e specifications, the City Attorney to approve the contract before
acceptance. ~ir. Oyer seconded the motion which passed unanimously.
DurLng the public half hour Mr. M. J. Baldwin asked the C~ncil's consi-
deration of repamrzng No E. _~Sth ~e., c~tmng ~ts conditzon. Mr. Y~sen
i~T~armed M~ Baldwin that he had. aiready looked into the matte~_ and that it
would be rspaS-~ed in the near future and that next year~s budget would include
paving the entire street.
A request from ~. Charles Triest, Building Oon~raetor, for the erection
of Ester ~iams s~dm~ng pools on proPerty lines was referred to the
Building Board .~ith the request that a written recommendation be submitted to
the Council.
P~rs~ant to a w~itten request from Peastee Streets, the P~m Beach County
Democratic Executive Committee was granted use of the City Hall ~uditorium
for the first Thursday in June at $:00 P.M.
The Ci~_l Defense Rally to be held in the City Hall July l%th was re-
scheduled for Tuesday, July 28th at the request of the American L~gion.
A letter was read from Sage and Sand Motor Hotel th~ing the Couucil
for their action in exempting Motels and Hotels in the Ordinance requiring
fences arc~ud s~m~ug pools.
A letter was read from Howard Finley in which, it ~as stated that he
enclosed a check for $50.00 for the smpport of a ~b!ic Library. Mr. Baughman
moved that the check be placed in a special fttud to be knc~ as the Library
_Trust Fund and that Mr. Finley be sent a letter thanking him and so noti~ying
him of the ~otiono He Said that this generous gift might prompt other public
spirited citizens to contribute to the fund. I~. ~kdsen seconded the motion
which passed o~a ~nimousiy.
A letter was read from the Lake ~orth Drainage District setting a charge
of $1.OC per yes~ per ~tuit for permission to discharge treated effluent from
the new sewage disposal plant into the Boynton C~ual~ setti~= an annual
charge of $I,000400, if less than 1,000 hc~es were served. M~o Durkin moved
that a meeting be arranged with +Jae Lake $~orth Drainage District, Russell smd
Axon, and the City Attorney~ together with t~he Council, to go over this matter
F~ Baughman seconded the motion w?aich passed ttuanimous!y.
A ~ritten request from Field & P~Lley, Inc., asking permission to use
Orangeburg pipe as house to sanitary sewer connections w~s read. ~o Baughman
moved that the request be denied$ 14v. ~W~dsen seconded. .~fter discussion~
Mr. Oyer moved that it be tabled; Mr. D~rkin seconded. The motion to table
passed fottr to one, Nayor ~Jaoney. voting no. After a statement by the Plumbing
Inspector that this type of pipe ~s allc~d no ~ere in P~lm B~ach County,
~ir. Durkin expressed a willingness to withdraw his second to the motion to
table. After discussion however, it was decided that no action would be taken
on t~s tabled motion until a later date.
A letter was read from Boynton Beach Junior High School commending the
Police Dep~rtment for their handling of a case of vandalism on the school proper-
ti.
A letter was read from Grimes I~nufacturing Comp~uy requesting a meeting
for ~he p~rpose of discussing a contra=t for fir~ ~rotection. Nr~ Nadsen moved
that the Nayor be authorized te meet ~ith Mr. Turner~ N~nager of that Company~
a~d the Fire Ckief.
A letter was re~d from Kathleen Kitten relative to City Charter ~nd the
licensing of dogs. Mr. Reughman moved that the letter be tabled for further
consideration. Mr. ~.~dsen seconded the motion which p~ssed un~meus!y.
Ordinance 59-3 ~m~ read for a firs~ reading. Mr. B~ughman moved that the
ordinance be passed to the second re,dinE. M~ Oyer s~e. conded the m.o~on wh. ich
oasSed un~ir~ous!y. This ordinance amends Csde Of ~uanCes req-,~i~ing sw~m-
~.r~ pools ~o~ be fenced by deiet~ng the words ,hotels smd motels.

un~n/~ously. The City Attorney was authorized to prepare a contract for
sale of cemetery lots on a time-payment basis.
A letter .was read from Boys '_%oofing'smd Sheet ~tal Norks~ Inc.~ regarding
~4~ter~nce service on air conditioners located in the City Hall. Mr. ~yer
moved th~% the letter be referred to Mm. Grootenboer for his consideration
to report back to the Council. Mm. Baugh~an seconded the motion which passed
Mr. Madsen moved &hat the City Clerk be given authority to advertise for
bids for rubber mattinE on the auditori*am floor~ ~o t~ke in the four isles
~nd the front portion and to look into the possibility of protectir~ the st~ir-
way. ~,~. B~ugh~u seconded the motion which p~ssed u~suimously.
A license application for a lieuor license made by ~ohn Mercy and George
~os&ak to be located at the Glass H~use on 601 South Federal Highway~ City,
was gr~nted upon a motion by ~¢~. Durkin~ seconded by ~. Paugb~an, and
~m~m/mously passed.
The B~ilding report was read. Total ~ding permits issued for the
month of }~y ~ere
Th~ Tax Ooliectors report was read. It was pointed out in this report
that 99.31~ of the i958 City rexes h~ve been collected.
Mr. Bau~hm~n moved that Eussell & Axon~ EnEineers¢ be notified that the
City did not desime ~ bronz plaque to be placed at the Sewage Treatment Pl~mt~
stating that he ~s definitely opposed to Spending t~xp~ers money for such
non-essentials. M~. ~dsen seconded the motion which passed un~ously.
A letter of reco~endation was read from the Planning Board in which they
recommended the City Council accept the Sky Ranch Estates plat and that it be
zoned ?~l 9,esidenti~l, 1500 square feet~ ~rovided a~ Ci~y engineering re-
quirements are met. The Council emuamined the plat. ~z~. M~dsen moved that the
Council grant tentative approval on the S~y Ranch Estates Plat. Mr. Baughman
seconded the motion ~i~ich p~ssed unanimously,
A letter from~ the Oi~rll '~ervice Board was read in which the Board recom-
mended that autOn~%ic incre~se~ of salad_es of City employees be determined from
date oza emDlopment. Nr, Durkiu moved that the recommendation be approved.
Nr. Oyer seconded the motion which was unanim0~sly passed.
Upon the recc~mendation of the Ci~y Clerk~ ~ir, Oyar moved that N~so Ella
Sahipp~ Who had Pasaed the Civil Service ~tion~ be employed in the City
P~ t~r. Nadsen seconded the motion which passed ~ously~
The Street Lighting Committee Report was presented to the CounciLmen.
~. D~rkiu moved that it be accepted ~th the Council's th~s. The motion
was seconded and ~manimonsly passed.
Yeo Durkin moved that the Street Lighting ~%eport be ~laid on the table
until the next meetiug in order t~at the Counc1~w~ cc-~id c~mpare it ~ith the
City map iu the Clerks office and give any suggestions they might have.

City Attorney be instructed to draw up an ordins~uce covering petty larceny.

request by the Town of Ocean P~idge to use the City jail for their prisoners.

to look into the problem and report back to the Council on the advisability

The Supt. of P~blic Wbrks read the monthly report cT his department.
Regarding a report from the Pl~nbing Inspector on S~ ta_~y Conditions in
ihe Colored Section of town as requested by the Council~ the City Clerk was
asked that a copy of the report be mmde for each Councilman. ~o Oyer moved
that the Co~ucil accept the r~port from the Plumbing Inepecter and table it
for further action~ with the etipnlation th~.% ~y~ contained in it that
.cones wnder the authority of the Plum~ing Imspecter, could be carried out
immediately. Nr. D~rkin seconded the motion which passed n~ousiy.
A letter was read from ~e Committee on Parks ~ playgmnmnds recommending
that the Ozty locate the American legion Firing ~nge at the ney garbage dis-
posal areaiand s~so that a nursery be established in the south-west.section of

The Mayor brought to ~e attention of the Council the fact that the deeds
for the land on ~ ~mich ~Jae sewer fiel~ is located and the lot on which the lift
station is located have not been received from Mr. Field. M~. Madsen moved
that the City Attorney be authorized to contact ~@. Field s~nd demand the deeds
according to the contract, c~ action ~d2~l be t~__ken +~o secure as per contract
signed by Nr. No R. Field and the City. Mr. Faughman seconded the motion
which passed ~nar~imously.
